FOR COLOR VIDEO
The City of Kenai is requesting proposals for the development of
a professionally executed color video illustrating economic
development, infrastructure, and amenities of the City of Kenai.
Specifications for the proposed video are available in the office
of the Kenai City Clerk (283-7539) . Deadline for receipt of
proposals is 5:00 p.m., June 29, 1994.
Proposals received will be reviewed based on qualifications free
of personal and political considerations, with equal opportunity
for all with no restrictions as to race, color, creed,
disability, religious affiliations, age or sex.

SPECIFICATIONS FOR
REQUEST FOR PROPOSAL
FOR COLOR VIDEO
The City of Kenai is requesting proposals for the development of
a professionally executed color video illustrating economic
development, infrastructure, and amenities in the City of Kenai.
Proposals due on or before 5:00 p.m., June 29, 1994.
SPECIFICATIONS:
1. Acquired on Hi-8. U-matic 3/4" SP or Betacam SP.
2. Final product mastered on Betacam SP or better.
3. Provide script with City's review.
4. Not to exceed 25 minutes in length.
5. Rough cut delivery by September 1, 1994.
6. Final production to be fifty (50) copies of VHS Hi-Fi
stereo video tapes to be distributed with labels in
plastic cases.
7. Final program and copies to be completed and delivered
to the City of Kenai by October 1, 1994.
8. Demonstration tape of previous work to be included with
proposal.
9. All inclusive work to be completed and delivered for a
not -to -exceed amount of $15,000.
10. Copyrights to all footage shot, rough cut and final
program shall remain with the City of Kenai.

RE: RFP FOR COLOR VIDEO
June 29, 1994 was the last day to submit an RFP for color video.
Seventeen specification packets were sent out. Seven proposals
were submitted.
When council directed me to advertise for the RFP (during the
June 1, 1994 council meeting), you stated filming should be done
by the end of July and early August. In order to have the work
done in that time frame, it seems the proposals should be
reviewed and a contract be awarded at the July 20, 1994 council
meeting.
Do all members of the Council wish to review all the videos?
If so, should a work session be scheduled to review them?
{Council chambers will be available July 11 (hold Harbor
Commission meeting upstairs), 12, 14, and 15. Chambers would
also be available on July 18 and 19, however a resolution would
then have to be carried in to your meeting of July 20.1
or, appoint a committee of the council to review all the videos?
That committee could then make recommendation to the full Council
of two or three videos to review. The full Council could then
choose from those two or three recommended.
NOTE: Mayor Williams has suggested a work session be scheduled
for all members to be able to review all the videos. In
addition, the work session agenda would include discussion of
general concerns.

Dear Nis. Freas:
It is people who make a city and Kenai is defined by her citizens.
No dream is too big for the residents of Kenai. Inspired by the mighty
king salmon who migrate back to the Kenai River and Lake each
Summer, hooking the big one has become a state of mind in Kenai.
It's no wonder it's the "Oil Capital of Alaska," an "All America City,"
"Second oldest Russian settlement in the new world," and was called
the "grocery store" by the Kenaitze Indians who lived well for
thousands of years on its wealth of fish and wildlife.
It is clear Kenai possesses three significant assets: her people's
generous spirit, the wealth and bounty of its' wilderness setting, and
important natural resources. Kenai is eager to embrace individuals,
families and businesses who want to come and help them build their
city, already an important oil center, airway hub and major recreation
area The strength of all of these elements will be portrayed in our
film of Kenai.
One sample of our work, entitled "Footprints" that you will be
viewing was just completed this year for the Kenaitze Indian Tribe and
the US Forest Service. It was a real treat to work with people such as
Sasha Lindgren, Claire Swan, and the US Forest Service people. It was
also a wonderful experience capturing the beauty of the Kenai River
for this film.
We hope we will be able to repeat this experience and produce
your film on the city of Kenai. We would love to come back. If we are
given the contract we will be working with Kathy Tarr from the K
Company, an old friend and colleague who now resides in Kenai.

