WHEREAS, the Council of the City of Kenai has reviewed requests from the City Administration for appropriations of Federal Revenue Sharing Monies, and WHEREAS, determination has boen made concerning the desirability of and the need for the purchase of certain assets and supplies for the City, and WHEREAS, adequate funds are available in the Federal Revenue Sharing Fund. SEC 301.020 Criteria for Use - Off Duty a) Operation of the vehicle is restricted to Kenai City personnel. b) Take home vehicle will only be assigned to tho»u officers residing within the City of Kenai. 4t may only be operated outside the City of Kenai under the following circumstances: 1) In the course of conducting city business. 2) Incidental travel, not to exceed five miles from the city, when the primary purpose of the travel was in the course of city business (i.e. going to Glacier State on personal busineso while enroute to or from court). c) Routine transportation of family members is discouraged. It is permitted where the transportation of a family member is incidental to other activity (i.e. dropping a family member elsewhere while enroute to the department, court, etc.). d) The vehicle is not to be used for recreational purposes (i.e. fishing, movies, bowling, etc.). In addition the vehicle is not to be used in conjunction with the purchana of alcohol, or for transportation to premises where alcohol is to be consumed. In an off -duty situation it is not to be parked in front of premises where alcohol is served. SRC 301.020 Officer Responsibility a) An off -duty officer operating the take home car is on public view and must conduct himtielf accordingly. The officer must be in cleats and presentable: attire while operating the vehicle. b) Policies prohibiting; the consumption of alcohol prior to and while on duty, als') apply to the off -duty officer operating a take horw car. c) An off -duty officer operating it take home car taunt go in and out of service and monitor the radio during, operation. The officer will not be sutject to anythins; other than errrergency dispatch during this time. If the officer receiv#--s such a dispatch, response it; required. Eight of these are to be used on the wall under the side basketball goals. We have had to repair numerous large holes in the sheetrock in these areas, and have attached plywood to the walls here. However, for the protection of our gymnasium users, we now need the hanging mats to cushion the plywood during our many half -court games, when players go into the wall. The other 10 mats would be used on the wall under the end basketball goals. We currently have mats hanging there, but there is a need to put these mats to use during our many exercise and/or aerobics classes, as our mats used for this xxxvan sly are nearly useless, due to normal, wear and tear over the last three years. Rotarz carpet scrubber w/brushes - We have over 5400 sq. ft. of carpeted area in Ene Recreation Center, Due to the traffic we have, the carpet gets extremely soiled and often. This machine will enable us to clean the carpet ourselves as often as necessary. We have, in the past, had it cleaned professionally, at a cost of approximately $700.00. This must be done two or three times yearly, and even then, is not often enough to keep it presentable to the public. a. Freezer - Many of the items that are served at our snack are frozen. Due omit -'number of people now using the facility, we are unable to have on hand much of a reserve supply of goods, and run low or out, or must re- order very often. Our current freezer is half of a side by side refrig- erator, purchased used when the facility opened, three years ago, and which has mechanical problems. In addition, the size of it is quite inadequate. Refri erator - The refrigerator that we now have, as stated above, is a 910e Dy GLae refrigerator/freezer, purchased used three years ag:,. It is giving us problems mechanically and the size is inadequate. Ji ' Pin Pon Tables (2) - The tables we now have in the Teen Center are !; ;f three years o , and have suffered much use and abuse. They have been heavily used and are in need of replacement. The tables we are requesting are heavy duty, and will take many hours of use. Pedestal folding tables (6) - The tables we now have are not of a quality that is a eq a to—r—THe needs of the Teen Center. They were not a quality table when purchased new, having been IM inexpensive at the time. They have not held up to the heavy use of the Teen Center and are in various stages of disrepair. Carousel Refri erated Vending Machine - Our snack bar is located in the Teen center, and hours open are 11m1ted to the Teen. Center hours of evenings and weekends. Also, the items available are limited to the palate of the teenagers. We have had much interest expressed in a vending machine downstairs at the racquetball and basketball courts, that would dispense a more nutritious variety of snacks, such as juices, fruit, granola bars, etc. 6' x 6' Wall Mirror - The users of our weight room would benefit from a mirror on the wall -of the weight room. This would allow the user to view himself as he uses the weight equipment, assuring correct procedure of the machine he is on. Clark H/D Wet/Dry Vacuum - We have need of a wet/dry vac in the Recreation Center* we currently nave one that was purchased when the facility opened three years ago, but it has seen heavy use. It is used daily as a dry vacuum and weekly as a wet vac in the maintenance of our hot tubs, and at a any time we have any flooding problems, which we do have, invariabl.y,with our shower rooms and toilets. It is likely that its days are numbered due to the heavy use of this machine. The machine we have requested has a stainless steel reservoir, which would prevent any rusting, such as we are experiencing with our current machine. Tunturi Stationer Bicycle - We currently have one stationery bike in our weight room ana it receives heavy use. We would like to have a back-up bicycle to offer, for times when many people are using the room. Lawn Sweeper - Every year we increase our grass -seeded area, and this lawn Is weeper wou d save many valuable man-hours. The sweeper would be attached to the mower and the mowing and sweeping would be accomplished at one time, rather than in two time -wasting procedures. C H/D Sprinklers (3) w/900' vinyl hose - Again, with our increased area n grass, we need an improvea method of watering. These sprinklers are "walking" type sprinklers, and would save many man-hours over the current method, in that those used now must be moved many times during the day, in order to water every area. These sprinklers could possibly be used even at night to water. CITY OF KENAI F1RE DEPARTMENT 80X $99 • KENA1. ALASKA 99611 August 17, 1984 Justification for items over $2,S00.00 in the Fire Department Federal Revenue Sharing Request. 