Synopsis: Over forty-five years of employment and volunteer comprehensive involvement
In Alaska with notable accomplishments. Example:
Federal Aviation Administration » Selection of sites and the budgeting and
allocation of millions of dollars for the construction of airports, aviation
communications, and air traffic control facilities, housing, and hiring of
personnel, including Alaska Natives, to provide appropriate aviation services in
rural and urban Alaska. In a further complex role was UaisorVSpecial Assistant
to Commanding General Alaskan Command/NORAD Region, assisted with strategic
planning National Defense and Air Defense activities, Top Secret/Crypto
Clearance.
Civil Air Patral - Auxiliary U. S. Air Force -- Coordinated and organized an all
volunteer Search and Rescue effort consisting of some 450 private and
commercial aircraft owners throughout Alaska (Neighbors Helping Neighbors)
thus saving the U. S. Government millions of dollars in the allocation of aircraft
and personnel to Alaska. Trained selected youth in AerospacelAviation matters.
History tells us these efforts were successful gaining considerable National and
State recognition.
Kenai Peninsula Borough -- Temporary Special Assistant to Mayor during change
of Administration, major objective; to determine if there was a satisfactory
management organization in place; elimination, change in personnel; amend or
develop administrative and policy statements; restructure some management
activities and personnel.
Kenai Peninsula Economic Development District. Inc.-(EDD) -- Successful in
obtaining approval from Federal/State/Borough in organizing the EDD, only such
organization in Alaska. Board of. Directors 51% public, 49% private, objective
to obtain federal assistance for public projects, creation of new jobs and/or job
retention focusing on developing new or strengthening existing businesses,
promote through varied means the development of undeveloped and underutilized
resources in the Borough and State, bringing foreign interest and tourism to the
Peninsula; the State ARDOR program was patterned in part after the EDD
mandates.
Cook Inlet Raeienal C111220S Advisery Council. Inc. (GIRCAG) » Past
President and Principal in forming CIRCAC as required under Section 5002,
Title V, Oil Pollution Act of 1990 - Active in bringing local public and special
interest citizen involvement where crude oil tankers operate and offshore and
onshore oil facilities are located In Cook Inlet, in reviewing contingency plans,
make recommendations as pertains to spill prevention, safety, and response and
environmental issues. promoting a forum of obtaining consensus between
Industry and citizens rather than confrontation, obtain in an atmosphere of
cooperation appropriate funding of CIRCAC from Industry as provided for in the
Law - definitely some of the most challenging work.

Alaska Public Utilities Commission (APUC) -- Was appointed by the Governor and confirmed
by the Legislature to a six year term as commissioner at the APUC. Major Objective; To
determine by statues, regulations, hearings and orders, that the general public in urban and
rural areas received the most up to date utilities services at the least cost. Including electrical,
telecommunications, local and long distance, natural gas, some cable TV operations, garbage,
etc. Regulated certain aspects of the North Slope Oil Companies operations and the pipeline
running to Valdez.

it was in the capacity of Chief, Plans, Programs, Evaluations and Chief, Air
Space, Procedures of the FAA Alaskan Region that, In my opinion, qualifies me
to apply% for the "five years experience in Business Administration in lieu of
degree" for the October 1992 potential vacancy on the APUC Commission.
The FAA management positions afforded me the opportunity to administer a wide
range of the Agency's business, some of which were:
A. Developed the FAA Alaska Region, Air Traffic, annual budget
submission for staffing, both administrative and operational; for a full -range
of transporation needs from airport facilities requirements and aircraft needs
for air traffic system checks to that of forecasting costs for personnel travel;
for equipment requirements from long line to wireless communication systems
and sophisticated radar computers to automated weather monitors; and other
resources required for the FAA to provide a safe and efficient operation in
Alaska.
B. Managed a team of technical personnel; plan, organize, direct,
control and coordinate the work of the team engaged in executing various
programs. On call assignments could consist of updating long-range
goals/planning, revising personnel and equipment needs due to a reduced fiscal
note or determining the need to close a facility, re -assignment of personnel and
the like.
C. Managed an evaluation process designed to provide a complete and
updated analysis of the quality of services provided to the public from the many
FAA facilities in the State. A team of evaluators travelled the Region on a
continuous basis.
D. Managed an ongoing Public Relations program throughout the State
with major industry users as well as individual users of FAA services.
Objective was to seek input as to how we might better serve them. Their
Influence and input were always most useful in making system improvements.