T1 SEA TMENT
Opening- Busy, energetic people of Kenai, families and
individuals playing and working, all to the rhythm of appropriate,
upbeat music. With a subtle music change we see these shots
intercut with serene shots of the wilderness, right out their windows
and backdoors. Throughout the program, we will show the beauty of
the area even as we show downtown and Kenai's major industries.
This is the key to Kenai life- the luxury of the natural world just steps
out your back door.
Next, we'll locate Kenai geographically on a map, and transition to
aerials showing the community embraced by forest, the mighty Kenai
River and it's headwaters Kenai Lake.
We hear music that reminds us of covered wagons moving
westward with Kenai compared to the America of our past We see
played out one more time a young community carving out their homes
in a wilderness. With one important advantage- this community has
enormous resources and almost infinite possibility. We can feel the
people's hope as they look to the future.
We hear light industrial music and see the 7000 people in the
community of Kenai living in 1994 (with all the comforts of
communities much larger in mainland America). We see the
abundance of gas and electric power, a well -developed and expansive
water and sewer system, a service center for their large oil and gas
extraction and refinement industry, a commercial fishing center, a
modern airport and FAA Flight Service Station, and a tele-
communications system connecting them to the rest of Alaska and the
world.
In all of these shots we will see the people of Kenai, actively
working to build industries and a better community. We see they have
all the modern conveniences and something more - they live on the
Kenai Peninsula, one of the loveliest and resource rich areas of Alaska
Rich in fish, wildlife and natural resources, some already developed
such as the oil and fishing industries, others lying in reserve, waiting,
like money in a savings account
We ask the question: how did Kenai happen? What was here
before the community was built? We see the banks of the Kenai
River and hear music that reminds us of Alaska before White
settlement We also hear the language of the Kenaitze Indians, see the
remains of old village sites, and see Kenaitze descendants guiding
tourists on Beginnings Interpretive Trail at Cooper Landing. We see
old pictures and drawings of the people living off the abundant fish and
wildlife, which is our opportunity to show beautiful images of fish,
moose, bear, sheep on the mountains, berries, greens and abundant
wooded forests.
We now hear the Russian language and are taken to the Russian
Orthodox Church and Fort Kenay to hear about Russian America and
how during this period, Russian fur traders settled in the Kenaitze's
rich land to buy their furs. We learn that their descendants are also a
part of Kenai. A brief history of Alaska from the purchase from
Russia through Statehood, Swanson oil field discovery, and up to the
present day. We see that ties to Russia are not just in the past but
are a new dynamic in the lives of Kenai residents today. With the
melting of the ice curtain between Russia and Alaska, Kenai has
reached across the Hering Strait to a sister city on Sakhalin Island,
okha, a community much like Kenai, rich in oil. We see pictures of
dignitaries from both cities meeting and working together for their
futures.
Part of building a great city is to make certain that it offers a
quality of life that enriches its residents. We see a montage of arts
and recreation events and activities, the Museum, Community college,
Theatre, arts and crafts, the golf course, float plane Basin, Municipal
Park, softball games, and other elements of a thriving community.
We also see that Kenai is the Center of the larger community of
the Kenai Peninsula It is a small headquarter city for these 25,000
residents. We are shown how well positioned Kenai is on the Pacific
Rim and then see Mayor John Williams in front of the Kenai
Bicentennial Visitor's and Cultural Center, and other city officials in
front of City Hall as they tell us how Kenai is also reaching out for
trade and cultural exchanges with those nations.
'We hear them sum up what we have seen and heard: Kenai's
economy is based on diversity, a hub for resource development, land
development, low taxes, quality services for its residents and a healthy
financial structure. We see them reaching out to welcome and
encourage new families and businesses to come to live in Kenai, to be
part of their dream for the future.
Personnel
Taylor Productions specializes in the production of high
quality video programs to inform, train and persuade a specific
target audience. Marry of Taylor Productions projects have been on
subjects that require an understanding and sensitivity of
Alaska's cultural and geographic diversity.
Francine Taylor brought to Taylor Productions a career in
Instructional television production with the University of
Alaska. She also has a performance background which enables her
to direct talent and understand the Importance of art and
performance In the television medium.
She has lived in Alaska since 1961, and has traveled to
almost every community In the state, experiencing the diversity
and uniqueness of Alaska's people. The majority of her work has
been for statewide audiences, specializing in Alaska Native
Issues and cultures. She has broad understanding of the Arts In Alaska, as one
of the flounders of Alaska Moving Image Preservation Assn.; AHAI Alaskans
Hot on the Arts; Visual Arts Center of Alaska; Anchorage Arts Council; Alaska
Festival of Native Arts. She has served on Boards of: Anchorage Community
Access Television; Alaska State Council on the Arts Media Panel; Citizens for
Management of Alaska Lands Inc.; Alaska Festival of Music; Anchorage
Community Chorus;
Ms. Taylor has been widely recognized for her work, including two
CINE Golden Eagles, a Golden Astrid, and American Film Festival
Blue Ribbon, a National Educational Film Festival Best Video
Award, A John Muir Medical Film Festival First Place Award, and a
Society fbr Technical Communication Achievement Award.
Francine has a degree in communication studies and has done
graduate work In film writing and instructional design fbr
television.
Summit Day Media
Rob � ohnson is an award -winning Editor and Producer with 15
years' experience In the field. He has created television in Anchorage, Boston
and Washington, D.C., working with organizations such as The National
Geographic Society, The Discovery Channel and the United Nations. Since
arriving In Alaska 14 years ago, he has been an imortant member of the
Alaska production community and Is considered one of the top filmmakers in
the state. As Producer/Director for Summit Day Films, Curtis -Johnson works in
a variety of mediums, from advertising to documentary films. Past
experiences include field and studio production on "Good Morning America's
Great Alaska Adventure" including shoots in Nikiski and Cook Inlet; Creative
Director and Senior Editor of The Videoplex in Anchorage; Senior Editor at
VldeoOne, Boston and Capitol Video and Roland House in Washington, D.C.
He edited the acclaimed and award -winning video disk for The Discovery
Channel's "In the Company of Whales", as well as the opening film for the
1992 United Nations Earth Summit in Rio de Janeiro.
He has wan numerous local "Bonnie" awards for commercials and films
while working for Image Productions In Anchorage, and has received 5 CINE
Golden Eagles.
Scope of Work
'we will meet all the am ro requirements listed in the RFP,
program
providing the requested number of dubs inclusive of the price. Your film will
be produced on broadcast -standard BetaCam cameras and tape, and the
online "rough cut" editing will be performed on a non -linear digital editing
system. Particular attention will be payed to the sound quality of this film, and
all elements possible will be mixed in stereo.

