V i COI 1J •; As I indicated in our telephone conversation today, the Fish and Wildlife Service is interested in an exchange with the City of Kenai of the former refuge headquarters property for the area known as the Kenai River Flats. If you have a similar interest in pursuing this matter, I suggest that as a first step you or the Kenai City Manager write a letter to the Realty Division of the Fish and Wildlife Service in Anchorage stating your interest. I have been in contact with Mr. Ben Lukes of that office, and he would welcome the opportunity to meet with you at your convenience to discuss this issue and bring you up to date on the actions that have already taken place. After an initial informational meeting, involvement of the City Council would seem to be the appropriate subsequent action.
