At the Work Session on October 22, 1997 the Council should develop a CIP list,
both long and short term. The priority should be given to items to be submitted
to the Legislature and/or Governor's Office for inclusion in the FY99 budget.
Attached is a copy of the list as submitted to the Legislature for FY98
consideration. At the Council Work Session on September 10, 1997 the following
projects were suggested for inclusion on a CIP request list.

* The South River access and the Spruce Street parking are presently being
developed by Public Works as projects for submittal for Exxon Valdez funding.

As you review the above list to set priorities, you will recall that the following
capital projects were addressed at the September 10 Work Session.
1. FY99 Municipal Capital Matching Grants program, and tentative future
municipal matching grants, have been dedicated to major maintenance and
repairs and upgrades of City streets.
FY99 Municipal Matching Grants $307,146 (State $215,002; City $92,144)
2. DEC Matching Grants Program priorities have been established for FY99
requests as follows:
Well House #4 $900,000
Underground Pump House Replacement 250,000
Main Line Loops 680,000
Sewer Treatment Plant - Shop & crew quarters 350,000
At the September 10 Work Session, the year 2000 and Finance accounting
system were discussed as well as the document imaging system for City records.
These will be addressed as annual budget items over the next several fiscal years,
99-01. Neither project is anticipated to exceed $80,000.

A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA,
ADOPTING THE CITY OF KENAI, ALASKA 1997-1998 CAPITAL
IMPROVEMENT PROJECT (CIP) PRIORITY LIST FOR REQUEST FOR STATE
GRANTS.
WHEREAS, input for the 1997-1998 CIP list from the Kenai City Council, City
Administration, and citizens of the City of Kenai has resulted in the attached prioritized
CIP projects being requested of the State of Alaska; and,
WHEREAS, it is the intent of the Council that paving, water, and sewer projects in
residential areas will be partially funded by forming assessment districts in order to make
any available State funding go farther toward completion of the priority list; and,
WHEREAS, public meetings were held concerning the 1997-1998 Capital Improvement
List; and,
WHEREAS, the Council of the City of Kenai, after receiving and analyzing the input
from all sources and after discussion and deliberation, has decided to adopt the attached
1997-1998 CIP list; and,
WHEREAS, the Mayor and the Council of the City of Kenai pledge their affirmative
vote for the maintenance and operational costs of all the City projects listed.
NOW, THEREFORE, BE IT RESOLVED THAT THE COUNCIL OF THE CITY OF
KENAI, ALASKA adopt the attached list entitled "CITY OF KENAI, REQUEST FOR
STATE GRANTS, 1997-1998 CAPITAL IMPROVEMENT PROJECTS";
AND, BE IT FURTHER RESOLVED that prior to initiating paving, water and sewer
projects in residential areas through the use of State funds, the City shall hold public
hearings toward the formation of special assessment districts to partially fund projects
listed on the Capital Improvements Project priority list.

and the City Manager search. The City Manager search issues that we need
guidance on at this time can be limited to the following items:
1. When do you want to begin advertising the position? In deciding on an
advertising date, you may want to first determine an approximate date you
want the new manager to begin work.
2. Attached is a copy of the advertisement used last year. I request you review it
for any proposed changes.
3. Last year the position was advertised in the following publications for periods
shown at an approximate cost of $1,600. Do you want any changes?

The Alaska Municipal League will be honoring communities with the Alaska Awards of Excellence which
identifies, rewards, and publicly recognizes exemplary efforts or innovations in local governments. We would
like to encourage your community to participate. All you need to do is describe your accomplishment(s) in a
narrative not to exceed two typewritten pages.

Eligibility
if your city or borough has helped to initiate innovative programs or simply found a more effective way to do
its job, you are eligible for the Alaska Awards of Excellence.
What are the award categories?
Awards are given in seven categories and in two population divisions: cities and boroughs with population
under 2,500 and those over 2,500. The award categories are:
• Community Development - any program to improve the physical or economic vitality of the commu-
nity, such as construction projects, housing projects, or neighborhood development.
• Economic Development - any program to improve the economic development of the community, such
as innovative ways to bring in new businesses to the area.
• Public Safety - any program to improve security in the community, such as drug abuse prevention, fire
and rescue programs, emergency preparedness, or crime prevention.
• Human Services - Any people -oriented program to aid the community's citizens, such as senior citizen
programs, employment programs, community festivals, parks and recreation, cultural arts, etc.
• Public Works and Transportation - Any program including transportation systems, energy resource
management, planning and land use, and natural resource preservation programs.
• Effective Government - Any program to improve the operation of government including employee
development, innovations, training, communications, computer applications, fiscal applications, and
intergovernmental cooperation.
• Public Participation - Any program or plan to increase public participation in the local government
process or community projects.
What is the entry process?
An application form (attached) and narrative must be submitted by September 20,1997. The narrative should
not exceed two pages. An appendix including photographs, pamphlets, or newspaper clippings, etc., may be
sent with the entry.
Who will judge the competition?
Entries will be judged by the AML Board of Directors. Awards will be presented in each of the above categories
and by size of municipality.
What are the awards?
The winning municipalities will be featured in an article in The Touchstone, press releases will be sent out for
publication around the state, and your municipality will be presented with the official Alaska Awards of Excel-
lence plaque at the 1997 AML Local Government Conference in November, in Ketchikan, Alaska.

