Dear Council Members:
Those involved and concerned with the Forget Me Not Senior Day Care
Center are especially grateful to the City of Kenai for their willingness to
sponsor this project. If individual. members would like to know more of the
tremendous load the families of the clients of the program have shouldered
before the day care center came about I would refer them to the book, The
36 Hour Day by Nancy Mace and Peter Rabins. Without the respite given the
families of these clients. there would be many 36 hour day care givers. Thank
you for helping make Forget Me Not the life and sanity saver it is.
The present location of the Senior Day Care Center, however, is not
adequate for the beat care of the frail elderly. If you have visited them at
the Kenai Recreation Center, you are aware of the problems but if you have not
visited them in their present quarters, I would like to point out some of
the difficulties.
To enter the facility by wheelchair or walker, a ramp must be negotiated.
The bathroom is some distance from the area where the clients spend most of their
time. For the frail elderly who have bladder control problems, the time
required to reach the bathrooms is sometimes longer than is available to them.
The stairway must be blockaded for those who are frequently confused.
If the group could be transferred to Fort Kenai these problems would be
solved. Since the City of Kenai is sponsor for the Forget Me Not service,
the safety and well-being of those served is of special concern to the Council
and the succens of the program depends on adequate housing. Please consider
allowing the program to be established at Fort Kenai.
Thank you again for your generosity to the senior citizens of the area and
your compassion for the frail elderly.

Dear Council Peoples
I as aware that the old Fort Kona; building is currently being used by a child
care co-op. I am also aware that the Senior Center would like to move their
senior day care into that building when the child care coop lease is up.
I am writing as a private citizen who works as a Social Worker III for the
Division of Family and Youth Services. Besides my child protection caseload.
I have an adult protection caseload of approximately 30 senior citiaeus. I
believe a strong case can be mode for allowing the Fort Kenai building to be
used as the senior day care center.
1. Children need a larger area then these seniors do.
2. The seniors need a smaller, more intimate setting and find it very
difficult to adjust to the many moves the recreation center requires of them.
3. Children are able to adjust much more easily to new settings.
4. Many of the older seniors know and are comfortable in the older building.
I hope that you will consider the needs of the older seniors in this community
and allow them to return to the old familiar Fort Kenai building.

AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA,
AMENDING KMC CHAPTER 1.57 ENTITLED "ADVISORY LIBRARY COMMISSION";
KMC CHAPTER 11.10 ENTITLED "ADVISORY HARBOR COMMISSION"; KMC
CHAPTER 14.05 ENTITLED "ADVISORY PLANNING AND ZONING COMMISSION";
CHAPTER 19.05 ENTITLED "RECREATION COMMISSION"; ETC. AND
ESTABLISHING STANDARD PROCEDURES AND QUALIFICIATIONS FOR ALL
BOARDS, COMMISSIONS AND COMMITTEES WITHIN THE CITY OF KENAI.
WHEREAS, the Council of the City of Kenai he s recognized the need
for uniform requirements for all boards, commissions and
committees in the City of Kenai; and,
WHEREAS, uniform guidelines provide a means of assuring that
members of boards, commissions and committees are qualified to
serve in their positions; can better understand the intent of the
Council and Administration; and are better able to formulate
Policy effectively.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
KENAI, ALASKA, that the Standard Procedures for Commissions and
Committees as presented as attached to this ordinance be made a
Part of the Kenai Municipal Code.

BOARDS, COMMISSIONS, AND COMMITTEES
STANDARD PROCEDURES
1. CRE_ ATION: All boards, commissions and committees
created by the Council of the City of Kenai, shall consist of
seven (7) members who shall be nominated by the Mayor and
confirmed by the City Council from applications submitted to the
City Clerk. A chairman and vice-chairman shall be selected
annually and shall be elected from and by the appointed members.
The Mayor and one Couneilmember elected by the Council as
ex-officio members and as coneultante'of any board, commission
or committee, may attend all meetings, but shall have no voting

power on the board, committee or commission.
2. DUTIES: Members of boards, commissions and committees
shall be req iced to establish policies relating to.theic
° -
respective organization. They shall act in an. advisory capacity
to department heads within the City Administration if.there are
such departments in the City organization that directly relate to
the board, commission or committee.
If the board, commission, or committee has income stated within
the City of Kenai annual budget, said board, commission or

committee shall.work with the City Manager to establish expenses

projected for the year for approval by the City Council.
3, QUALIFICATIONSi A member of a board, commission or

committee must e a resident of the City of Kenai, unless the
board, commission or committee is specifically exempted by
Council from this requirement. The member cannot be an officer
or employee of the City of Kenai. If any member should move his
residence from the corporate limits of the City of-Konsi (if

applicable), is an officer or employee of the City of Kenai, or
shall be elected or appointed as an officer or employee of the

City of Kenai, the service of such member shall terminate

immediately.. He should be aware that he will serve without

salary, but will be reimbursed for all reasonable expenses
Incurred in connection with this service, only aftev approval by

Council.
4. TERMSe A member of a board, commission or committee

shell serve 73r a term of three (3) yeare, unless the board,

commission or committee is specifically exempted by Council from
this requirement. This term can be extended until a successor is
appointed and qualified. At renewal date, the Mayor, with
consent of the Council, can re -appoint the member or recommend a
replacement.

