Attached are the letters and resumes submitted by those people who want to be
considered for the vacant council seat. I have also attached some information I pulled
from the 1999 interviews held to fill another vacant council seat. I thought you may
want a reminder of the format you used and the types of questions you asked.

I would like to express my interest in filling the council seat vacated
by Council Member Bannock. I have 10 years previous experience
serving on the Kenai City Council and know and understand the
duties, responsibilities and expectations of a council member. I fully
understand the budget process, the functioning of the city
administration, and the city ordinances and codes. I believe that I am
a well-qualified candidate, having served on the City Council, as a
member of the City's Planning and Zoning Commission, and as a state
legislator.
I've lived in Kenai for nearly three decades and have demonstrated
my commitment to helping make Kenai a good place to live.

Served as a member 8 years and as Chair for 2 years dealing with planning and zoning regulations for
the City of Kenai. Met twice monthly, held public hearings, worked with city administration, city
Mayor, and Council on Planning and Zoning issues, regulation changes and ordinance
recommendations.
City of Kenai- City Council- 1989-1999
Elected to the City Council in 1989, served as a council member until 1999.
Met minimum bi-monthly to discuss city ordinances and regulations, developed and implemented a
Multi-million dollar city budget, worked with private and public sector to develop several
Multi-million dollar projects within the city. Worked to bring millions of state and federal dollars to
city for a variety of municipal projects and facilities. Served as ad-hoc council member on P & Z.
Alaska State Legislature- State House of Representatives-1999-2001
Elected to the State House in 1998. Served on several
budget sub-committees, State Affairs Standing Committee, Oil and Gas Committee, and Fisheries.
Worked on developing and implementing the state's multi-billion dollar budget, helped work on
capital budget. Helped work on and develop legislation enacting state laws, appropriating state and

with my education and employment background, I am enclosing a copy of my
resume.
i have been an Alaskan resident since 1971 and have lived and worked on the
Kenai Peninsula since 1984. My son, Joseph, and I moved to Kenai in July of
that year.
Since the move to Kenai, I have been an active member of this community. I
serve on the Kenai Library Commission. I have also been involved with the
Kenai Peninsula Youth Court program since its inception. In the spring of 2003
i waS appointed by Governor Frank H. Murkowski to serve a three-year term on
the Alaska Juvenile Justice Advisory Committee. I am the only representative
from the Kenai Peninsula on that Committee.
Based on my background and experience, I believe I have much to contribute

2001 to the present.
I am interested in the workings of the city and have attended most of the
Council meeting sense last September.

my background and experience~ over the years. As you know I have .actively ~onght a ~eat
on the Council by appointment and by ballot in the pa~t. I continue t° have an interest in

My experience as a career Coast Guard officer provided many opportunities to develop
my management skills and decision making abilities. Since retiring from the Coast Guard I

~mall cargo ve~el~ operating all over Alaska and down the Inside Pa~age, and. have
captained and managed tonr boat~ operating out of ltomer. Though I am ~emi-retired
now, I am ~till active a, a director of the Kenai Rotary Club and an active member of the

PROPS Committee of the Cook Inlet Regional Citizen~ Advisory Council.

PROFESSIONAL QUALIFICATIONS
Over 40 years experience in management including a career as a U.S. Coast Guard Officer operating
Coast Guard vessels while serving as Executive Officer and Commanding Officer
and in various ashore assignments as Captain of the Port while in command of two Marine Safety Offices.
Since leaving the Coast Guard I have exercised my managemenat skills while serving on various
non-profit boards and service organizations and as manager of the
Cook Inlet oil spill co-op in Nikiski. I have olso been operating cargo and passenger

To be considered, you must be a
a. Qualified voter of the City of Kenai;
b. At least 21 years of age;
c. Resident of the City of Kenai for one year, immediately
preceding the appointment.
