INTRODUCTIOM The purpose of this report is to document the development of a recommended concept for the expansion of the Kenai Municipal Airport consi ztent with the program documentation proviousl) provided, Z, CRITERIA Alternative concepts have been :veloped based upon the following criteria: o Enplaning and deplaning passenger flow routes should be separated as much as possible to avoid eo:-.jestion, o The ticketing function should be located adjacent to the exterior of the building to facilitate expansion because future demands are likely to be asso.0ated with additional airlines. Additionally, an attempt was made to spread out the holdrooms to force an orderly gate arrangement onto the apron. Due to small peaking characteristics, the demand for holdroom space is minimal, This makes the distribution of holdrooms along the airside face of the terminal building very difficult to accomplish, -i- 1' IS -- 1 0 C i �1 ' I i 3. ALTERNATIVES A number of alternative configurations were examined based upon concepts expanding the existing terminal building to the east or to the west. These configurations were combined to develop basic representative layouts as fol lows: o East Expansion - Layout No.1 This concept provides a ticketing function fully exposed to the curb and located adjacent to the exterior wall. Enplaning and deplaning functions 'are not completely separated but passenger flows do not conflict. The restaurant entrance is exposed to baggage claim rather than waiting or holdroom functions as would be most desirable. o East Expansion - Layout No.2 This concept Is similar to Layout No.1, as described above, with the exception that the ticketing function is rotated 90 degrees to that it is no longer exposed to the curb. This opens up the interior of the terminal and provides better, cross utilization of the various lobby and waiting areas. Future expansion of the ticketing function i6 into the aornn Apo*. o East Expansion - Layout No.3 This concept is an attempt to show the affect of locating the bag claim function on the exterior wall. As previously indicated, It appears reasonable to asswne that future facility demands will be associated with additional airlines providing service at Kenai. There does not appear to be the potential to increase passenger peaks to the extent that the bag claim function will be inadequate for the forseeable future. This concept locks in the ticketing function where expansion involves either major reconstruction or overbuilding in the Initial construction. I I I , rt o Nest Expansion - Llyeut This concept is an attempt to maximize the separation of the enplanfng and deplaning passenger flow, and the airsfde exposure for the holdroom functions. The relocation of the FAA offices and the mechanical -electrical room is necessary under this concept so that circulation can be provided between the ticketing and bag claim functions. The proposed location of the holdro(cis and the relocated offices and mechanical -electrical room block the airside exposure for the restaurant concession. 4. PROGRAM ANALYSIS Table 4.1 is a summary tabulation of the comparison of the airline support and public space areas provided by each concept with the facility requirements previously developed in the Program Documentation, As indicated, each concept provider, space in accordance with the documented requiremonts. Additionally, each concept essentially provides the same amount of space as the other concepts. I think it'a important that Council realize what this Days, Assuming you adopt and follow this policy it weans that$ 1) Only gravel road improvements (along with things like public buildings) will be done without 800e860oat. 2) The people muet pay 30% of InZ paving or water and sewer improvement, assuming it's on the list. If it's not on the list, they'll pay 100%. Aloo, if its on the list for water and sewer only, and they want any road work, they'll pay tOOX of the rvao Worn. 3) if Council desires to perform work on the CID list (let's say pave a road, or lay a water Line) and we don't got a proper petition from the property Owners, X018 can't do it. This would be the case for both commercial and realdOntL&I property, 4) if a project (let's may a waterline - how about to a car dealership) is not on your list, you can't do it, unless we have a 1004 assessment.
