More coverage on holidays and vacations • c. More follow-up on investigations that are on -going d. Back-up in the field where two animal control officers are needed e. Increased response time to areas of complaint 2) Brett Reid uses a high level of diplomacy in his dealings with the public which is an asset to the Animal Control Program. 3) He is very familiar with the animal problems in this community. 4) He has a good working knowledge of the Animal Codes established in Title 3. 5) Since Brett Reid would be coming on duty in the afternoon during weekdays, the public would have more times to come to visit the shelter while the other animal control officer is on patrol or off duty., G) Having Brett Reid on full time would allow time for the Chief Animal Control Officer to develop a much needed educational and public awareness program. If we bid for a contract onow removal it is hard telling what we might end up with. The Kenai Peninsula Borough hoe some areao that use pickup trucks with anow plows on the front to remove onow. We would not allow pickups but we could end up with equipment that brooks down all the time causing all kinds of problems. 5) Coat - The City of Kenai pays $12.64 for a full time aarrting equipment operator and only $8.50/hour for a part time equipment operator. If a contractor wee to pay the local prevailing rate (Davis Bacon Rate) which the State has set at $22.45 basic pay + $3.50 pension + $1.80 Health do Welfare + $.15 Apprentice Training z $27,90. He will be paying more then twice as much for h s 7sor. I said if because since the work is maintenance we may not have to require Davie Bacon rates. It is hard for me to see a savings. The Public Works recommendation was to rent a grader and use a part time operator (that we already have allocated in the budget) during heavy snow falls. We have an equipment operator that worked for the City for a long time (before leaving to make his fortune in the Kodiak Crab Mines) who is on call during times of heavy snow fell. Unfortunately the City 's policy is that since ho will only work part time (during heavy snows) we can only pay him $0.50 even though he will be working aide by aide with his fellow workoro who aro making $12.64 or more. Renting a grader would simply help us in keeping up. We have increased our road miles by over 10 miles during the last 5 yearo and yet our manpower hoe been the eamo for over 10 years. If the City Manager, Mayor, and Council feel that the eitizene aro receiving adoquato sorvico then maybe we should make du with what we haves I feel our citizens are getting better service than anywhere aloe in the Stato....but we're constantly trying to do better. Mike Tauriainen, P.E. McLane and Associates, Inc. wince, Corthell, Bryson in reviewing the proposals for those firms and talking with each firm, it appears that all have submitted proposals consistent with the City's request. All firma are currently doing work for the City and have established track records in this type of work. One problem that comes up, especially with a project such as this, is the clear definition of scope for engineering services. The scope cannot.accurately be established until all information can be gathered from the various entities of the City that may ;- -= have input (Planning and zoning, City Council, parks and ,.: Recreation, Administration, Public Worka, etc.), in effect, these groups and ultimately the City Council will decide the extent and character of development for Section 36. From an engineer's perapective, it is very difficult to give a firm proposal as to the effort and cost needed. This is illustrated by Wince, Corthell, Bryson's wide range in cost figures. Their -- costa vary directly with the linear feet of streets, water and _ - - cower lines, and tiumLar of piteuclo 4ireaCe4. Although, McLane and Arsnociatea and Mike Tauriainen, P.E. did give firm not -to -exceed figures, it remains to be seen whether these costs can be adhered �- F to after all input is gathered and a master plan identified. .J 4 1 f ' i II f f t- ' `R E i ll i D- ter. There are two ways I think we can proceed at this point. One is to award the project to one firm and hope additional work is not created. McLane and Associates should be a good choice for this because of their extensive planning and surveying experience and the ability now to perform soils testing and engineering in-house. The other two firms have retained competent firms to assist them with portions of the work (mostly surveying). Another way to proceed is to have a firm take the project through the master planning phase to accurately define the work. This would include all meetings, data gathering, and presentation of schematics, of which, one schematic would then be accepted as the course to follow. At this point, the City could ask for new proposals or negotiate with the same firm to completely plat and engineer the project and be much more certain of work expendi- tures and costs. McLane hau indicated that $4,000 could accomplish this phase. I personally would recommend the second method of proceeding. However we proceed, I would like to stress the importance of having the entire project completed as planned. The proper planning and engineering will benefit all City residents through ;nigher property values and lower system maintenance costs. The costs incurred now will be returned many times over through the years. WHEREAS, the