1) Repaint Engine 02 ......................... $6,000.00 This is preventive maintenance; our 1970 Mac fire engine needs to be re -painted. The paint is fading faster than we can keep up with. Years of use has chipped away the original paint around the hose fittings and discharge ports. If we don't get the bare spots covered soon, we will be faced with major body deterioration that could lead to early retirement. The engine is still in excellent running condition and the pump is still able to pass its annual service test, although it is showing signs of strain. 2) Small Truck ................................ $lS,000.00 This is a replacement of the vehicle now used by the ,Fire Marshal and the Division of Fire Prevention and Public Education. The vehicle we are now using is an old 1977 police unit that has over 80 000 hard miles on it (plus a couple of bullet holes). We would like to get something like a Blazer or Bronco that has room to carry equipment such as lights and investigation kit and also have enough room for extra personnel (such as the State Fire Marshal's staff when they are in town). We need the four wheel drive capability to get us around in any type of weather or off -road on wildland fire inyestigations. Portable Monitor with mount $ 2,080.00 This is basically a heavy stream device for applying large volumes of water through a single station. each of our pumpers should carry such a piece of. equipment. Our newest engine does not have one because it was deleted to reduce the purchase price. This item was requested in our current budget, but cut due to cost limitations. Six inch Coll) Butterfly Valve ............................. $ 900.00 This is a large valvo that is attached to either suction port to allow tank fill from a hydrant or draft and pump at the same time. Here again, our newest engine does not have one duo to purchase price roductions. This item was also requested in our current budget. Centrifugal Pump (PTO) .................................... $ 1#600.00 This is a replacement item for our 5,000 gallon tanker. The pump now on the truck is seized and has boon out of service since early June. This roquest is no longer necessary because of other funding made available. Lawn Mower ................................................ $ 550.00 This is a replacement item; our present lawn mowor came from Sears and Roebuck about three years ago and is just about worn out. We have re -welded the handle twice and replaced the blade. The wheel bearings are shot - it is just plain well used, Four (4) Sots of Bunker Goar $ 1,160.00 These are also replacement items. This is the protective clothing the firomon wear at fires. This item was overlooked in our current budget. We have two damaged sets that are now in use and we would like to have a couple extra sets on hand for immediate replacement, Overhead Transparencies ................................... $ 2,000.00 These are training aids used by the Department in their day to day training program. They cover almost all subjects from hose to leadersh_N. The petitioned computer "system" includes the following components - terminal, keyboard, screen, CPU, printer, maintenance agreements, software, shipping and accessories. This computer terminal workstation would be installed as an independent unit to be operated by the Land Manager. I submit the following items as justification for this requests 1) Inventory - City land records are currently organized in a manual filing system. The time required to pull the specific file, inventory its contents, and respond to inquiries is extensive. A summary of pertinent information would be entered into the computer and a viewing screen established for each land lease and/or sale property. This information could be readily provided for Council, Administration, or the public for any specific city property. An inventory of lands in a certain status (sale, lease, reserve, foreclosed, etc.) would be easily identifiable. 2) Land Management - Beyond the advantages of a current inventory status and improved information access, there is land management planning benefits. Programs are available for projecting the impacts on land use, revenues, and other alternatives involved in land management decisions. This will be a desirable aid to help Administration and Council get the overall view of the City's policy in land management. We have developed a good system for locating and storing those items, but we badly need this mylar storage filing system and the next item which is a two plan storage file to help consolidate and organize our many sets of plans. Plan Storage -File - $1,100 As mentioned above, this would help to consolidate and organize our blueprints. The contractors and developers are constantly bringing in blueprints for our review and approval. Renovation and Addition to the Animal Shelter The addition and renovation of the existing Animal Control Shelter has boon architecturally designed and is ready for construction bids. The addition would included restroom facilities, storage area, do c)) run repair, office, etc. Our original request called for $13,000 in materials and $13,000 in salaried -type City employed labor. Shortly after this request was submitted, we determined that it would possibly be better to put the full $26,000 into an account for buildings and to charge both the materials and the contract labor to thin account. A quick tour of the facilities would more than adequately demonstrate the extreme need for these improvomente. There are no roatroom facilities for the workers or the public when thtay come to the Shelter. The animal control runs are overcrowded. The entire facility to, Actually overcrowded. The office where the transactions concerning the animals is conducted is very small and inadequate. The office to heavily used by the public for not only claiming and dioposing of their animals but for adoptions, licensing, and other items. 