Kathleen Taff BiogTaphy
Kathleen Tarr resides in Soldotna. Under the business name of
K Corny, she works as an independent marketing and
communications consultant. In 1992-93 she was a Public
Relations/Advertising Account Executive for the Eriksen Group, the only
full -service advertising and public relations agency on the Kenai
Peninsula.
While at the Eriksen Group, she worked directly with the Kenai
Peninsula Borough Economic Development District to manage the
Borough's Regional Economic Summit held in Kenai in 1993. Tarr is a
farmer Vice President of the Alaska State Chamber of Commerce and
managed the organization's Anchorage office fbr five years. She was
the Project coordinator fbr the Chamber's 20th Anniversary salute to the
Native Corporations, "A Tribute to Alaska's Native corporations."
Tarr holds a B.A. in Communication Arts from the University, of West
Florida, Pensacola, and has completed graduate courses in the School of
Public Affairs, Master of Public Administration program at U.A.A. She is
a member of the Kenai Chamber of Commerce, the Soldotna Chamber
of Commerce, and the Central Peninsula League of Women Voters.

hGstory
GIDEON BARB ONE MAWS HERITAGE. A 29 minute documentary on "Beringia",
the Bering Land Bridge encompassing the Chukotka, Peninsula in Russia, the Bering
Straits and the Seward Peninsula of Alaska. An international agreement between
the CIS and Russia dated these lands as an International peace park signifying
friendship between the United States and Russia. It is the history of the land bridge
told through the story of the Inupiat elder Gideon Barr, whose memories of his
father's teachhW of subsistence living bridge a time of pre -contact to the present
day.

FOOTPRINTS. A 19:50 minute documentary on Kenaltzre Indian Tribe and the US
Forest Service building an interpretive Trail system along the Kenai River. The

Dear Ms. Freas,
Thank you for the opportunity to present a proposal for
the production of an economic development video for the City
of Kenai. We understand that the primary objective for this
video will be to encourage businesses, both large and small,
to locate in the City of Kenai and that the video will
illustrate the economic development, infrastructure and
amenities available in the community of Kenai.
Ever since the early years of the Industrial
Revolution, people have had to make a choice between
economic oportunity and quality of lifestyle. Historically,
in order to share in the progress of the new age, there has
been a migration from the genuine simplicity and natural
balances of the countryside to the complexity and
ambiguities of the urban life. There was simply no other
option. It was our destiny to reach for the Moon. But to
reach for the Moon was to forever sever ancient ties to the
Earth.
In recent years, more and more people have opted out of
the sound and fury of contemporary urban living. Business
and industry leaders and their employees have established
bedroom communities far from the workplace in order to
create a semblance of the easy, earthbound lifestyle they
had lost. The suburbs were an attempt to touch again the
forest, the meadow, the stream, the natural world our
progress left behind. But soon the suburb itself became
stifling and the old yearning for the ancient Earth
connections returned even stronger.
If you talk to people today that are moving from
California to places like Montana and Idaho, they'll tell
you they sacrificed income and economic opportunity for a
better, more genuine lifestyle. In effect, these people
chose "the good life" over "the brass ring." They opted to
invest their life in the here and now rather than in the
economic possibilities of the future.
We believe, the heart of our video should center on the
exciting reality that life in Kenai requires no choice
between opportunity and lifestyle. Here is one of those

rare places on Earth where one can strive to reach one's
full potential in one's business or profession, AND STILL
maintain those ancient and powerful connections to the Earth
and to community that define our humanity. Here there is
the infrastructure for economic growth and the amenities for
growth as a human being. Here a family can share their
backyard with the caribou, the moose and the eagles. Here,
great salmon rest in the rivers awaiting the sportsman after
a day's work.
Our video will present the elements of infrastructure
and amenities available in the city of Kenai. We will
showcase economic development. Many people probably think
of Kenai as an oil -based economy. We will manifest the
diversity of Kenai's economy in manufacturing, trade,
construction, transportation, services, and small
businesses. We can show how the economy and the population
base has grown steadily since the early 60's. We will
highlight the hospital, the college, the airport and schools
- all the specifics listed in your request for proposal.
But the video we propose will be more than a listing, it
will be a story woven around a single family's decision to
move to the city of Kenai. We will get to know and like the
members of this family. In this case, the father will be
the individual who struggled with the concepts we've
expressed above. His basic question was this: "If I bring
my family, my business, my employees to Kenai, will I be
sacrificing economic opportunity? Is there enough
infrastructure to support the growth of my family?" This,
after all, is the question many of the video's viewers will
be asking. And so the video will take them step by step
through the decision process, leading logically and
emotionally to the only possible answer - Kenai offers both
economic opportunity AND a powerfully appealing lifestyle.
Here I can have both the Moon and the Earth.
The elements of infrastructure and amenities listed in
your request for proposal can all be woven seamlessly into a
few days in the life of a family. We see how they live,
what they dream, how they enjoy the benefits of contemporary
life AND the timeless advantages of living close to nature.
We see their opportunity to grow within the family and
within the community.
The narrative will be the thoughts of the decision -
maker as he recalls the process of making his decision. It
is a kind of essay that leads us through his mind as he
tried to do what was best for himself, his company and his
family.
We are enclosing for your review some information about
our company, a production schedule which shows you how we'll
finish the film by September 1, and a budget for the

some examples of our work.