For nearly five years, I held the position of city manager in Nome, Alaska. Nome is a 1 st
class city of approximately 4300 residents. As city manager, I was the chief administrative
officer responsible for preparation and compliance of yearly budget(s); personnel matters;
and oversight and direction of the police, fire, public works, library, museum, recreation
center, and tourism departments. I was also the Port Director, the City Planner and, at
times, the City grant writer. I voluntarily left the position on 1/1/96 to take an extended
vacation and pursue other interests.

For fourteen years, I was employed by the State of Alaska - Dept. of Community and
Regional Affairs. While employed at DCRA, I worked directly with the HUD CDBG program,
the State REDI program as well as the Federal JTPA & CETA programs. I began my
employment working with the Summer Youth Employment and Public Service Employment
programs administered by the Department. In October 1981, 1 was promoted to a Regional
Manager position in Juneau where I supervised a seven member staff dealing with local
government and non-profit agencies in Southeast Alaska. In 1983, 1 was again promoted,
to the position of Chief of Field Operations where I was directly responsible for seven
regional offices statewide (located in Anchorage, Bethel, Dillingham, Fairbanks, Juneau,
Kotzebue, and Nome) and supervised a staff of twenty-three.
- In addition to these duties, I was appointed the Statewide Homeless Coordinator for all
activities concerning federal and state homeless programs from 1989-91. 1 was also the

Training Officer and the Emergency Management Coordinator for the Department's
Emergency Response Team (FEMA). I left DCRA in April, 1991 to accept the position of
City Manager in Nome.

During that time, Mr. Day consistently exhibited great enthusiasm
for the job and the skills and talents necessary to successfully

maintaining a stable taxation policy in Nome while leading the
community through some of its most noticeable improvements in the
past decade.
Capital projects such as paved streets, improved harbor
facilities, refurbished parks, completion of a daycare center,
demolition of derelict buildings, creation of a video promoting
Nome and the construction of a new landfill are just some of the
accomplishments achieved under Paul's oversight and supervision.
He dealt honestly and effectively with federal and state
agencies, Nome's port and planning commissions and most

After nearly five years in the position, Paul resigned in
December 1995 to take an extended break from the rigors of the
job and to pursue other interests.

interested in the Alaska Municipal Managers Association (AMMA), Municipal Interim
Management Services (MIMS) program. Enclosed is the MIMS Criteria for Talent Bank
Application, Selection, and Participation. The requirements for the municipality wishing
to employ an interim manager begin with number 6. If you have any questions, please
call me at 586-1325.
There is a referral fee of S 100 and a placement fee of S300. We will accept both the
referral and placement fees if you reach an agreement with a member of the Talent Bank
for an interim appointment. You may fax us your request and we will send you our
available list of applicants.

Municipal Interim Management Services
Criteria for Talent Bank Application, Selection, and Participation
1. Applications for the Talent Banc of the Municipal Interim Management Services program must
include:
a. Letter of interest - must specify types of interim positions applicant would be interested
in/qualified for -- e.g., general management, public works, finance, police, planning, etc. -
- as well as understanding that applicant may not seek or accept permanent employnL
with interim emolover
b. Resume showing work and educational background
C. Professional references (names and contact telephones) - minimum of 3 that are relevant
to type(s) of positions for which applying
d. Letter from current employer, if applicable, stating willingness to release applicant to
serve in an interim management position
2. Qualifications and experience:
a. Degree preferred
b. 3 years minimum experience, including general management and supervision, required
C. Municipal experience required
d. Applicants must have held a position similar to the ones for which they wish to be referred
and must have performed effectively in that capacity
e. Substantial Alaskan experience required
4. Applications must be approved by the Alaska Municipal Management Association Board of
Directors.
5. Upon approval for the Talent Bank, an applicant must sign a letter of agreement stating that he
or she will not seek nor accept permanent employment with an employing municipality for a
period of 1 year after termination of the interim contract.
6. A municipality wishing to employ an interim manager must write a letter of request to the
Municipal Interim Management Services program outlining its needs for assistance, including
estimated length of appointment and special projects or situations that might face an interim
manager. A referral fee of $100 is charged; a check for this amount, payable to the Alaska
Municipal League, should be included with the request for referrals. If a municipality reaches
agreement with a member of the Talent Bank for an interim appointment, a placement fee of
$300 is due to AML.