City of Kenai received proposals from the following firms: Professional uesign Associates Mike Tauriainen, P.E. - - Wince, Corthell, Bryson McLane and Associates S & S Engineers, Inc. WHEREAS, the Public Works Department and the Council of the City of Kenai feel that it is in the best interest of the City to award this project to McLane & Associates. He said the Harbor Commission recently received on offer from Donald Fredrickson, to donate to the City all lends necessary for a barge facility for large draft barges if the City financoo the dock facility. He would like to ask TAMS to do the atudy. The Harbor Comminsion has the funds available. Mr. Fredrickson owns 650 ft. of frontage. That woo the first choice if the City had owned the property, It to prime property. Mr. Horton, TAMS, reviewed the sedimentation study. They began the otudy in Juno 1962, finished in Sept. 1983. The results were encouraging. They had a better dote base and took more time than Corpo. of Enginoora. Harbor construction has changed in the loot 10 years. WHEREAS, in an effort to provide functional efficiency and public safety and convenience, the City desires to adopt rules regulating tenancy in the Kenai Municipal Airport Terminal, and WHEREAS, the present Airport Regulations do not address tenancy requirement in the Kenai Municipal Airport Terminal. NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, that the Airport Regulations be amended by adding a new section as follows: 14.000 Tenancy Requirements in Airport Terminal: 14.010. AGENDA APPROVAL Chairman Lewis asked that Mayor Wagoner be added as item 3-at move 8-a to 6-c at the request of the land manager. MOTION: Commissioner Osborne moved approval of the changed agenda, seconded by Commissioner Smalley There were no objections 3. PERSONS PRESENT SCHEDULED TO BE HEARD a. Mayor Wagoner Mayor Wagoner informed the Commission that, if at any time the Commission wished the Mayor to attend a meeting, he is available, just let him know. The Mayor next stated that he is in favor of taking the zoning powers back from the • Borough and making this Commission an authority body. The second item to open for consideration is the number of businesses in residential districts. The City has filed suit against some of the businesses but there are many more that are out there. Mayor Wagoner pointed out that some businesses have been granted CUP's or exceptions or even spot zoning in some cases. Many of these businesses have several employees and are have a large operation. Mayor Wagoner suggested that this body consider a 30-day amnesty period and any business not in a commercial district come forward. There should be no ability to expand buildings or business, no improvements, and should the property be sold, the business must revert back to residential use. Jeff and the Commission can work together to treat these people fairly. Then after the problems are identified, any one who VW14Lea the City code can be enforced. Considering sales taxes and tax assess-ments, Kenai cannot afford to allow these businesses to continue and create an adverse affect on the City. The Commission & Mayor Wagoner discussed this subject and the return of zoning powers to the City farther. The land manager will initiate these two subjects for the Commission at the next meeting. Kenai Advisory Library Commission - Library Expansion Plans - Vice Chairwoman Troy Castimore Vice Chairwoman Castimore made a presentation on behalf of the Commission. This is a request for regional capital improvement funds. It has been recommended by the Commission that the library expansion be 10,400 sq. ft. total with 5,200 sq. ft. for a split level with both levels being completed as opposed to one level be left unfinished as suggested by a Kenai city councilman. It was pointed out that the estimates on cost vary and cannot be accurate until determined by an architect. The range right now is between $600,000 and 1.2 million. Commissioner Zubeck arcked if any outside businesses had been petitioned for funds, answer was no. Commissioner Zubeck pointed out that as an advisory commission they could request to petition places like Tesoro or one of the big oil companies. Commissioner Zubeck then asked how many of the cardholders lived outside the city j limits, Castimore did not have that information available. Commissioner Zubeck felt that whether or not there was a significant number, this may be a viable alternative to relying on state funds and since those y persons do use the � library they should be more than willing to contribute. j Chairman Lewis thanked those members of the Library Commission who spoke and noted on the informative presentation and brochure. 