NARRATIVE
Prosram Description:
On April 26, 1997 the Kenai City Council held the "Kenai Economic Outlook Forum" in an
effort to focus attention on "downsizing" trends in the local economy. To accomplish this,
the Council decided to gain knowledge of Forum participants' needs as business and
community members, their ideas on the role of city government and their suggestions relating
to priorities and future direction in terms of Kenai's revenues, expenditures and economic
diversification. To ascertain their objectives, briefings were heard from representatives of key
community sectors that also included an overview of the economic health of the City
government.
To increase the probability that local business representatives and major sales and property
taxpayers would attend, personal invitations were mailed as well as newspaper articles and
advertisements published to invite those in the public sector. The Forum began at 8:30 a.m.
and continued through 4:00 p.m. and was well -attended with approximately 100
participants.
Cost:
The Forum was co -sponsored by the Alaska Department of Commerce and Economic
Development (through a Small Business and Economic Development Conference Grant), the
First National Bank of Anchorage (providing sponsorship funds), and the City of Kenai. In
order for the elected officials and city personnel to best absorb the discussions and findings,
the Forum was facilitated by K. Scott & Associates, Inc. and XCEL Training & Consulting.
Costs for presentation of the Forum included $8,260 and advertising costs of $69. Additional
donations for meals were also obtained. There was no cost to the participants or to local tax
payers.
Results:
Through discussions, suggestions were made by participants, stressing the importance of
controlling the balance of revenues and expenditures; maintaining or increasing revenues
through expansion of revenue sources; increasing tax revenues through increased economic
activity and an expanded tax base of taxpayers, instead of raising taxes; manage expenditures
as efficiently as possible while maintaining basic services now available; and, expansion in
diversification through further recreational, financial, infrastructure and market and
marketplace development in the City of Kenai.
Recommended methods for accomplishing the above suggestions included: accurate
forecasting; strategic community planning; controlled implementation; and responsive
monitoring and evaluation. It was also suggested that achieving a stronger sense of
community could result from user-friendly city leadership and personnel, regulations and
policies, and cooperation between city leadership and other community organizations.
The City could conclude from the top two participants' ranking of priorities, that its pro -active
involvement was encouraged in "assisting in development of infrastructure to promote Kenai
as a year-round destination (including late night flights)" and "fostering continued oil and gas
development in the Cook Inlet." Other priorities were enhanced city council and employee
relationships with small business; involving citizens to build a sense of community;
maintaining a stable tax base; consideration of user fees; development of other revenue

sources; maintain basic level of services; identify bottom line priorities and prepare to cut,
consolidate services with the central peninsula and the state; and enter into a public debate
on service elimination or increased revenues.
Marketing and planning were also considered priorities. The City was encouraged to
consolidate and coordinate marketing activities; expand marketing of transportation; promote
fishing and the dock facility; develop, implement and evaluate a strategic operating manual
to utilize budget and planning forecasting; continually update the City's Comprehensive Plan;
as well as, develop a plan to allow for the elimination/reduction of oil in the Cook Inlet and
a plan that increases taxes in the professional service sector.
Attracting basic industry and selling city land for development were offered as development
priorities.
The following aggressive actions were taken as a result of the Forum:
1. Formation of a community -based Economic Development Committee comprised of
business people from the private sector;
2. Encouraging job and safety advancement through the public/private partnership of the
development of the $14M Alaska Regional Aircraft Fire Training Center to be used by
communities throughout the state as well as the Pacific Rim;
3. Enhancing public and private education through the development of the Alaska
Challenger Center, a $5M investment in the technological future of Alaska;
4. Enhancing Kenai's historic area while maintaining its cultural past through paving
(including sidewalks and street lighting) of Mission Avenue - contributing to the
availability and easy access to walking tours of the Old Towne area and the Russian
Orthodox Church listed in the National Historic Landmark Register;
5. Continued development of senior citizen services through public/private industry
(proposed privately -owned, assisted -living facility);
6. Continuing an effective animal control program through the building of a new ultra-
modern Kenai Animal Shelter from our own resources of $600K; and
7. Implementing promotion of our business and private sectors through the approval of
a lease applications to major retail organizations.
Summary
Our Economic Forum was a successful aid for the energy and desire of the Kenai City Council
and city administration to improve our community through economic development, safety, and
effective government. We look forward to the never-ending challenge of using the information
garnered from the Forum participants to plan Kenai's path to our future. We would encourage
other cities to utilize a similar plan. Copies of the final report from the Economic Forum may