I. EXAMPLES OF OUR WORK
One of our videotapes has three films on it; a second
videotape has one.
"THE DRUM" "The Drum" was produced for the Alaska Native
Human Resource Development Program. They had an upcoming
fundraising meeting with the Kellogg Foundation and wanted
to show them the Spirit Camp program they had developed. We
produced "The Drum" to show at their meeting. Kellogg
eventually gave the program a one million dollar grant.
"The Drum" was honored with a CINE Golden Eagle in
Washington D.C., was used as the centerpiece to the opening
of the Native American Cultural Center in Colorado, has been
included in the permanent collection of the Smithsonian's
National Museum of the American Indian, and is now part of
the University of Alaska Southeast's "Drug Free Schools"
curriculum. In addition, the film was picked up by a
national educational distributor and our client made back
their original investment in sales to libraries and
universities.
"THE GARDEN" "The Garden" is a good example of the amount
of information that can be relayed in a short period of
time. This 5-minute video for Alaska Pacific University was
created for a tribute dinner to outgoing president Glenn
Olds. The University went on to use it as a recruiting and
public relations tool.
"THE PASSAGE MAKERS" "The Passage Makers" is a film we
produced for Alascom. Designed as a public relations and
marketing film, "The Passage Makers" ended up being used in
several other departments including employee relations,
rural affairs, and government affairs. It has been honored
with a CINE Golden Eagle in Washington D.C. and various
other awards in Anchorage, Chicago, San Francisco, and New
York.
"ON THE WINGS OF TOMORROW" Designed for presentation to a
group of educators in Dallas late last year, "On The Wings
of Tomorrow" relates the story of the development of the
ground -breaking video conferencing facilities in the North
Slope Borough School District. In the past seven months,
"Wings" has been honored with the Nell Shipman Award for
Best Achievement from Women In Film/Seattle; with the Silver
Screen Award and a Certificate for Creative Excellence at
the U.S. Industrial Film and Video Festival in Chicago; and
with a Telly Award for Non-profit Special Presentations.

III. LENGTH AND BUDGET
From our experience, a professional, well -produced
video runs on an average of two to three thousand dollars
per finished minute. For your budget of $15,000, we are
offering a completed product of five minutes. Busy
executives and business owners will be able to give you that
much time without thinking about it. And after viewing this
film, they'll be ready for a more extensive site visit. We
honestly believe that ten to twelve minutes would be closer
to the perfect viewing time for a film of this nature.
However, for that long a film you would need a total budget
of between $20,000 and $36,000.
You might consider holding this budget allocation until
you can add something to it next year and be assured of
producing a quality, professional video. This video will
represent your community to business professionals, and it
should work for you as an economic development tool for at
least five to eight years. The committee should be very
careful to produce a video you will be proud to show for
several years to come.

PRODUCTION BID
Specifications: TCS Video Center would assist the City of Kenai in the production of a video program to illustrate the
economic development, the infrastructure, and the amenities of the City. This video will be between
fifteen and twenty five minutes in length and mastered on a broadcast Betacam SP video tape. All raw
footage will belong to the client to be used for any other project they need.
An agent for the City of Kenai will provide program outlines and guidence for the preparation of script
and shooting schedules. The client will also be responsible for the lodging of our production crew during
their stay in Kenai. Any other raw footage, historical photographs or background information needed for
this production will be aquired by the client. An agent for the City of Kenai should be present during all
field and post -production of this program to make sure the client's program requirements are met.
The production script will be subcontracted to Robert Ritter. Mr. Ritter is expierienced in this type of
production and will act as an agent in the concerns of scripting. A draft script will be submitted for
approval prior to post production.
TCS Video Production Center will provide all field production equipment, Videographers and Production
Assistants, post production services including graphics, audio production, music libraries and all video
tape stock required to complete this program to the client's specifications. TCS Video will provide the
client with a rough cut copy of this program for evaluation of program content, then after review, and after
any changes, TCS Video will assemble the final program. TCS Video will also duplicate 50 VHS video
tapes along with labels. (Note: Labels for duplication quanities of less than 2000 are one color on white
stock.)

Response to the
City of Kenai
RFP for Video Production
Introduction
The City of Kenai is seeking to produce a color video highlighting the City's
economic development, infrastructure and amenities. Northwest Strategies and its
production company for this proposal, Syntax Productions, has the experience and
talent necessary to deliver to the City of Kenai a superior video product.
Specifications
In reviewing the city's RFP, we noted the following specifications and offer our
response to each:
1. Acquired on Hi-8, U-matic 314 SP or Betacam SP. All of our video
productions are shot in Betacam SP, the highest video grade possible.
2. Final product mastered on Betacam SP or better. Final post production will
be mastered on Betacam SP.
3. Provide script with City`s review. Northwest Strategies will seek approval
for preliminary and final script approval.
4. Not to exceed 25 minutes in length. There's an old saying in video
production that a video longer than ten minutes had better have a car chase and a
love scene. We subscribe to that theory. We believe the City would be best served
by an 8-10 minute, fast -paced video that holds the viewer's interest. Television is
best used as an emotional medium and we propose doing just that.
5. Rough cut delivery by September 1, 1994. We see no difficulty meeting this
date.
6. Final production to be fifty (50) copies of VHS Hi-Fi stereo video tapes to be
distributed with labels in plastic cases. Agreed.
7. Final program and copies to be completed and delivered to the City of Kenai
by October 1, 1994. Agreed.