4. PUBLIC HEARINGS a. RReolution PZ83-70: Conditional Use Permit - Therapeutic Nursery School - Lot 38-A/ Dolchok S/D - Royce & Q,ida Dunlap Royce Dunlap came forward to speak for his petition and explained that they are currently leasing the house. Chairman Lewis asked Mr. Dunlap to explain a therapeutic nursery, Mr. Dunlap explained that it is in essence a center for disturbed children and that Mrs. Dunlap had attended the Cedars of Sinai school to become educated in this field. Councilman Wise asked if the Dunlaps were licensed by the State of Alaska, answer yes. The land manager mentioned that a letter supporting the petition had been recieved by Mrs. Jettie Petersen. The question was raised of dedicated access, since this is private property belonging to the Russian Church would any problem arise at a distant time where the access may no longer be granted. The Dunlaps stated that they may want to expand in the future as the demand is greater than they can handle right now. Mr. Labahn stated that at that point they would need to come back before the Commission. Commissioner Bryson asked if they were already in operation, the Dunlaps stated that they were. At this point Father Targonsky arrived and was asked if he had any objections as he is the priest at the Russian Church, the owner of the property, Father Targonsky stated that he had no objections. MOTION: Commissioner Smalley moved to approve PZ83-70, petition for a therapeutic nursery school on the described property, to limit the school to 12 students and if the number goes beyond that, the petition is to return to this body for additional consideration and further to incorporate the staff comments (Jeff's memo), seconded by Commissioner Osborne, VOTES Motion passed unanimously b. The request for rezoning was made by this body in lieu of the proposed development. This is still a preliminary plat and is in the process of being finaled. Chairman Lewis stated that about a month ago, there were excavation problems and Mr. Lowry was possibly in violation of his lease agreement, Mr. Labahn stated that to date the marls that have been built havc not been accepted by the city but it is the intent of the lessee to bring these roads up to standard. The public works department has stated that the water & sewer is close to completion. There are approximately 8 foundations laid on lots in this portion of the subdivision. Request to Purchase and Rezone City -owned Lands - Portion of Government Lot 11, Section 31, T6N, R11W S.M. Jeff Labahn noted that this item was tabled at the last meeting pending input from the Parks & Recreation Commission. MOTION: Commissioner Smalley moved to take this item from the table, seconded by Commissioner Bryson. There were no objections. Commissioner Bryson indicated a number of concerns. One, this parcel has never been available to the public and the individual that is applying for the parcel would presumably receive some preference rightsas the present sale ordinance is established. Two, the retaining or disposal to tohers will not pose a hardship to the applicant. Three, this parcel has public access from two other directions, it could be developed by anyone else without prejudicing this adjacent lot that he owns. I don't feel the ordinance was intended for this purpose,it seems very shortsighted to dispose of areas that were requested for recreation and also adjacent to a greenbelt to be disposed of at this early stage of the city's development. We have these fantastic estimates of population gain but but yet propose that we dispose of what presumably would be parklands if it were dedicated. Jeff Labahn, Councilman Wise, and the Commission discussed the ordinance pertaining to land disposal. Mrs. Linda Swarner, speaker from the audience voiced objection to the sale. Commissioner Smalley stated that at this point in time this action would not be in the best interest of the City, it appears like not spot zoning but spot selling with the benefit of the public not being looked at. ' MOTIONS Commissioner Smalley moved that no action be taken on this piece of property or any similar peice of property on that particular drainage area until proper studies can be developed to determine the drainage situation, seconded by J Commissioner Osborne. VOTE: p Motion passed by unanimous roil call vote Jeff Labahn asked if it was the intent of the Commission to j preserve this area as a drainage corridor, Commissioner Bryson stated that it should be reserved as parklands. It ! was decided that at the next meeting Mr. Labahn would return with a mosaic of the area. b.Discussion: Capital Improvements Program 1984/1985 The task still before the Commission is to deal with the whole scope of capital improvements, to blend regional with local for an overall list. The Commission discussed the topic at length and drew up a list to be presented to the City Council. r. GUEST SPEAKERS Do Jim White - Docking Proposal l This is a returning item. Mr. White was asked to obtain a + written letter from Mr. Fredrickson detailing his proposal. - )he original letter was entered into the record, Chairman Williams read the letter for those present. Chairman Williams had requested a financial statement from the finance director, Chairman Williams read it to the Commission to review what money was available for harbor J projects. . .t KENAI ADVISORY HARBOR COMMISSION Special Meeting, November 8, 1983 Page 2 ` Chairman Williams pointed out that the lands suggested by Mr. Fredrickson had been selected no a prime location for a _ harbor by the Corps of Engineers, CH2M Hill, and TAMS due to the way that the river washes out that area. Chairman Williams suggested that when TAMS engineers come to Kenai - for the meeting with the Council that they be asked to do a cost and feasibility study for this concept. MOTIONS Commissioner Houtz moved that the city authorize TAMS to undertake a limited feasibility study including specifically, 1) how much land is the minimum required to accomodate a facility as suggested, 2) frontage and total area, 3) what would be the approximate cost, motion seconded by Commissioner Thompson. . Commissioner Weller asked if the intent of Commissioner Houtz was to proceed with having the study made or first ascertain the cost of the study. MOTION WITHDRAWN _= The Commission decided to draw up a list of items to be considered. 