NOMINATIONS
During the 35th Annual Local Government Conference in Fairbanks,
November 13.16, 1985, officers and directors for the Alaska Municipal
League Board will be elected by the membership. Also, incoming AML
Provident Dart Keck of Sitka will appoint the 1986 AML Legislative
Committee. Please use the Otficer/Director and Legislative Committee
Nomination Forms attached to make your municipality's nominations for
these important leadership positions. A complete form for each individual
and position, submitted on time, will insure that your municipality's
nominations are duly considered.
Nominations on the appropriate forms for 2nd vice President and/or
Director should be submitted to AAL President Rasmussen, a Nominating
Committee member or AML staff person no later than S OO p.m. Thursday,
November 14, 1985, to be considered by the Nominating Committee. A
Nominations Committee will be appointed by AHL President Rasmussen at the
opening session on November 13. Additional nominations may come from the
floor at the business meeting.
Nominations on the appropriate forms for the Legislative Committee should
be submitted to the AML staff or incoming AHL President Dan Keck prior to
the Conference. if possible, but no later than Thursday, November 14, at
500 p.m. The Legislative Committee appointments will be made and
announced at the Conference.
At the annual AML Conference in Anchorage on November 17, the membership
approved major changes to the League Constitution and Bylaws affecting the
composition of the Board of Directors. The major change is the
institution of director districts based on State Senate districts. The
changes take affect immediately prior to the election at the business
meeting on Saturday, November 16, 1985.
The information below and the Nomination form will give the membership the
information they need to correctly nominate individuals for vacancies on
the Board, as well as the Legislative Committee, according to AML
Constitution, Bylaws, and resolution.
MIMS
Under provisions of the bylaws for automatic successions (Article 11,
Section 4 and Section 5), at the 1983 annual meeting Dan Keck of Sitka
will become President. He is from Director District 1. George Carte of
Palmer will become First Vice President. He is from Director District 4.

Article II, Section 3, of the Bylaws states "The Prdsident and Vice
Presidents shall be chosen from different director district."
Article V, Section 3.A., of the Constitution instructs: "The (nominating)
committee shall prepare a slate of at least two (2) candidates for each
expired or vacant office."
Therefore, the Nominating Committee will be instructed to nominate at
least two (2) candidates for the office of second Vice President; however,
none of the nominees may be from Director Districts 1 or 4.
Betty Glick of the Kerai Peninsula Borough Assembly is serving as
Immediate Past President.
DIRECTORS
The new Constitution established nine (9) Director Districts and one At
Large Director District (Article IV, Section 5). The terms of directors
elected to even numbered districts shall end in even numbered years, and
the terms of directors elected to odd numbered districts shall end in odd
numbered years. The tern; of office of directors elected to numbered
director districts is two years and the term of office of the director
elected at large is one year.
Here is an analysis of the current Board of Directors:
J. B. Carnahan - Director District 6 - current term expires in 1986.
John Devens - Director District 4 - current term expires in 1986.
Marilyn Dimmick - Director District 3 - current term expires in 1985.
Heather Flynn - Director District 5 - current terms expires in 1985.
Dennis McCarty - Director District 1 - current term expires in 1986.
Don Smith - Director District 5 - current terms expires in 1985.
Jonathan Solomon - Director District 8 - current term expires in 1986.
Here is the vacancy and incumbent status as of the November AML election
given the effect of imposing the current director structure on the new
district structure:
Director District 1 (Senate Districts A s 8) - Dennis McCarty, the
incumbent, continues in office until the 1986 annual meeting. Then, a
one-year election must be made, since the district term expires in
odd -numbered years (next in 1987).
Director District 2 (Senate District C) - There is no incumbent director
from this district. At the 1985 annual meeting, a director must be
elected for a term to expire at the 1986 annual •meeting (1 year - even
numbered district).