5. Hot Water Preesure Washer - $1,950 This item can be deleted from the Federal Revenue Sharing since it was part of the original Animal Control Budget. It will be used for wash down, cleaning, and sanitizing the kennels, machinery, and equipment. 6. Fence Repair - $3,800 This is to repair the Shelter compound fence including poles, gates, barbed wires, and various other repairs to the kennel fence. The cost estimate was from Peninsula Fence but seems relatively high. Possibly the work could be done for approximately $29500. 7. Drop Off Kennel Run - $700 This item to to hold animals that are dropped off at the Shelter when the Animal Control Officers are not there. We have found that many people come to the Shelter while the Animal Control Officer is out in the field and not available. They will release their animals at large at or near the Shelter. Animals running looso especially so near the Airport cause many problems. This piece of equipment will be a real time saver for the otreef,, water, Bower, and shop personnel. It is equipment that 1-3 needed and will easily {gay for itself in a short amount of time (picture attached). STREETS AND AIRPORT 1. Loader -Mounted Snowblower - $789000 This snowblower would be mounted on the front of our loader and would be used for blowing back snow and widening City streets. The present snowblower that we have is worn out, and it has spent more time in the shop being repaired than working during the last winter season. The snowblower is used very heavily to maintain a wide driving surface and for hauling some snow in the downtown area, 2. 10 Tons of CSSI - $2,800 This is heavy asphalt or tar substance that is used for sealing cracks in pavement on our City streets and Airport runways and taxiways. Our request is to split the cost between the Streets and Airport. Its use will be for minor repairs throughout the City. 3. Sidewalk Curbs and Gutters & Miscellaneous Concrete Work and Hope rs -133;000 Over the past five to seven years, very little has boon done to repair broken concrete. We have had many requests from citizens and buoineonss for repair work, This would be for miscellaneous concrete work and repairs to broken or cracked sidewalks, curbs, and gutters throughout the City. This would be to completely replace one of the well hand pumps and to replace the liquid end of the other. Thio would include motora, bowl pump, discharge head, column shaft, strainer, foundation plate, spider gearo, etc. The City has been lucky having relatively few well head pump problema. Both well head pumps are long overdue for major overhaul. Thin item is of top priority. SEWER 1. Vsou�um anted Power Water Jet Truck - $1359000 The request is for something similar to the Vaetor Jet Roddor or the Camel sewer and catch brain cleaner. A copy of the brochuroa are attached. Thin piece of equipment would be used for cleaning sewers, manholes, storm drains, catch basins, valve boxes, lift otationn, sewer treatment plant grit ehamboro, and aeration baoins, special inlet manholen, etc, Presently we are hiring a vacuum truck for some of the work listed above. We have found the local vacuum trucks to be inadequate for our use. I have talked with Advanced Equipment Syrstems concerning a contract for cleaning our sower linen and aloo for a TV inspection of our sawor mains, They have given ua a rough estimate for cleaning only at $86,441 while tolevising the sewer lines would be $262,263. It would not be a bad idea for the City of Kenai to enter into a program of sewer line televinion inspection and aloe grout repair work. Because of the coats involved in this tolovioad inspection, I did not include it in the Federal Revenue Sharing. In a few years, an the City grown, this work may be needed to reduce the amount of infiltration, thus reducing the land at the Wastowater Treatment Facility. In many inatoneos, we have had our newer linen frozen, and we are hopeful that this attachment might be effective in cutting through the ice and other debris that to lodged in our lines. 4. Underground Locator - $4,800 Thin machine would be used to trace underground water and newer lines. The machine that we have in mind in a Metrotech Model 810 distributed by Alaska Laser. The machine that we have in mind will not only locate horizontally where the underground utilities are but oloo vertically giving the depth of the line. It hen been proven to be extremely uooful to the construction contractor on the Thompson Park Project in locating the utilities. The present piece of equipment that we have does do an adequate job of locating horizontally if the utility lines are not too deep but doos not, in any way# indicate the depth of the linen. SEWER TREATMENT PLANT. 1. Sponger Centrifugal Slower -and Motor - $309000 Thin blower to to provide air to the digester. We have tjud problems with the exiating Roots blowers and need to replace them with digester blowero that are deoignel-to phut down daily and be reatarted. Bently-Nevada Opto-Vamp Units - $4,300 Thio unit to utiod to sense vibration in the front and rear bearings of the Hoffman Aeration Basin Blowers. This is due to the southern exposure. This request is for providing opening -type windows in an effort to provide air circulation within City Hall. The request came from the girls working in the main area of the office. City Hall was designed for air conditioning and has much of the ductwork already inatallod. Unfortunately, the air conditioning was deleted from the project when City Hall woo under construction. Air conditioning, at that time, was estimated around $15,000, and 1 am certain it has increased somewhat since that time. The request for air conditioning has been made in the past and has been denied. Therefore, thin request Is a possible alternate for a existing problem. At the present time, the employees have been turning off the lights, shutting all the blinds, and opening all the doors in an effort to lower the temperatures within the building.