1) total area that would be required for usable facility of this type 2) frontage required 3) coat of construction (. 4) size of barge expected to utilize the facility. MOTION: Commissioner Houtz moved to recommend to the City Council that the Harbor Commission requests TAMS to prepare a cost estimate of a feasibility study to include the above items -: and other as required, seconded by Commissioner Thompson. R Chairman Williams noted that the City of Kenai spent - $100,000 to regain City property and in this case the gentleman was willing to donate property. If and when =, developed, both the owner and the City would stand to gain. - The Commission further discussed the project. _ e NOTC: Mayor Wagoner joined the meeting ` Commissioner Houtz asked how much land was involved in the f.:.. ' donation, there is a big difference between say 50' where the dock itself will sit and 90 acres. Commissioner Weller brought out the point of demurrage and land needed for that purpose. "We're looking at a service for industry and the population of Kenai/Nikisks area and maybe tie into the airport overall". NOTE: Chairman Williams will be abstaining from voting due to a possible conflict of interest. VOTE s Motion passed by unanimous roll call vote. 6. REPORTS s. Report from Commissioner Houtz Chairman Williams explained that the request for Comm- issioner Houtz to do this report was brought about by the letter from TAMS on October 199 1983 in which Mr. Horton requests confirmation that the work has been completed. It as decided at the last meeting not to recommend payment, however it hoe been established that payment has been made The question brought out was whether or not proper en- gineering procedures were followed. This question was brought about because of concerns with the mud at the base ► of the ramp, the fine fill that seems to be filtering out from the head of the ramp and other apparent inadequacies. While this is not for the Commission to determine, whether or not the engineering was correct because the City had full and total responsibility for inspections both before, during and after, tho Commission does wish to consider the issue. - From the conversations Chairman Williams has had with the engineering firm, they indicate that the boat ramp was built exactly according to specs, that there was some discussion between the City and the contractor as to the depth of the boat ramp at its base, whether it should have been lower or higher, and that in one discussion they said that it was E-'-= their feeling that the contractor used, as far as fill is ' concerned, not quite up to specifications, that in fact they -- may he too fine. Keith Kornelis stated that Jack LaShot was the inspector fur the job. Mr. LaShot stated that he had not had any ,." conversations with TAMS directly about the ramp being higher or lower, but it appears that they specified. T� i KENAI ADVISORY HARBOR COMMISSION Special Meeting, November 8, 1983 Page 4 There was further discussion, the Commission then viewed the slides presented by Commissioner Houtz. (Discussion during presentation) Commissioner Houtz - I specifically raised the point with TAMS, we were asking why !� the thing is in a depression and how would they establish the depth below the line at the top of the sheet rock. Mike 1 Horton said that hie analogy to the North Slope snow was completely in error. He felt that there would tend to be a stagnant place behind there that would fill with silt. Mr. I Horton said, "it doesn't work that way with silt". i Commissioner Houtz further asked about the incline of the ramp and the terminal foot elevation of it there because it was specified to go to -26 or something like that and wondered why it was specified to end at that depth and how 1 its length was established and Mr. Horton stated that "the only thing that was done to establish that elope was to follow the line of the oxisting sheet rock." In other words there was no big engineering decision made there. Mr. Horton said that their position was that it wee too steep,m this one in 12 and that the City wanted it steeper. Now when he said City I got the impression he was claiming that the harbor division or Jack or Keith. The slides and discussion turned to the sheet pile and the original construction. A photo was shown of the dock adjacent to the boat ramp. It appears that the area in front of the dock is dredged, the mud dumped further out into the river which then is washed toward the ramp on the incoming tide. The discussion and slides turned to the higher portion of E the ramp. Mayor Wagoner suggested several truckloads of aggregate to shore up the retaining wail. Keith stated that in the spring the crews would be going in with a backhoe and backfilling the dockside. Commissioner Houtz stated that he felt the ramp is constructed according to the drawings and "if we really take issue with that I think we sha"Id take TAMS to task, of course there is nothing that can be done financially at this point. The Commission agreed that the grade of the slope was no different from the original ramp, that the top of the ramp was buried as the ramp got older. P Mnynr Wagoner stated that the contractor had asked