8. Demonstration tape of previous work to be included with proposal. Tape is
included.
9. All inclusive work to be completed and delivered for a not -to -exceed
amount of $15,000. Agreed, see cost proposal, page 7.
10. Copyrights to all footage shot, rough cut and final program shall remain with
the City of Kenai. Agreed to the extent that all footage shot and post production
work initiated for this project shall remain with the City. Should we obtain and use
other footage from previous productions as a supplement to this project, then we
could not grant the City copyright to those items. As an example, if we locate a
dynamic scene of a fisherman fighting a king salmon and obtain its use for this
production, we would not be able to grant the City the copyright on someone else's
work.

His diverse background, and ability to lead production teams ensures that our

Prior to coming to Alaska Tom served as Executive Sports Producer for KCNC TV,
the NBC owned and operated station in Denver. He has won numerous regional
Emmy awards as well as three national Iris awards, and was involved in a Peabody
Award winning project.
Bob Jenkins, Producer, is a senior producer and Creative Director at Syntax
Productions. He has produced many effective advertising, educational and
documentary television projects shooting in locations throughout Alaska. His ability
to create and nurture effective teams with people of various backgrounds and
cultures has resulted in work selected for its excellence to represent the United
States of America in international motion picture competitions.
The quality of Bob's work has been recognized both nationally and locally. His
documentary work has been exhibited at the Smithsonian. He has been awarded
three CINE Golden Eagle Awards, two Telly awards and the first place award in the
national Television Bureau of Advertising's commercial competition. The Alaska
Broadcasters Association selected Bob's work as best commercial series in both
1990 and 1991. Prior to joining the Syntax team Bob was employed as Senior
Producer for the University of Alaska.
Edward McNichol III, Editor, has the unique ability to operate sophisticated
technology and work effectively with people. Ed came to Syntax Productions in
April 1991 from the Sony Business and Professional Group. He demonstrated
Sony's line of high -end digital video equipment, specifically the BVE-9000 edit

controller, and trained editors in it's use. Ed now uses the same edit controller, as
well as Sony digital video tape recorders, in the Syntax online suite. He also serves
as a consultant on the training curriculum and in the preparation of materials for
the Sony Video Institute.
Prior to his employment with Sony, Ed was Senior Editor with Westcom
Productions in Eugene, Oregon. During his four years at Westcom, he was
responsible for all aspects of post production on corporate, industrial, sales,
commercial, informational, promotional, entertainment and broadcast video
productions. Ed also has experience in producing, writing and directing
informational and instructional programs.
Kim Daehnke, Director of Photography, brings extensive experience working on
program length video projects to Syproduction
Productions. His reputation for quality and
attention to detail make him a vital art of the team. Kim knows how to

create the required feeling in a picture using both compositional techniques and
sculpting the image through lighting design.
Prior to his work with Syntax, Kim served as a photographer and producer for both
KAKM (Alaska Public Television) and the University of Alaska. While at KAKM Kim
served as photographer for the Emmy award winning "Laurence of Alaska"
program.

Russian Orthodox Church and Chapel
In August of 1791, a Russian sailing ship, St. George the
Victorious, anchored at the mouth of the Kenai River in Cook
Inlet. The site was to be the location of Fort St. Nicholas
and would serve as home base for Russian fur trading operations,
the first industry of the area. These noted arrivals were not
the first to call this place home. Their arrival was undoubtedly
observed by the indigenous people of the area, an Athabaskan
Indian tribe who called themselves Dena'ina. Referred to as
the Kenaitze, the lives of the Dena'ina would forever change
with the coming of the Russians. As time passed the two cultures
began to blend. The Russian Orthodox Church in Kenai is still
a house of worship for the descendants of these two groups.
It stands much as it always has, a symbol of the village from
the past and a reminder to the developing city of its heritage
and of those who have come before.
Fort Kenay
Next to the church is a log structure called Fort Kenay.
In 1868, the United States made one of its wisest purchases
and Alaska changed to American ownership. Soldiers were
dispatched to occupy three areas in Alaska, Kenai was one of
them. They built a structure, stayed a year, then abandoned
the place entirely to attend to more pressing matters. This

reconstructed building represents that era. It now houses
Yaghanen, a social services program run by the Dena'ina people
for their tribal members.
Area Canneries, Kenai Municipal Boat Harbor, City Dock
This thriving city is built on a uniquely Alaskan culture.
The Kenai River and Cook Inlet are alive with salmon coming
in from the Pacific to spawn in the glacial fed rivers and
streams. This valuable resource has played a key role in the
areas development and economy. Numerous canneries process the
catch brought in by area commercial fisherman. 182 Kenai
families make their living in this proud tradition. It is more
than an income, it is a way of life, handed down from generation
to generation. It started in the 1890's and became the primary
industry in the area. Fishing has endured the change and
development of this once sleepy fishing village.
The Kenai Municipal Boat Harbor and City Dock operates
lease stations for independent and commercial use. The city
crane is available to load and unload non product wharfage.
Diesel and gas are available for purchase.

