million supplemental for FY 83 is up for hearing Wednesday, May 18 in
Senate Finance. The FY 84 level is still open. Legislators are
talking about raising the $59.8 million level currently under
consideration, but no decisions have been finalized.
FLOOR ACTION
SB 80 6 SB 81 - Fire Prevention and Control Took Forces On Wednesday, the Senate passed these bills
which extend the life of the Fire Prevention Task Force for two years and appropriate $163,000 to fund
the operations of the Task Force. Referred to Resources and Finance in the House.
HB 211 - Professional Services contracts On Tuesday, the House passed an amended version of this bill,
26-13, which prohibits the consideration of cost when selecting architects, engineers, and land
surveyors. An amendment that would have exempted municipalities was narrowly defeated. CSHB 211 (L&C) am
was referred to Labor and Commerce and to Finance in the Sonata.
HB 289 - PO11 Hourss Last Friday, the House unanimously passed this bill, changing the time for opening
the polls on elections dsy from SOO a.m. to 7800 a.m. Referred to State Affairs, in the Senate.

8B 67 - Utility Relocations House CRA reported out a committee substitute that is a major revision of
the original. HCS CSSB 67 (CRA) assigns the costs of utility relocation to municipality or utility
according to the tome of an agreement or permit or to the utility if it is not located in accordance
with the agreement or permit. The bill has a further referral to Labor 6 Commorce, where I anticipate a
big push to prat the bill back into the form passed by the Senate.
SB 255 - Payment of" Attorney Services for Indisentss Senate Judiciary reported out this bill which
requires municipalities to pay the costa of defense attorneys for indigent persons charged with violating
municipal ordinances. The fiscal tote estimates a savings to the state of $84,300, the cost of two full
time positions. Please let the League office know how much you estimate this bill will cost your
municipality. SB 255 was referred to Rules.
SB 262 - Presumptions Under Workers' Come Acts Contrary to earlier reports, this bill creates new
liability for municipalities by giving more presumptions an employer must overcome when dealing with the
death or disability of a police officer, firefighter, or emergency medical service provider. Still in
labor and Commerce.

11B 14 - Permit Reforms House Resources reported out a committal substitute making minor changes to this
bill streamlining the permitting proceno. Thu main aren of concern for municipalities is the uncertninty
over how much weight will be given to coantal renourcu diotrictn' recommendations whon issuing coantal
management consistency doterminationn. The bill requires the load agency to "consider" them, but grants
the authority to "reach contrary opinions. . . according to the weight of evidence roccived". Another
area of concern is designating the Department of Natural Resources an tho lend agency for mnny permitting
decisions, instead of a more neutral agency like the Office of Managemotst and Budgot in the Governor's
Office. C0119 14 (Resources) has further referrals to Judiciary and Finance.

which deletes the floor amendment adding school debt raimbursement money to thin bill. The school debt
supplemental, however, is still included in 1111 137 and RB 158. 2nd C8110 309 (Pin) is scheduled to go to
the floor of the House today.
jig 331 - Competitivo Bid/Alaska Preferences House Finance referred this bill to a subcommittee compnapd
of Pteprosentatives Bottisworth, Grusnondorf, and Zharoff. The bill requires recipients of state grants
to follow state procedures for competitive bidding and Alaska preference in bid awards.

NB 377 6 8B 151 - Regional Resource Development Authoritiest This bill permits the residents of RBAA's to
create Regional Resource Development Authorities for the purpose of improvement, establishment, and
development of facilities for transportation purposes in connection with natural resource enterprises.

NO 290 - Public Recordist This bill adds the names, addresses, and seats telephone subscribers of
municipally -owned telephone utilities to the list of public records that are open to the public.

SB 228 - State Aid for Indian Tribes This bill makes Motlakatla eligible for revenue sharing and the
municipal assistance fund.

NB 396 - Audit Reauiremontss This bill requires all municipalities to provide for annual, independent
audits, except for second class cities receiving less than 8100,000 from ravenua sharing, municipal
assistance, and raw fish tax.

SB ISO - Reappropriations 6 Appropriation Adlustmentst This bill includes $13 million to fully fund the
PY 03 school debt reimbursement program.
BB 174 - Local Niret This bill rewrites the state's local hire statutes to conform to a recent court
decision in Boston, upholding the constitutionality of local hire ordinances,
RD 251 - PBFPs BCSNB 231 (11886) maintains the current public school foundation program while a now ono is
being developed, but froeses the funding at pretty mach current levels.