if the design engineer had gone down to the ramp and looked at it at low tide, the contractor showed 6 different items that he had to cut out of the way in order to build the ramp that were never shown on the drawings, and perhaps they had been buried in the mud. is F, I i, WN i KENAI ADVISORY HARBOR COMMISSION Special Meeting, November 8, 1983 Page 5 The Commission adjourned to view the maps in Mr. Brighton's office which showed the ramp before the recent construction. Mayor Wagoner noted that a shovel and a pair of boots, move about 2' of dirt and take a line of eight down through the sheet piling on the lower side about 50' and the sheet piling could have been found. The Commission next discussed the fill and methods of measuring it plus the class of fill which was not designated fully in the bid documents. It was the consensus of the Commission that public works draft of letter listing the concerns and inadequacies with the ramp to be available by November 16th. Chairman Williams will hand deliver the letter and speak with TAMS. TAMS will be asked to respond to the letter but not on that date. 7. OLD BUSINESS a.Design Concepts from TAMS Chairman Williams stated that TAMS is prepared to go before the Council with the recommendation that Alternative 2 be the harbor plan that is chosen due to its contour design to the pipeline and -the fact that the pipeline would not have to be moved in this design. Alternative 5 would cause more problems within the river but is still better than the other 3 originally presented to the Commission. Chairman Williams asked that any Commissioner able to attend the Council meeting, please do so. b. - Letter from TAMS - Returning Item No further comments or discussion A. NEW OUSINESS s. Request to Lease City Lands - Lot 11 Kenai Spit S/D, Schmidt, Ducker, Edelman - Fisherman's Packing Along with Lhe lease application and memo that was included in the packet, a memo was handed out at the meeting relating to the history of the lot itself and the subsequent lease applications. Chairman Williams informed the Commission that he had requested this history due to the tremendous struggle that has gone on concerning this businese.Mayor Wagoner pointed out that R. Lee Seafoods was never officially disbanded as a corporation nor were the assets i i i i I � . d r I I t KENAI ADVISORY HARBOR COMMISSION q. Special Meeting, November 8, 1983 Page 6 ever disposed of, merely left in limbo and Seecatch then came into being through name change so Sescatch officially and legally was still R. Lee Seafoods. The lease application asks for the maximum length of time allowed by the city, expansion of the present fisheries processing plant and the need for extra apace for boat i storage plus an additional building. Mayor Wagoner voiced his concerns that the original application asked for the lot across from Columbia Street then changed the applicatinn and asked for waterfront land. This operation already has all the docking space they need, and have already tied up all the river frontage they need. There have been two other parties interested in the lot along the river for putting in another fish processing plant. Mayor Wagoner stated that he does not feel that it i would not be in the City's beat interest to lesse additional frontage along the river. The Commission next discussed the ROW'e on the maps. Chairman Williams stated that it is the Commiseion's responsibility to see that all the lands along the river are used properly and efficiently. The utilit.icb that are being requested, i.e. an ice house, a cool room, and boat storage have nothing in common whatsoever with water front usage. Mayor Wagoner voiced concern over filling in wetlands; it j may not be possible to fill in either lot 1 or 2 as that is snow geese habitat. Commissioner Weller asked if it was appropriate to inquire as to the current statue of their existing lease, Mayor Wagoner stated that it was appropriate, however he was not aware of the current statue. Commissioner Weller noted that the cost estimates were not half of what the current coat of constructing buildings of this type. MOTION: Commissioner Thompson moved to approve the lease application for Lot 1, Kenai Spit S/D as described, seconded by Comm- issioner Houtz. VOTE: Motion failed unanimously by roll call vote. The two areas in question were 1) acoustics and 2) redwood siding. I feel you deserve an explanation. 1. The gymnasium was bid as a Design/Build project. As such the Citv'* issued a 'Building Performance Criteria" document which outlined specific requirements. Although the document was very technical with regard to structural, mechanical and electrical requirements, there was NO mention of acoustical control. • It has been stated that as Architects, we should have designed some acoustical treatment into the project. However because of the Design/Build method, we were retained by the Contractor and all final decisions as to what was to be provided are that of the Contractor. The concern Was first brought to my attention during the substantial completion inspection in September. I spent about two days designing and costing out a system. This information was given to Kayo, and was done at no charge to the City. I also recommended that an Acoust- ical Engineer be consulted. A few weeks ago I was given authority to retain one. His fee will be billed to the City in its exact amount. I will not croarge, for my