Oil Development
In the 1960's oil development became the prominent industry
in the Kenai area. The Alaska Almanac reports the 1950's census
population as 321, by 1970 it had grown to 3533, in response
to the development. Eighteen production platforms operate in
the Cook Inlet. It is one of three successful off shore oil
production areas in the U.S. The oil industry helped bring
Kenai to the prosperous economic level that exsists today.
Kenai City Hall
In 1960 Kenai became a first class city. It is an exception
in Alaska boom towns. Since its earliest days Kenai has pulled
together, in unified purpose to insure the orderly development
of their community. In 1992 this first class city became an
All American City.
While considered "wilderness" to those accustomed to big
city life, Kenai has amenities and services that meet the needs
of a thriving population.

Central Peninsula General Hospital
Central Peninsula General Hospital, a 62 bed facility is
minutes away in neighboring Soldotna.
Kenai Police Department
Sixteen officers of the Kenai Police department protect
and serve their community. An elaborated 911 system is accessible
Borough wide.
Kenai Fire Station
The fire department, with its state of the art equipment
and services help area residents to rest a little easier.
Fire Training Station
Kenai fire training facility brings ever improving
technology home to the area. With safety as its focus, this
facility provides classroom and simulation training while working
in conjunction with the local oil companies to teach necessary
petroleum fire saftey procedures.

Wilderness has its advantages when it comes to recreation.
The Kenai Peninsula is considered Alaskas playground, Kenai
is central to that.
Kenai Golf Course
A locally owned and operated 18 hole golf course set in
the midst of Kenai's beautiful environment, is enjoyed by
citizens as well as visitors. In fact, the 18th hole itself
is one of the hardest in the nation.
Kenai Municipal Softball Fields, Kenai Little League Fields
Kenai municipal softball fields provide recreation for
an active population. Kenai's little league, Boys and Girls
Club, and Kenai Peninsula Hockey Association are homes of well
organized programs that promotes fun and fitness for the area
youth.
Peninsula Oilers
For 21 years, the Peninsula Oilers Baseball Club have made
Kenai their summer home. This club draws collegiate players
nationwide, with many moving on to professional careers.

and endorsements. In 1993 they brought home a NBC Worlds Series
Championship.
Municipal Park
Kenai has numerous parks that encourage outdoor enjoyment
for all ages, .in all seasons.
Kenai Municipal Airport, Float Plane Basin, FAA Flight Service
Station
Air travel is a crucial ingredient to Alaskan communities.
The Kenai Municipal Airport is an attractive modern facility
that serves Kenai as well as the rest of the Peninsulas
population. The Kenai Airport is the largest on the Kenai
Peninsula and is used as and alternate in bad weather for the
Anchorage International Airport. Inside are rental car agencies,
local information on lodging, fishing, and tourism, a resturant,
bar and gift shop. Approximately 110,000 people pass through
this full service airport each year.
One in every 58 people in Alaska is a certified pilot.
Bush pilots abound, providing access to smaller outlying
communities, transportation to "real" wilderness, incredible
fishing and world class hunting. Increased opportunities will

be presented upon the development of the Float Plane Basin.
The FAA Flight Servise Station controls all radio remote
sights for South Central Alaska and is responsible for providing
weather information.
Housing Examples
6500 people call Kenai home. They have come from all over
but have joined together to develop a sense of community
legendary in Alaska.
Habitat for Humanity, an organization committed to providing
housing for those in need have built several homes in Kenai.
This is the small town attitude that is valued and appreciated
by those that call Kenai home.
Kenai's beautiful environment and breathtaking surroundings
provide a view unsurpassed. The Chigmit Mountain Range is a
widely accessible view, many homes face its splendor.
Kenai has a wide variety of housing to meet the needs of
its diversified population. Subdivisions allow privacy combined
with the convenience and enjoyment of friends nearby.
Apartment living is available close to schools and shopping
and in more secluded locations for those who prefer it.

Kenai Peninsula College
Tucked away in a picturesque setting on the Kenai River
is Kenai Peninsula College. A branch of the University of
Alaska, it offers diversified fields of study, highly qualified
instructors with a low instructor/student ratio. Higher
education is alive and well here, this college is home to 1,500
students a semester. In response to the demands of the community,
it has collaborated with area businesses to provide necessary
training and skills.
The Alaska Employment Service, Kenai Office
The Alaska Employment Service is dedicated to serving both
the employers and the job seekers to the full extent of their
capabilities. Over 11,000 clients apply each year with over
4,000 being placed, 350 of whom are vets.
The Economic Development District
This office works for the creation and retention of
employment throughout the borough. They assist with the
infrastructure and help the local community get Federal Work
Grants; and example of this is the Kenai Bicentennial Center.

Kenai Bicentennial Visitors and Cultural Center
Kenai recently celebrated its bicentennial, two hundred
years as a unique Alaskan community. In comemeration of that
event the Kenai Bicentennial Visitors and Cultural Center was
constructed. This facility houses artifacts from ancient
cultures, remnants of the Russian era, items from early settlers
as well as a beautiful collection of area wildlife. This center
preserves the past, while helping Kenai move ahead to the future.
As its moto proclaims, Kenai is indeed a village with a past,

