In addition, we are corresponding .with five caravan groups who will be visiting Kenai this summer. The average size of caravan will contain SO to 100 units or 100 to 200 persons. Being involved in backpacking, our main goal is to adventure„through the state of Alaska. Our trip is not to make money aNj our financial needs for returning home are prearranged. We have, biwever, set aside six weeks to be spent working and living in an Alaskan coibonity. We're hoping such a stay will add to the whole summer exper- ience. We are writing the Chamber of Commerce because we were unable to locate jobs through our personal contacts. We Ara all third year college students, three attending Michigan $tote University. Three of us worked in a national park last summer, wHile two srd Outward Bound graduates. We have worked together before aft# hays stron6#•referenees from past employers. Maintenance and game preparation daily for 5 little league fields 3 and adult softball fields. There have been Saturday games for Little League and last summer there were 6 adult softball tournaments on weekends. This includes mowing, fertilizing, and 2. Prepare and plant grass along Willow Street# 4th Street Park and Old Towne Park. We hope to be able to plant additional grass at Beaver Creek Park if soil is available. 3. Maintenance of Playground equipment in all parka. 4. Install stations on fitness trail. 5. Trash pickup and hauling in all parks and along the Spur Highway. We also pick up along streets etc. during the summer 2 o 3 times weekly. r 6, Mow and maintain grass along the Spur Highway, Willow Street, and other streets in the downtown area. This includes fertilizing and watering if necessary, 7. Maintaining flower beds and flower boxes - plant trees, etc. S. Landscaping around Recreation Center and Airport. 9. Sufficient training and/or work experience background to indicate a potential for success in supervision of personnel and ability to handle major functional responsibilities. Experience in dealing with the public. Responsibilities: I. Administrative -Supervisory responsibilitiess a. Supervision of six (6) communications personnel, scheduling of shifts and leaves. Training of new personnel. Supervision of radio maintenance contract for the city. b. Supervision of records system of police department. Provision of adminis- trative support in preparation of required reports. Other administrative and support functions of the police and communications departments as assigned. c. Supervision of regulatory compliance and maintenance of files. This would include alarm ordinance, taxi cab ordinance, private investigators, etc., Responsible for administration of impound ordinance. 11. Operational Resgonsibilitiess a. Maintenance of evidence and found property. Transmittal of evidence to laboratories for testing. Proper packaging and preservation of evidentiary items. Return of evidence and property to owners upon disposition of cases. b. Daily Court and City Hall Distributions. Signing and serving of criminal complaints before the court. Service of minor complaints and subpoenas at the public safety building. Distribution of files and evidence to and from the District Attorney's office, Division of Correction, etc,. c. Purchase and supplies for communicattons and police departments. Ordering and pick-up of required supplies and equipment. New Position Requested Communications Records Supervisor Job Doscription Soo Attachment Position Justification 1. At present several of the functions proposed for the position are performed by the Jail Supervisor. Upon closing of the facility, those functions will have to be assumed by a police officer. At present, approximately 20-252 of the Jail Supervisors daily time is used in oupport of the following functions that would have to be re-allocateds a# purchase and supply for the departments. b. daily distribution of cases and evidence to and from the court, D.A.'s office, DOC, etc,. Piling of criminal complaints and service of minor process. a. Evidence handling and transmittal by certified mail to laboratories for exam. II Additionally, several clerical functions performed by Jail personnel-i.eo photo carding, disposition of custody receipts, etc. - will have to be placed back on the department. III Supervision of communications/records, regulatory compliance, evidence room, admin- istrative support in preparation of reports, etc., which are presently the responsibility of one officer, would be re -assigned to this requested position. During the period of October 1983 through March 1984, of the 1029 hours worked by this officer, 468 or approximately 45% were utilized in these support responsibilities. An additional 15% of the officers time was used in maintaining the departments training program. This responsibility would not be ro-assigned. Anticipated Results I With the position approximately 45% of the time of a police officer could be redirect- ed into operational responsibilities. With the increased number of calls the police department is receiving, it would be far more beneficial and cost-effective to re -direct this time. The police officer position requested in the police budget could probably be deleted if this position were approved. IT Without the position, it will be necessary to re -assign those functions presently performed by jail personnel. These would primarily be re-aasigned to the officer rosponsible for the staff support functions. The end result would be that all of his time would be assigned to these responsibilities. In this case, the requested patrol officer position requested