CITY HALL COUNCIL CHAMBERS CHAIR LISA GABRIEL, PRESIDING MEETING SUMMARY 1. CALL TO ORDER & ROLL CALL Chair Gabriel called the meeting to order at 7:05 p.m. Roll was confirmed as follows: Members present: Chair L. Gabriel, B. Madrid, S. Peterson, R. Sierer, T. Canady Members absent: Staff/Council Liaison present: Parks and Recreation Operator R. Dodge, Council Liaison J. Glendening. A quorum was present. 2. AGENDA APPROVAL MOTION: Committee Member Canady MOVED to approve the agenda and Member Peterson SECONDED the motion. There were no objections; SO ORDERED. 3. APPROVAL OF MEETING SUMMARY a. April 11, 2017 MOTION: Committee Member Madrid MOVED to approve the meeting summary of April 11, 2017 with the correction of the name of the Council Liaison, and Committee Member Sierer SECONDED the motion. There were no objections; SO ORDERED. 4. PERSONS SCHEDULED TO BE HEARD – None. 5. UNFINISHED BUSINESS a. Discussion – Volunteer Plant Day It was decided Committee Member Sierer would be in charge of the flower beds at Municipal Park and Carrs Mall, Members Gabriel and Madrid would be in charge of the flower beds near ReMax and the Fire Station, and Members Peterson and Canady would be in charge of the flower beds in Leif Hansen Park. 6. NEW BUSINESS b. Discussion – Beautification Brochure It was noted the overall design was liked; there was suggestion to make the photos larger, include photos of static displays, gazebos, and Wildflower Field. Frates reported on the following: • Provided an update on summer hiring; • Had eighty entries for the Pathways to Poetry project. b. Committee Chair – None. c. City Council Liaison – J. Glendening provided an update on the actions from the May 3 council meeting; thanked the committee for their work. 8. NEXT MEETING ATTENDANCE NOTIFICATION – September 12, 2017 MOTION: Committee Member Sierer MOVED to move the next meeting to August 8 with a garden tour and Committee Member Madrid SECONDED the motion. There were no objections; SO ORDERED. 9. COMMITTEE MEMBER QUESTIONS AND COMMENTS Committee Member Sierer noted repairs were needed for some of the circle planters. 10. CALL TO ORDER & ROLL CALL Chair Stephens called the meeting to order at 6:05 p.m. Roll was confirmed as follows: Commissioners present: C. Stephens, N. Widmayer, J. Halstead, T. Wisniewski, J. Hudson, T. Canady, R. Sierer, L. Gabriel, S. Peterson, B. Madrid Commissioners absent: J. Joanis Staff present: Parks & Rec Director B. Frates, City Planner Matt Kelley A quorum was present. 2. AGENDA APPROVAL MOTION: Commissioner Widmayer MOVED to approve the agenda; Commissioner Halstead SECONDED the motion. There were no objections; SO ORDERED. 3. PERSONS PRESENT NOT SCHEDULED – None 4. NEW BUSINESS a. Discussion/Recommendation – Draft Ordinance amending Kenai Municipal Code Chapter 14.25 – Landscaping and Site Plans for all Retention Basins, Commercial, Industrial, and Multi-Family Development and Land Clearing in Certain Zones in the City and Making other Housekeeping Changes. City Planner, Matt Kelley, presented a staff report outlining goals and timelines. As part of the process, various city commissions and committees are asked to review and comment on the Draft Site Plan Ordinance. Mr. Kelley reviewed the existing Site Plan Ordinance noting certain updates needed; a review of how site plans are currently administered was also explained. Questions were asked pertaining to contractor notifications, opportunity for public comment, invasive plant species, fines, fire buffers, fencing, and speculative building. Mr. Kelley provided explanations and answered questions accordingly. MOTION: Commissioner Halstead MOVED to approve a motion between the Beautification Committee and Parks & Recreation Committee to approve the draft ordinance amending KMC Chapter 14.25 for Page 5 of 20 Parks and Recreation Commission Meeting April 6, 2017 Page 2 possible inclusion of the following considerations: invasive species, privacy fencing, residential application (spec homes), and firewise compatibility; Commissioner Widmayer SECONDED the motion. A quorum was present. 2. AGENDA APPROVAL MOTION: Committee Member Peterson MOVED to approve the agenda and Member Sierer SECONDED the motion. There were no objections; SO ORDERED. 3. BUSINESS a. Discussion – Summer Flowerbeds Committee members reviewed the City’s flower beds and discussed what worked well visually and made suggestions for next year. It was noted that the flowerbeds looked and performed better overall this year, possibly influenced by plant selection, watering and effort to weed and deadhead more frequently. Grass clippings added to beds helped with weed suppression, water retention, and soil temperature. The Committee recommended the following: • Chamber Fire Pit – add trailing nasturtiums, possibly add Mr. Stacky to center of bowl. • Fire Department Bed – less kale, rearrange to prevent blocking out other flowers. • Library – add more blue salvia, create a wave effect, eliminate some of the iris • Lief Hanson Memorial Park – replace mini bells in gazebo baskets, chrysanthemums overpowered begonias, add another type of flower to “town tree” that can be planted between perimeter flowers and the ninebark (chrysanthemums and night sky petunias). • Circle Planters – consider planting intersection planters using same plant and design theme and alternating along Spur Highway. 4. The only other spot on the peninsula Sweet Clover has been documented growing is near Hope. Thanks to folks at the Wildwood Correctional Facility that assisted with this project. Rec. Center Landscaping All shrubs around the facility were pruned and new mulch added. A drainage ditch was dug to allow better drainage of water from the parking lot. Thank you Alinna Martin for job well done! Old Town Park Staff removed aging playground equipment at Old Town Park. Consideration should be given to replacing equipment in the near future. Location of equipment should be up front for reasons previously discussed. Pathway of Poetry A red ribbon cutting ceremony for the new poetry trail was held in July and well attended. Many thanks to the Kenai Library staff and Friends of the Kenai Library for their contributions. Kenai’s first Little Free Library was also installed. A big shout out to the Unocal Retiree’s Association for their assistance. Hanging Flower Pouches & Birdhouses Thanks to Mt. View Elementary students for planting a number of our flower pouch displays. These pouches were placed at a variety of locations throughout town this summer, including the Visitors & Cultural Center. Home Depot donated several birdhouses constructed by community volunteers. Thank you Chris Konig! Chris resigned in July to assume full-time care of his father. Chris leaves a huge void to be filled and we wish him the best! New this year – Mr. Stacky Tiered Planters! Staff member Alinna proudly displaying her painted birdhouses.
