ORDINANCE 1446-91
AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA AMENDING
THE KENAI MUNICIPAL CODE, TITLE 7, CHAPTER 25, SECTION 090
ENTITLED "WHEN VOTER RATIFICATION REQUIRED FOR USE".
WHEREAS, KMC 7.25.090 currently requires expenditures in excess
of $1,000,000.00 for capital projects to be approved by a vote of
the people when such expenditures are made from the capital
improvement reserve; and
WHEREAS, it is in the best interest of the people of the City of
Kenai that expenditures, excluding government grants and amounts
to be reimbursed from benefitted properties, for capital projects
from the capital improvement reserve in excess of $500,000 be
approved by the voters.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
KENAI, ALASKA, that the Kenai Municipal Code, Title 7, Chapter
25, Section 090, entitled "When Voter Ratification Required For
Use" be amended as set forth below.
7.25.090 When Voter Ratification Required for Use: No
capital project approved by Council which requires municipal
financing (excluding government grants and amounts to be
reimbursed from benefitted properties) to be paid from capital
improvement reserve monies in excess of [$1,000,000] $500,000
shall be contracted unless desirability of such project is
ratified by the voters at a general or special election.

day of August, 1991.

A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA TRANSFERRING
$14,751 IN THE SENIOR CITIZEN CONGREGATE HOUSING CAPITAL PROJECT FUND
FOR ADDITIONAL DESIGN AND INSPECTION COSTS.
WHEREAS, the City Council desires to increase the scope of design and
inspection services on the Senior Citizen Housing project, and
additional money needs to be provided.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI,
ALASKA, that: the following budget transfers be made:

This letter is to confirm our conversation yesterday (August 22 at
approximately 5:45 p.m.) where I requested you to proceed with
pouring concrete on the sewer treatment plant job on August 23.
The Kenai City Council will meet on Wednesday, August 28, 1991.
One of the items on the agenda will be approval of Change Order No.
2 on the treatment plant job. Keith Kornelis and I will both urge
the Council to approve the change order. I believe the Council
will follow the Administration's recommendation. However, under
the City code, I cannot commit the City to an expenditure of more
than one thousand dollars ($1,000.00) without approval of she

The Council of the City of Kenai has asked for a more detailed evaluation of the following items
that are being considered for adding to the Congregate Housing Project:
I . Provide exterior building siding of I x 6 tight knot cedar (1).
2. Automatic opening doors at main entrance (3).
3. Add head bolt heaters on light poles (4).
4. Install a durable/cleanable surface on walls in kitchens from counter top to bottom of wall
cabinets (5).
5. Provide a wind screen around the patio on the south side of the building (7).
6. Round off the sink counters in the public restroonis (8).
7. Add a door grille in the doors in the lounge (10).

The Council decided not to pursue at this time:
A. Adding six (6) more living units (2).
B. Providing landscaping (6).
C. Adding windows in third floor common area (9).
D. Providing furnishings for the common areas (11).
E. Architects presentation trips (12).
As part of the detailed evaluation of the seven (7) items being considered for addition we would
like a break down of what would be required, the time needed, and the expenses involved for
the design and inspection of each item. Include as part of the design cos the expense to fully
evaluate the contractors cost proposal to add these items to the project. We will want you to
check every detail of the contractors cost proposal with material and equipment vendors and to
evaluate the labor, overhead, bonding, etc...
We realize that your earlier estimates were rough and on the high side. Approval of the design
costs is an agenda item for a special Council meeting on August 28, 1991. Once the design is
complete we will authorize you to approach the contractor for his construction cost estimate.

Dear Keith:
With remaining funding available from the State grant for the project, the Design
Committee would like to include the following items into the project.
Item 1: Provide exterior building siding of lx6 fight knot cedar. With "V" groove
exposed (to match siding on Senior Center),,
Item 2: Add six more living units, eaSE of grid line 20. New units !o be "mirrored"
from units between grid lines 18 and 20. Included must be a new roof -top
ventilation unit.
Item 3: Automatic opening doors at main entrance (Door No. 101).
Item 4: Add three four-way head bolt heater outlets, One to be mounted on each of the
three hghting poles at north side of parking 'lot.
Item 5� Install a durable/cleanable surface, on walls in kitchens frorn counter top to
bottom of wall cabinets.
Item 6: Frovide landscaping around building (approximate budget of $50,000).