time in coordinating his efforts with the City. 2. Regarding the redwood siding. Our original drawings specified metal. Council changed the siding to redwnnd, thnoigh I had advised against this change. The minutes of the October 20, 1982 council meeting will substantiate this. Lupine and the Spur In my discussions with the various DOT/PF people and the Kenai Peninsula Borough, I discovered that DDT/PF is presently installing quite a few lights on the Kenai Peninsula including North Kalifonsky and the Sterling; South Kalifonsky and the Sterling; Caswell Road and Kalifonsky; Mackey Lake and the Sterling; Sport Lake and the Spur; Island Lake and North Kenai Spur; North Miller Loop and North Kenai Spur; South Miller Loop and North Kenai Spur. It is my understanding that these in- terseetione were chosen out of a list submitted by the Alaska State Troopers and with possible input from the Kenai Peninsula Borough. It is also my understanding that the list was narrowed down to the funds available based on safety problems and known accident problems. The City of Kenai would like to place the above four intersections on the list for consideration for street illumination. The City of Kenai is also requesting that the Department of Transportation contact the City of Kenai for input and comments whenever improvements, such as the ones mentioned above, are considered on the Kenai Peninsula where such improvements may take place within the Kenai City limits. 2. Street Si nalization. It is my understanding in talking with Steve Horn that DOT/Vf has two street signals under consideration on the Spur Highway - one being at Willow Street and the other at the Bridge Access Road. Both of the street signals meet the minimuib traffic volume standards for a street signal set by DOT/PF. �.: The street signal at Kenai Spur Highway and Willow Street is fully funded and the engineering is presently being completed with construction to start this coming -.--. construction season. I was told by Steve Horn that the City should not get too anxious on the street signal since the contract still has to go out and there is a six to eight month wait on arrival for poles. This means that the construction may ` not take place until late fall and that with an early winter in 1984 this project may not be 100o' complete until 1905. I was also informed that the Kenai Spur and r Bridge Access aignalization has been proposed and is on the Statewide safety program priority list (along with another 30 or 40 on this list). There have been no funds appropriated for the Bridge Access signal and therefore DOT/PF has not started the formal design. Mr. Horn said that lie was hopeful that funding approval may be received thi3 December and that if this happens both of these signals may be combined into one project. E . ' 3. Speed Limits. It is my understanding that the Department of Transportation extendmi thR ) milea per hour zones f ertlipr north frnm the rontnr of the City of Kenai. Enclooed is a letter to Roland Frederickson dated November 8, 1983, from ., Chief Richard A. Ross of the Kenai Police Department requesting that the Department of Tranr.purtatiun also consider extendinh the 35 mile per hour zone on the Kenai Spur Highway oast toward Soldotna. Mayor Tom Waqunor has also requested that we -�—, contact DUT/PF fur consideration or extending the 35 milu an hour :one from its 't 1 . i 2 t.. J W f_ - present location near the Bridge Access Road east to the vicinity of Tinker Lane. This would encompass both the Kenai Central High and Kenai Jr. High Schools. In talking with Mr. Horn concerning speed limits, I was Informed that DOT/PF will be doing o speed study sometime in January which would include a radar study and an accident study. I am requesting at this time that the above two areas be included In this study. Kenai Police Chief Richard A. Rose has stated that he will be sending you a follow up letter from his department concerning all three of the above areas. The City of Kenai is as much a part of the State of Alaska as are the Kenai Peninsula Borough areas outside the City limits. Unfortunately, it often seems to me that the State of Alaska's funding is used for areas outside the cities and that the cities have to fond for themselves. I'm requesting that DOT/PF please give the City of Kenai a chance for State funding for badly needed improvements within the City of Kenai. Please contact us for comments and suggestions when funds become available or %ban the State first contemplates new projects. I appreciate very much the time, effort, and the courteous manner in which the Department of Transportation employees have helped me concerning the above subjects. At that time we were recommending that the speed zone be moved east of the Airport Road -Walker Lane intersection of the Spur. This request was initiated be- cause of traffic at those intersections. ' At that time the request was denied with the assurance that the situation would continue to be monitored. We are again requesting that consideration be given to moving the 35 mph speed zone east of this intersection. In the last several years there have been major injury accidents at this inter- section due to the volumes of traffic present and turning movements present. The severity of these accidents is di- rectly reflective of the speed of the vehicles in this inter- section. Please advise as to your present position on this matter.