The terms of the initial board, commission or committee member
shall be staggered so that three (3) members will be eppointea
for one year; two members will be appointed for tuc years; and
- two members will be appointed for three years. Terms shall
-�_ commence on January 1 of each year.
S. PROCEEDINGSt All boards, commissions and committees
1 ��` will have regulary scheduled meetings which shall be open to the
rl-"`' public. Exceptions to the meeting requirements shall be
established by Council. Permanent records or minutes shall be
,. kept of all proceedings and such minutes shall record the vote of

committee, it shall be reason for removal from that board,
commission or committee.
In all matters of parliamentary procedure, Roberts Rules of Order
' as revised shall be applicable and govern all meetings, unless as
specified in KMC 1.15.060 motions; KMC 1.15.100, speaking; and

Airport Triangle-

During the past several months, I have heard many comments regarding
planned landscaping for the Airport triangle. All of the discussions
were inconclusive; nothing led me to believe that we were planning a

park of the scope outlined at last night 'e Council Meeting.

I was aware that Rasprisin designed some parks, or landscaped areas, in
his study. I was not aware that Wince/Corthell was instructed to work

those designs into the design of Airport Way.

My point here is simply that I was aware some landscaping was planned
for the Airport triangle, but not to the extent of building a park. i
was thinking more of the normal landscaping we do on City rights -of -
-
way.
please review the attached documents: Ord. #1096-86, Reso. #85-86, the
grant which is financing the project, and an outline of the costs of
-
the Airport Park.
I conclude that it is inappropriate to use these grants funds to

develop this park.
_
I ask you to review these documents, and the plans passed out at last
night's council Meeting, and give me your opinions on this matter.

Also, this will be the first municipal grant that will be audited under
OZ AAC 45.010. This requires that all grants awarded after August 1,

CITY OF KENAI
ORDINANCE NO. 1096-85
AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA,
INCREASING ESTIMATED REVENUES AND APROPRIATIONS IN VARIOUS
CAPITAL PROJECT FUNDS AS A RESULT OF GRANT NO. 8/86-306 FROM THE
STATE OF ALASKA.
WHEREAS, the State of Alaska has awarded the City of Kenai a
grant in the amount of $2,300,000 for roads and related
_improvementsi and
WHEREAS, the Council has held work sessions regarding the use of
this grant and has decided on four specific road projects
estimated at $1,740,0001 and
WHEREAS, the Council desires to appropriate $150,000 of this
grant for rights-cf-way purchases for future roads in Old Town;
and the Council understands that none of this money may be used
for purchases of properties or rights -of -way that are not
expected to be in future roadways; and
WHEREAS, the Council desires that $410,000 of this grant be left
unappropriated at this time to be available for the unassessed
portion of special aseessment districts properly petitioned by
benefited property owners; and
WHEREAS, the Council's intention is that the special assessment
monies be available on a 50% assessment basis only for proposed
districts petitioned prior to April 1, 19869 and that they be
used for paving projects for existing City -accepted streets that,
either already have water and sewer available or are in an area
where water and sewer is not anticipated to be extended in the
near future.
NOW, THEREFORE, 8E IT ORDAINED 8Y THE COUNCIL OF THE CITY OF
KENAI, ALASKA, that the following increases in estimated revenues
and appropriations be made in the following Capital Project
Funds:

RESOLUTION NO. 85-86
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA,
REPEALING RESOLUTION NO. 85-699 AND ACCEPTING GRANT NO. 8/86-306
IN THE AMOUNT OF $29300,000 FOR ROAD IMPROVEMENTS.
WHEREAS, the State of Alaska has offered the City of Kenai a
grant in the amount of $2,300,000 for roads and projectai end,
WHEREAS, the council, by Resolution No. 85-69, had designated
that the City would use this money toward construction of a
community center; end,
WHEREAS, the State of Alaska has rejected that use of the monies,
and is requiring that the City use the money toward road and
road -related projects.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF
KENAI, ALASKA, that:
Section 1s Resolution No. 85-69 be repealed.
Section 2s The City accept the State of Alaska Grant No.
3/56-306 in the amount of $2,3009000, and that the money be
designated toward road and road related imorovementa.
PASSED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA this second
day of October, 1985.
