the Planning 6 Zoning Commission on Wednosdoy, October 12, 1953,
at 6100 PM in the Council Chambers in the City Administration

CENTENNIAL BUILDING POLICIES
General Rules Which Apply To All Use
Of The Centennial Building _
1,
The Sitka Centennial Building is intended to be a Civic Center
for use by the public. Use of the building is on a reservation
basis •- first come, first served -- and also subject to
appeal through the municipal administrator and/or the Assembly
of the City and Borough of Sitka.

The Assembly of the City and Borough of Sitka reserves the right
to refuse use of the building to anyone at any time. It
make reasonable efforts to honor reservations, but makes no
guarantee the building will be available or suitable for use
any specific time.

Any user of the building shall be responsible for any damage

that may occur during their use of the building, and shall
either pay for the damage or repair it to the satisfaction of
the director of public works. Nothing shall be affixed to the
structure which leaves any marks or other similar defacement.
Before attaching anything to the walls, floor, or ceiling,
approval of the attachment method must be received. No writing
or painting on the building allowed.

Alcoholic beverages may be served in the building for limited

shall be served in accordance with the rules and regulations of
the Alaska Alcoholic Beverage Control Board. No alcohol shall

Use of the building on a regularly scheduled basis is discouraged,

The rates, regulations, and policies as established have been

will be granted, except by the municipal administrator and/or
the Assembly.

uses. if of a gonorai and continuing naturo, they shall be
reduced to writing. Any such rules may be appealed to tho
municipal administrator.

1. Each use of the building requires a separate application and
reservation.
2. All reservations for use of the building are to be booked through
the Building Manager.
3. All fees, minimums, and deposits shall be paid at least two
weeks prior to use of the building.
4. Users are required to keep the Building Manager informed as to
detailed plans or changes of plans, and are to check with the
Building Manager ndt less than throo days before a scheduled
event to make arrangemento for seating and equipment that may
be needed.

A refund of fees paid will be made if notice of cancellation of a
reservation is given 24 hours in advance, and such cancellation did
not result in a revenue producing activity being denied use of tho
building.

for use of the auditorium by any use group, a damage deposit of
0200 shall be made to the Building Supervisor. This deposit does
not include the kitchen use deposit.
Eitchen Deposit
if food is served by any use group, a 0150 refundable cleanup/
breakage/loss deposit will be required. If liquor is served,
the deposit will be 0200. If rented or used, the kitchen must
be cleaned in accordance with rules pouted in the kitchen, and
to the satisfaction of the Building Manager. if the work is not
satisfactory, a person (trained by the staff) will be called in
to do the work and the user will forfeit sufficient funds from
the deposit to accomplish the work to the satisfaction of the
Building Manager.
If an uipment is missing from the kitchen, the user will be charged
for the full value of the item and the amount will be deducted from
the deposit. s'

Each use outside of these hours shall be subject to an
additional fee of 030 gar hour or fraction thereof to

The building is normally closed on SUNDAY and 110LIDAYS,
except for rosorved paid rental use, but in addition to
the regular teas, an additional hourly foe of 030 shall
be charged, with the minimum charge of two hours time to
pay for building overhoad.

revenue producing activity, or the hours of an activity sponsored
the municipality, the overtime fee will not apply. The building will

Rehearsals
There is no charge for rehearsals, but a revenue producing activity
takes precedence over a non -revenue activity.

Community Use
To be defined as all local non-profit organizationn that make the
reservations and recei•re all profits, after expenses. Examplos:
Little Theatre, Concert Association, etc.

When admission or re itltration fees are not charged, offerings are
not accepted, potential sales are not involved and there is no
monetary exchange, the activity is classified as non-rovenuo.
There is no charge for ccomunity non-rovenuo use of the meeting
rooms during normal open hours, except for the auditorium and
kitchen. Also, the auditorium and kitchen deposits must be made.

if profits, or admission charges, revert to the sponsor of an event,
other than a local non-profit organization, the use shall be
classified as "ccmereiai0, profit making commercial uses are

cost of operation and the municipality does not wish to subsidize

Out of Town Use Defined
If any event is sponsored by an out-of-town promoter, or organization,
the use will be classified as "out-of-town" and the rules and rates
which apply to commercial use will also apply to the out-of-town use.
This is due to the greater difficulty of contacting and corresponding
with non -local organizations.

City and Borough of Sitka.

This fog applies to all user groups and will be charged if any
changgo in the normal configuration of the arrangement of the
furnishings in the room is required. Because of careless handling
of furnishings in the past by user groups, all set ups will be done
by building personnel. There is no set up fee for auditorium use.
Requests for special slat ups should be made at least 24 hours in
advance.
Convention Rates

$260 for the first day and $104 for every day thereafter. This
entitles the group to use the entire building, except for the
exhibit areas and the kitchen, which must be arranged for separately.