in the police budget would be essential. The Kenai Police Officers Association proposes that city employees who work shifts be given some compensation for the loss of normal social, and most importantly, family life, because of shift work. The association does not disapprove of the reasons that Mr. Brighton gave as to why he decided to delete this item from the budget proposals. We understand and appreciate the job that he to doing for the city and the forsoeable problems that he is trying to avoid. Brown, Finance Director DATE: April 10, 1984 Attached are the proposed budgets for FY 84-85 for General Fund, Airport Terminal Enterprise Fund, Water and Sewer Special Revenue Fund, Airport Land System Special Revenue Fund, 1967 Debt Service Fund, 1974 Debt Service Fund, and 1980 Debt Service Fund. In addition, I have enclosed other material which should help you review the budget: summary data by department showing the percentage change from the 1983-84 original budget and the 1984-85 manager recommended budget, the proposed 1984-85 pay scale, etc. This budget memo is being prepared with the hope that it will be sufficiently comprehensive in scope to allow Council to understand the proposed budget without going through the larger document in line -by-line detail. It is management's belief that you are better served by concentrating on the important "high impact" elements of the budget, rather than spending substantial time on the detail. GENERAL FUND This budget (the City Manager's column) is prepared with a sales tax rate of 32 (no change from the current year), a mil rate of 1.9 (down from 2.0, salary increases of 4.92, and a supplemental retirement of 2x of base wages. REVENUES: All property taxes are estimated at $445,925. This compares es with $380,633 in 83-84, (an increase of 17%). I've estimated that real property values will increase 38%, based upon the city's first re -assessment in 3 years. Sales taxes are estimated at $2,000,000. This compares with $1,700,000 estimated for 83-84 (an increase of 17.6%). Actually, I expect to receive $2,000,000 or more in the current year, so this figure is probably conservative. I've estimated State Revenue Sharing at $650,000 - no change. I've estimated Municipal Assistance at $154,501. We know this is low; it's . the old base amount prior to the per capita allocation. We under -budget on purpose so that the excess will go into fund balance at year-end. It is then appropriated out of fund balance in the following year. This was the legislature's original intent. Page 2 interest income is estimated at $1,200,000. This is based upon a 9% return. I expect that the rate (as well as the total estimate) is conservative. I tend to be conservative when guessing interest rates a year in advance. Other revenue items are much the same as 1983-84. EXPENDITURES: Below is a recap of the total General Fund budget: Dept. In round dollars it could be said that in the General Fund: The 4.9% raise costs $145,000 The 2% supplemental retirement costs $48,000 New positions or personnel changes cost $140,000 The following new positions or major personnel changes have been included in the General fund budget: Approx. Cost Legislative: $500/mo. for Mayor $250/mo. for Council $ 23,000 Legal: A full-time assistant 39,000 part-time temporary 1,000 Communications: A supervisor 38,000 P.W. This compares with an original fund balance appropriation for the 1983-84 year of $800,798. This amount appears to be well within reasonable limits. . There is no reason to expect any required changes in the mil rate in the next several years. Page 4 AIRPORT TERMINAL This fund has a total budget of $175,000. The rental rates have not been increased from 83-84 ($1.25 for counter space and $1.15 for office space). No appropriation of retained earnings is required. WATER AND SEWER The total budget is $552,000. Below is a recap of the total budget: Dept. Manager Original Requests Recommended 1983 84 1984-85 1984-85 $511,953 $722,702 $552,000 We are required to have sufficient sewer charges to finance sewer related expenditures (net of debt payments). This requirement has been met. The largest items cut by the City Manager are: Water: Repair of Well House #2 $ 30,000 Sewer: Sewer jet and pumper truck 125.000 Total major cuts $155,000 I should note that the City Manager left $50,000 in Water - Repair and Maintenance, to include necessary repairs to Well House #2. No new personnel were requested. We have not increased any water of sewer rates. No appropriation of fund balance is required to finance this budget. I expect unappropriated fund balance at 6-30-84 tb be about $385,000 (up $70,000 from 6-30-83). AIRPORT LAND SYSTEM The total budget is $586,000. Without even budgeting for interest on installment sales, we have an excess of estimated revenues over appropriations for 84-85 of about $231,000. This is represented by the three contingency accounts. I expect the unappropriated fund balance account to be about $900,000 at 6-30-84 (compared with $666,000 at 6-30-83). The Airport Manager requested a maintenance worker which would have Or) cost about $45,000. The City Manager cut this position, and instead ;,)Or) , included an additional $45,000 in Airport M 6 0 - Repair and �� Maintenance for contract snow re'movar This should free up some of the street crew's time from working on the airport, so they can devote more time to city streets. Therefore, we have eliminated the contract snow removal item from the General Fund. In addition, a request was made to increase the Airport Manager's range from 17 to 20. This was denied.