I. Production Proposal
A. Overview
Vantage Point Productions proposes to produce —from concept to
completion —a color video presentation illustrating the economic
development, infrastructure and amenities of the City of Kenai for the bid
amount of $13, 055.00.
Vantage Point Productions will work closely with the City of Kenai to
develop a script and treatment which will accurately and effectively convey
the desired message. The script will strive to be informative, educational,
and motivational —reflecting a city that is rich in history yet has its' sights
set on the future. The treatment will depict the most effective mood and feel
for the proposed video. It will lay out creative guidelines for shooting style,
shot selection, transition effects, title typestyle, voice talent, and music
selection. The completed script and treatment will be presented to the city
for review and input.
Specified locations will be videotaped on the Beta SP tape format using the
latest model of Sony Betacam professional video camera. Because high
quality shots are essential to the success of this video presentation, we will
dedicate enough time to shoot each location under ideal lighting and weather
conditions. To enhance the quality of the video and to involve the viewer,
local residents and business people will be incorporated into many of the
shots. Prior permission and talent releases will be obtained from all
individuals who are videotaped.
The final program will be edited on an Avid Media Suite Pro digital non-
linear system. With this system we will assemble a professional program
with transition effects, digital video effects, titles and four tracks of true CD -
quality audio. The City of Kenai's input is welcome during the edit sessions.
And because our edit suite is located on the Kenai Peninsula, attending these
sessions will be extremely convenient. Once the edit decisions are made, the
program will be output directly from disk and mastered on Beta SP tape.
A rough cut of the video production will be delivered to the City of Kenai
by September 1, 1994. After input from the city we will make any
necessary revisions and submit the final program for review.

Once approved, the finished product will be copied using a duplication
service. The City of Kenai will receive the edited master, on Beta SP, and
fifty copies, on VHS Hi-Fi stereo, by October 1, 1994.
Copyrights to the field footage, rough cut, and final program will belong to
the City of Kenai. All of these tapes will be released to the city upon
completion of the project.
B. Scriptwriting and Treatment
Developing a script and treatment will require working closely with the
Mayor and City Council members to accurately and effectively portray the
City of Kenai as a thriving and vibrant community. We will use specific
guidelines, information and copy facts supplied by the city to produce the
script and treatment. Our collaboration will give us a solid basis for a video
presentation that best captures what you've envisioned and also motivates the
target audience.
C. Pre -Production
Prior to videotaping, all specified locations will be scouted to determine the
best time of day to shoot, establish contacts and plan shot angles. A tentative
shoot schedule will then be submitted to the City of Kenai for review and
approval.
D. Field Production/Videography
Videotaping will begin soon after the project is awarded to take advantage of
optimum weather conditions. We will shoot exclusively with the most recent
model of Sony Betacam, acquiring footage on Beta SP tape. This superior
video camera and tape format will deliver high quality images for the City
of Kenai's video project. Our location gear also includes a professional
tripod with fluid head plus a full complement of lighting and audio
accessories.
Since our company is based on the Kenai Peninsula a flexible shoot schedule
is possible. Videotaping will occur over approximately one month to
acquire the best shots at each location. We will make this project a top
priority and will shoot exclusively for the City of Kenai until all specified
locations are videotaped.

E. Editing and Post Production
All editing and post production will occur exclusively at Vantage Point
Production's facility in Soldotna. Our editing system, an Avid Media Suite
Pro, is a complete full resolution digital non -linear system that stores video
to disk providing random access to footage. It lets you cut and paste video -
just like text in word processing. This speeds up editing and also adds
greater flexibility and creative freedom.
A rough cut of the video program will be submitted to the City of Kenai by
September 1, 1994 for review. Vantage Point Productions will then
complete any changes as quickly as possible. The random access capabilities
of our digital non -linear edit system will allow the revision process to go
smoothly and efficiently.
F. Duplication
Vantage Point Productions will utilize a duplication service to make copies
of the final program. This service provides high quality, stereo Hi-Fi VHS
dubs. These copies will have a label on the tape cassette and also a label on
the plastic case. The City of Kenai will receive the fifty VHS copies and a
Beta SP master of the completed video program by October 1, 1994.

II. Professional Profile —Amy Eriksson
Amy Eriksson recently formed Vantage Point Productions with a strong
drive to produce professional level, affordable video productions for Kenai
Peninsula residents and businesses. To achieve this goal she has invested in
cutting edge equipment for both field and post production. This high quality
gear is complemented by Amy's extensive video production experience and
many creative talents.
Producing effective and innovative video projects is one of Amy's passions
and she has excelled at it for over ten years. She enjoys all aspects of
production from concept development and scriptwriting to directing ,
shooting, and editing. Amy has a strong talent for composition and layout.
This is evident in her videography and also in the vibrant graphic and logo
treatments she incorporates into her productions. Amy has received awards,
both locally and nationally, for her excellent work.
Prior to moving to Soldotna in 1992, Amy worked at KTUU-TV for Syntax
Productions as a commercial producer/director. Hands on involvement in all
production phases sharpened her technical skills and creative abilities. She
gained a broader base of post production and electronic graphic options
through use of a high -end digital editing facility. Amy successfully
produced a variety of award winning commercials for a wide range of
clients while at Syntax.
Before her involvement at Syntax Productions, Amy gained valuable
television production experience at KIMO-TV. There she achieved the
necessary skills for several technical crew positions. She also produced and
directed many effective and affordable commercials. Amy's production
experience is rounded out by her work as a crew member on feature length
films.
In 1983 Amy earned a Bachelor of Arts Degree in Journalism &
Communications, with an emphasis in Advertising and Television
Production, from the University of Alaska - Anchorage.
Born in Juneau and an Alaska resident for over 26 years Amy enjoys living
on the Kenai Peninsula with her husband Kurt.