7. Municipalities employing interim managers must also sign an agreement that they will not seek
to hire, nor employ on a permanent basis, an individual hired through this Municipal Interim
Management Services program for a period of 1 year after the termination of the interim
contract
8. When an interim manager is hired, the employing municipality and the interim manager will
negotiate and enter into an employment contract, and a copy of this contract must be provided to
the Municipal Interim Management Services program. This contract must specify the length of
the period of employment. One extension of this time period may be mutually agreed upon by
interim manager and employer. However, interim managers hired under this program may not
be employed for a period of longer than 6 months without specific approval of an extension by
the sponsoring organizations.
Upon completion of the employment period, the employing municipality must provide a written
evaluation of the interim manager to the Municipal Interim Management Services program.
9. Talent Bank participants will be subject to annual review by the sponsoring organizations of the
Municipal Interim Management Services program. A participant may be removed from the
Talent Bank at any time, provided 30-day notice is given.
10. Talent Bank members and municipalities who violate these regulations will be sanctioned.
Sanctions include, but are not limited to, removal of individual from the Talent Bank.
The Municipal Interim Management Services program is sponsored by the Alaska Municipal
Management Association and the Alaska Mweicipol League.

Dear Mayor and Council:
I am very interested in being considered as a candidate for Interim
City Manager of Kenai.
As information, another former City Manager from Alaska (now also
here in Nevada) commented that he had heard that your City Manager
might be leaving. Due to my interest in Alaska, generally, and
the attractiveness of Kenai, specifically, I called Kevin Ritchie
at the Alaska Municipal League to inquire. I then called your City
Clerk Carol Freas for further information. Ms Freas was very
helpful, and told me of your Council Meeting this evening. Thus,
this letter.
In short, my longer range interest would be emulating the late Bill
Brighton's long and apparently successful tenure as City Manager of
Kenai. My immediate interest is serving as Interim City Manager,
frankly with the thought that several months as Interim City Manager

Please consider me a candidate for Interim City Manager of Kenai.
In short, I have an MBA and 50% of an MPA, and twelve years of broad
management experience, including City Manager of two full -service
cities - Wrangell, Alaska, and Elko, Nevada. In summary, I have an
extensive record of accomplishment in both the private and public
sectors, which reflects a broad range of knowledge and well -developed
skills, including: budgeting, finance, personnel, communications,
community and intergovernmental relations, and customer service.
To supplement my time -sequence resume, set forth below are summary
descriptions of my background, experience and skills pertinent to
city management.
EDUCATION:
My formal education includes a bachelor's degree in engineering,
and a master's degree in business administration ("MBA").
By taking extra courses, I graduated with a double emphasis -
in management and finance.
As part of my planned transition to a career in local government,
I enrolled in additional graduate studies, and have completed 50 %
of the coursework for a master's degree in public administration.
CITY MANAGER AND RELATED EXPERIENCE:
My twelve plus years of management experience includes six years
in the public sector: in environmental protection, in economic
development, and as city manager of two full -service cities. It
also includes five years of executive experience as vice president
of large supply cooperatives, which, like local governments, are
"owned" by their customers - the people they were created to serve.
My responsibilities as City Manager of Elko includes supervising
six department heads: Police, Fire, Public Works, Engineering
(and utilities), Parks & Recreation, and Planning & Zoning; plus
Airport, Personnel, Computer systems, City Clerk, and City Attorney.
I also have been the de facto chief budget and finance officer.
At Wrangell, my resposibilities were similar; administrative
departments also included Finance, Ports and Harbors, Library, and
Electrical Department. I also served as Personnel Officer.

If selected as Interim City Manager, I would bring to the job a
considerable range of knowledge and skills pertinent to
municipal administration. For example:
- SKILLS IN BUDGETING AND FINANCIAL MANAGEMENT: My education
includes over a dozen graduate courses in finance, accounting
and budgeting. Directly related experiences include in-depth
involvement in developing budgets for full -service cities.
Also related are ten years of prior experience with department,
corporate and agency budgets, and with capital projects budgets.
- SKILLS AND KNOWLEDGE IN PLANNING: Since good planning is a key
element of good (financial and City) management., it is noted that
my enterprise and financial planning skills were especially
developed in my corporate and strategic planning experiences at
CF/ECI, including five-year operating and financial plans.
While claiming no specific expertise in urban/land use planning,
I did initiate hiring such planners at both Wrangell and Elko, and
have worked closely with Elko's City Planner on such key issues as
planning for growth, developing a community master plan, and
improving zoning administration.
- CUSTOMER SERVICE / COMMUNITY RELATIONS SKILLS - especially
developed during my.four years of managing relations with our
customer -member -owners at cooperatives CF and ECI, and practiced
further in my public sector experiences. According to long -teem
residents of Wrangell, during my tenure as City Manager, relations
between City Hall and the local media were much improved.
In Elko, I initiated an emphasis on "customer service attitude",
which I believe has improved relations between the city government
and the people we are there to serve.
- INTERGOVERNMENTAL RELATIONS SKILLS: My liaison skills have been
developed and demonstrated in extensive experiences over twelve
years, as liaison to other companies, the business community,
and to various local, regional, state and federal agencies.
At Wrangell, I got particularly involved in resolving problems
regarding waste management operations, carried over from prior
administrations. Results include improved compliance and working
relations with several agencies. Using my engineering, finance
and management skills, results also included a 90 % increase
in allowable operating rates, and significantly reduced casts.
At Elko, my discussions with State environmental administrators
contributed to policy changes which roduced wastewater treatment
requirements, which, in turn, have saved the city several hundred
thousand dollars. I also initiated improvements in coordination
and working relations with various local agencies.