Director District 3 (Senate District D) - Marilyn Dimmick is the incumbent
from this district. Since her term expires, a director must be elected
for this district to serve a two-year term expiring in 1987.
Director District 4 (Senate District E) - John Devens is the incumbent
and he will serve one more year. In 1986, a director can then be elected
for a two-year term.
Director District 5 (Senate Districts F, G, H, and I) - There are two
incutrJents, Heather Flynn and Don Smith. The terms of both expire in
1985. Therefore, a director must be elected to serve a two-year term
ending in 1987.
Director District 6 (Senate District J and K) - J. B. Carnahan is the
incumbent and�urrent term ends in 1986. In 1986, a director must be
elected to serve a two-year term.
Director District 7 (Senate District L) - There is no incuubent, so a
director should be elected to serve a two-year term until 1987.
Director District 8 (Senate District M) - Jonathon Solomon is the
incumbent an his term continues until 1986, In 1986, a director must be
elected to serve a two-year term.
Director District 9 (Senate District N) - There is no incumbent so a
director should a elected to serve a two-year term until 1987.
At -Large Director There is no incumbent, so a director should be elected
to serve a one-year term.
Currently, AML Past Presidents serving on the AML Board of Directors
include Phil Younker of Fairbanks North Star Borough, Dave Walsh of
Anchorage, Ted Lehne of Fairbanks, and Jack Foster of Sand Point.
Nominations Needed
The League is soliciting for the Nominating Committee, nominations for
Second Vice President and Directors to stand for election in Districts 2,
3, 5, 6, 7, 8, 9, and At -Large. Nominations for officers/directors should
be submitted to the AMI. President, Nominating Committee members. and/or

While some of the Districts have incumbents, the League may elect one of
the incumbents Second vice Presidents therefore, nominations are in order
for the vacancy that will be created. Directors from District 1 and 4 may
not be nominated for Second Vice President since there is a prohibition of
two officers coming from the same district.

B-1 Roger Meeks -
a. Green Strip in Old Town
b. Civic League Plaque Location
a. Roger Meeks, Box 424, Kenai. He spoke to Architect
Kasprisin this date, and he agreed with Mr. Meeks.
The lot plan was to put a street through there. It
would remove all the green strip. He noted the City
looks good now, every tree we save is good.
b. Mr. Meeks said the plaque is here. It was ordered
through a local business. The old Civic League worked
it out with the City, part Civic League funds and part
City funds. There are 3 places people have wanted it
placed. The Civic League was formed to secure title to
the property across from the old community center.
They would like it put on that piece of property, on
the old school grounds. He suggested it be placed as
near the west and of the play ground as possible so it
won't have to be moved. He thanked the Council for
working with the old Civic League. Mayor Wagoner
suggested the street dept. get a boulder to place it
on. Mr. Meeks noted the people have asked that it be
high enough so they do not have to bend down to read
it.
Council agreed to the suggestions.

a. Ron Kasprisin, Architect. There have not been any
substantial changes from the let Old Town proposal.
Mr. Meeks' request regarding the green strip has been
addressed. The idea is to have a lot more discussion
regarding this. Regarding the road pattern, it would
be a town square or a park. It is proposed that the
City, over the next few years, spend time on
re -aligning streets. The town square near the
playground is an excellent idea. It will encourage
private economic development there. The buildings are
small and scattered. The State has long term
financing, but there must be an established historical
district and the State has let lien on the property.
We do not have an historical district in Old Town site
area because of scattered structures. If we move the
historical buildings to one site it may work, but it
may not be allowed if they are relocated. He will
notify Council when he finds out. This is an exciting '
project, private development oriented. He hopes people
begin to develop. One matter not discussed at the
meetings was brought up by Father largonsky. They show
relocating Overland Ave. as a new entrance. A cul de
sac crosses the link between the Church and the Russian
cemetery. There may be a conflict. There is a way to

A. A person who owns or operates a sludge landspreading site shall ensure that:
1. Surface runoff does not enter or leave the landspreading site boundaries;
2. the surface slope is less than 10%;
3. the receiving soils are thawed and workable;

5. a minimum vertical separation of six feet is kept between the waste
application and the groundwater table;

grams per kilogram in sludge; and
S. sludge application does not exceed 5 tons/acre/yr. on a weight basis as
received from the treatment plant.
IV. ACCESS CONTROL AND RESTRICTIONS
A.
After the application of sludge, the landowner or operator shall:
1. ensure that human access 1s controlled for 12 months by:
a. providing gates at all roads and traits which enter the treated property,
b. posting signs at all gates and every SOU feet around the perimeter of
the site which read:
