Review and implement a master plan of the library during 1985. Objective I: Expansion of the present physical plant by 5000 to 10000 square feet within the next five to ten years. CIM ]J. Make recommendations to the council regarding capital and other improvements to the library. Objective Is Examine the feasibility of an in - house computer catalogue and automated charge system during 1985. Objective 2s Increase the number of public use typewriters and computers during 1985 and increase utilization thereof. Objective Is Completion of a comprehensive building security system for the library by the end of 1986. Objective 4s By 1988, examine the feasibility of a satellite library given population growth and changes in population density. Objective J: By 1989, explore the feasibility of a bookmobile for local service use. CM Q. Make recommendations to the library and council to improve library services. Objective 1s By 1987, increase the frequency of utilization of the activities' room. Obieeccti_ve 2s By 1987, increase library personnel including but not limited to, a research librarian. objective Is By 1988, consider the feasibility of a librarian show on local television or public radio for example, the story hour program. Ob ec ive AL: By 1988, increase interlibrary loans. Ojective g: By 1989, increase the number of library patrons b increasing the number of library cardholders and exploring the feasi- bility of telecommunications as a means of increasing patronage. Objective Z: By 1986, increase public recognition of volunteer efforts and paid staff. Objective is By 1986, increase public awareness of the library and its services through the local media. Objective Us By 1988, obtain VHS videotape capability with head phone use for educational programs and other VHS materials available for library use. Objective 11s By 1990, explore the feasibility of a reference librarian. in addition, this could be utilized for an information or reference call in service within the library. Brighton FROMs Keith Kornelis SUBJECTS Library Addition Gaston and Associates, Inc has decided not to enter into contract , with the City of Kenai for the Construction of the Kenai Library Addition. It is my interpretation that the bid bond he submitted is at this late time invalid. I feel the City has the following options: (1) Rebid the project using whatever set of drawings the Council wishes. (A) Original one story with no future 2nd floor. (6) One story with provisions for future 2nd floor. (C) One story with alternate of 2nd floor. } (2) Ask the second low bidder, Sunset Construction, if he would be willing to do the project at his bid prices i Basic bid $665,000 Alternate II $ 21,500 Total 3 ,. I have asked Sunset Construction if they would be willing to do the project at their bid price. They have said that they would let me know on Monday, March 18, 1985. This is too late for the Council packet but I will know for the Council Meeting of March 20. I have included a Resolution to award the Library Addition to Sunset. If Sunset will not do the project for their bid price or if Council does not went to award the project then this resolution should be defeated. Resolution 85-10 Addition Funds for Architectural Revisions to delete elevator and raise lower floor - passed. Contractor. Gaston, wrote letter extending bid (at city's request) to February 15. 1985 this was for their original bid (attachment 2) The plan at this point was to negotiate with Gaston to do project based on Council Resolution 84-148 on January 2nd and issue award prior to the February 15th deadline. When the City received the cost estimate on the revised drawings from Gaston the City Manager did not feel the City had received enough credit for the reduced work and would not sign the award. Council decided to go back to the original February 20, 1985 bid for basic plus alternate II instead ! of the revised drawing. The Bidder agrees that the prices represent a true measure of the labor and materials required to perform the work, including all allowances for overhead and profit, insurance, and all other costs, for each type and unit of work called for in these Contract Documents. Unit prices are to be shown in both words and figures. In case of discrepancy, the amount shown in words will govern. In case of discrepancy between unit prices and extended totals, the unit prices shall govern. C Department of Public Works City of Kenai aa1985 N ! 210 Fidalgo Street ECENE0 ' Kenai, Alaska 99611 V of Krd �p�110 WWA OOL , Dear Keith, Per our phone conversation, Gaston & Associates, Inc. does not wish to sign the award letter on the Kenai Library Addition, nor j does Gaston & Associates, Inc. wish to enter into a contract on the j project. i Our bonding company does not v,ish to furnish payment and performance bonds on the project and has determined that our bid was extended to 2-15-05 only. ( See attached correspondence. ) Thus, j our bid bond is now invalid. To complicate matters more,.I discovered on 3-8-85 that' Gaston & Associates, Inc. had made a major error on its original bid which would have increased the initial price by approximately $55,000. It to particularly regrettable to discover an error at ( this late date and 1 have taken major steps to insure that such an occurence does not happen in the future. This does not help our current situation,or change the facts that we are faced with. I would be more than willing to discuss this in person and } would attend any meeting you may deem necessary. If you need any further information please call. If you do not feel that Gaston & Associates, Inc. is justified in withdrawing its bid, please contact d me immediately so that we can discuss what actions need to be taken. I would appreciate your prompt attention to this matter and hope that we can resolve this amicably and quickly without negative feelings.