The sample reel includes three programs. "The Alaska Railroad" and the "Quinnat Landing Hotel"
programs were created from existing stock video and still photographs plus original footage that was
shot on location. All the fishing scenes for Quinnat were shot for the "Alaskan Fly Fishing" televi-
sion show originally. "Voices From The Ice" was a complete original production. It was shot on
35mm motion picture film using the wide screen "anamorphic lens" format. The music was created
for the film was an original sound track and no stock shots used. The final sound track was com-
pleted in Dolby surround stereo. The film is presented in the "letterbox" format on video tape so you
have the opportunity to see whole image as it is shown in the theatre. If you have any questions

Roger L. Miller, President of Visuart, Inc., is a noted Alaskan cinematographer that has produced a
variety of television commercials, instructional videos, and short -films for Alaskan businesses,
major corporations, state and federal agencies.
With over 20 years experience in motion picture and video production, Roger began his career as a
photographer/cinematographer in the United States Navy. He graduated in 1960 from the U.S. Naval
Photographic School, Pensacola, FL and received his Bachelor's Degree in Fine Arts from Washing-
ton State University, Pullman WA in 1967, with a major in graphic design and visual communica-
tions. Since 1987, he has also attended screenwriting and script development classes and workshops
sponsored by Century Productions, West, Sherman Oaks, CA and the USC Film School, Los Ange-
les, CA.
His professional experience includes motion picture production as a cameraman in the aerospace
industry at the Boeing Company, Renton WA. After moving to Alaska, he was employed as direc-
tor of photography and later production manager in commercial television at KIMO Channel 13 in
Anchorage. In 1975 he became an independent producer and incorporated Visuart, one of the first
motion picture production companies in Anchorage. Presently, he produces "Alaskan Fly Fishing" a
half hour television show that airs on Prime Sports Northwest, a cable channel that televises in the
states of Montana, Idaho, Oregon, Washington and Alaska. The show is produced entirely in the
state of Alaska. It's the first show of it's type to be commercially exported from Alaska.
Roger has received many local and international awards, including a First Place Gold Medal at the
29th International Film and TV Festival of New York, as producer of "Voices From The Ice" a
35mm "wide-screen" film utilizing Dolby Surround Stereo, and is currently shown in the Begich,
Boggs Visitor Center at Portage Glacier. He has also received 49 "Best of the North Awards" in
advertising production from the Advertising Federation of Alaska. Professional organizations
include past -president of the Association of Independent Commercial Producers - Alaska Chapter,
full membership in the Society of Motion Picture and Television Engineers (SMPTE), and a current
member of the Professional Photographers of America (PPofA). He is also listed in "Who's Who in
Professional Imaging - 1994" and a member of the Qualified Film and Video Producer List of the
Federal Audiovisual Contract Management Office, U.S. Department of Defense, Washington D. C.

David Reimer is an experienced key grip and gaffer. He has worked on numerous film and video
productions both outside and in Alaska. Dave attended Cal State University, Chico, CA and gradu-
ated in 1975 with a Bachelor of Arts in Broadcast Communications.
Since moving to Alaska, he has worked as a sound technician and key grip with Visuart, Inc. on
various projects including an instructional video for ABC Motorhomes and a regional commercial
for Seven -Eleven Stores produced by Domica Advertising in Tulsa, Oklahoma plus various produc-
tions with the Alaska Light Opera Theater, Anchorage Community Theater, and Paradise Commu-
nity Theater.

All original video will be recorded on Betacam SP. The field production equipment to used on this
production will include the Sony DXL-537 camera and PVV-1 Betacam SP professional recorder
Unit utilizing the 9.5-152mm Fujinon varifocal lens.
All voice-over narration will be produced at Visuart utilizing the Tascam 22-4 four track recorder/
playback. The final track will be mastered on the Fostex full track recording system.
The post -production will be completed at Visuart using the Sony Betacam SP 2000 Pro series editing
system featuring the PVW-2800 Recorder/Playback and the PVW 2600 Player providing superior
picture quality. All C.G.,video effects, and special graphics will be produced with the Newtek 3.0
Digital Commordore/Amiga 4000 switcher.
The final edit will be mastered on NTSC Betacam SP video tape.
Visuart, Inc. will assume the following responsibilities for the production of one Color Video
for the City of Kenai not to exceed 25 minutes in length, and include 50 duplicate copies on VHS-
Hi-Fi stereo video tapes with plastic cases and labeled.
• Pre -production research, scripting, story boarding as required, consultation and project
management.
• Field production including direction, videography, audio recording, and location lighting.

'c„otage will belong to the client to be used for any other project they need.
r,'n agent for the City of Kenai will provide program outlines and guidence for the prei »pion of script
Ard shooting schedules. The client will also be responsible for the lodging of our protlur?.,'m crew during

0his production will be aquired by the client. An agent for the City of Kenai should be during all
i:e ld and post -production of this program to make sure the client's program requiremenit met.
0)e production script will be subcontracted to Robert Ritter. Mr. Ritter is expierience,� in this type of
-,induction and will act as an agent in the concerns of scripting, A draft script will be s! ibmitted for

i-Aient with a rough cut copy of this program for evaluation of program content, then after :*,-:,view, and after
any changes, TCS Video will assemble the final program. TCS Video will also duplicate 50 VHS video
,.ves along with labels. (Note: Labels for duplication quanities of less than 2000 are ore r,c.;or on white