- VERBAL / COMMUNICATIONS and ANALYTICAL SKILLS - rated in the top
tan per cent of all MBA and MPA students, nationwide, and further
developed over years of experience, including formal and informal
writing, public, speaking, and listening.
Especially important in the development of these skills have been
my ten years of preparing, and presenting to elected boards and
other groups, recommendations and "reader -friendly" formal reports
often involving complex financial and operating matters.
- Also, PURCHASING, NEGOTIATION AND CONTRACT ADMINISIRATION SKILLS -
from some eight years of related experience, including drafting
and negotiating contract documents.
- PERSONNEL SKILLS: My background includes graduate courses in
human resources and public personnel policy; it also includes
rather extensive experience with position descriptions, goal
setting, performance reviews, pay plans, benefit programs,
employee development, and long-range personnel planning.
- COMPUTER AND SYSTEMS SKILLS: While I make no claims to being
a computer expert, I have provided considerable leadership in
developing computer -based information systems in several
organizations. At Elko, I initiated and am overseeing a virtually
complete overhaul of the city's PC and financial data processing
Systems, as well as new telephone systems.
- And finally, TEAMWORK SKILLS: Early in my career, I learned that
truly significant experiences usually are the results of good
leadership combined with the dedicated efforts of many people
working together, effectively. This perception has led me to
promote teamwork in my varied roles as team member or leader.
I believe such teamwork has been critical to the many achievements
with which I have been associated.
In summary, with my broad education and management experience,
including city management in Alaska, I am confident that if' you
select me for further review, my overall strengths will stand out
clearly in interviews, and especially in my on-the-job performance
as Interim City Manager.

PROFESSIONAL SERVICES AGREEMENT

THIS AGREEMENT, entered into this day of August, 11096, by and between the
City of Kenai, Alaska, hereinafter "the City," and ,'�,d -q• /1� ,
hereinafter "the Consultant."
WHEREAS, the City is desirous of obtaining the professional management services of
the Consultant to provide management services as Acting City Manager, and the
Consultant is properly qualified and willing to perform such services;
NOW, THEREFORE, in consideration of the recitals and the mutual covenants and
agreements herein set forth, the City and the Consultant do mutually agree as follows:
1. DUTIES AND TERM. The Consultant will provide management services as
Acting City Manager and shall fully and completely perform the duties and
responsibilities of Acting City Manager as contained in Section 3-2 of the Kenai
City Charter and Kenai Municipal Code 1.05.020. The term of this agreement
shall be from 9 I -I , 1996 to , 1997.
2. COMPENSATION. The city shall pay the consultant for services in the sum of
$ per month during the term of this contract. Compensation for
periods less than one month will be prorated. No claims for expenses are
contemplated by this contract. However, should the City require the
Consultant's services outside of the Kenai Peninsula Borough on behalf of the
City, reasonable, necessary and normal expenses associated directly with such
requirements shall be reimbursed upon submission if supported with appropriate
receipts or documentation.
3. METHOD OF PAYMENT. The Consultant shall be paid on a monthly basis
within seven (7) days after receiving a monthly billing from the Consultant.
4. INDEPENDENT CONTRACTOR. The Consultant is an independent
contractor and nothing whatsoever contained herein shall be construed as
making such contractor an employee of the City.
5. TERMINATION. This agreement may be terminated by either party upon ten
(10) days written notice to the other party for any cause or reason or without

cause or reason. The agreement will automatically terminate upon expiration of
the contract period.
6. GOVERNING LAW AND VENUE. This agreement shall be interpreted in

arising out of the Agreement shall be the Third Judicial District at Kenai,
Alaska.
7. COMPLETE AGREEMENT. This writing constitutes the complete agreement
of the parties on the subject matter hereof and supersedes any oral agreements
or understandings. This agreement can only be modified by a writing executed
by both parties hereto.
