Box 580 Kenai, Alaska 99611 Dear Mayor O'Roillys Hopefully, it hoe come to your attention that legislation has been intro- duced (SSSB 172) that would repeal the Little Davis -Bacon Act in Alaska. In effect, the bill would eliminate the mandate that union-lovel wages be paid by contractors or sub -contractors on projects funded directly or In- directly by the State. I have sponsored this bill because this law has resulted in tremendously Inflated construction costs in this state. Given the declining state revenue yet persistent need to construct and maintain schools, docks and harbors, and water and sewer systems, I perceive a need for freedom to operate in the most cost-effective way feasible. While the impact of this legislation would be lose substantial in the larger cities, where the disparity between union and non -union wageo is relatively small, it would be dramatic in rural Alaska where that dif- ference is very large. Free from the restraint of Little Davie -Bacon, labor intensive projects in rural Alaska could be accomplished for 20-40% Laos money. Those savings translate into a capability of providing more projeets...and far more Jobs. In other cases, those savings are the difference between building and not being able to build. If you agree with my assessment of the benefit of the repeal of this law, please convoy that support to the Legislature and Governor. This represents about 63% of entitlement end only 57% of actual debt payments. We're being told that there's not enough money to fully fund this entitlement, but on the other hand, the Senate just passed SB 18, appropriating $67 million for school projects. Please contact your legislators and urge full funding in the FY 84 Department of Education operating budget for this program. PY 83 entitlements were unintentionally underfunded by $13 million.
