TY COUNCIL CHAMBERS CITY OF KENAI Proposed Upgrades 2006 AWG Kenai Multi-Purpose Facility The following is a prioritized list of upgrades prepared by the city administration for the Kenai Multi-Purpose Facility in preparation for the 2006 Arctic Winter Games. This list includes life safety requirements as described in the attached memo (alternative II) dated December 1st, the AWG mandatory upgrades for the multi-purpose center as addressed in the attached October 22nd AWG proposed Capital Improvements, as well as desired upgrades consisting of spectator netting and wind protection. Prioritized upgrades (in order): 1. Life Safety Requirements a. Security Camera System b. *Beam Protection c. Emergency Lights, exit signs d. Fire Alarm e. Standpipe System f. Doors/panic Hardware (if required) *City is currently addressing this issue. 2. AWG Mandatory Upgrades Shower Facilities a. Two (2) Portable Trailer Shower Facilities Team Rooms a. Two (2) Newly Constructed Team Rooms. Team rooms should be located in back of facility. Foundation, electrical hook-ups, and a shelter over shacks would be needed. Locating two (2) team rooms to back of facility allows for separation between spectators and players. The two remaining permanent inside team rooms could be used, thus eliminating the need for two portable trailers serving as team rooms. Permanently locating team rooms prior to event will eliminate the need for relocating them twice. Seating a. Portable Bleachers b. Elevated Platform For Seating Radiant Heat b. Our discussions were based on minimum requirements to meet the intent of applicable codes. Here are our conclusions and cost estimates for each alternative configuration and use: Alternative I {As is): The facility remains configured as is, with no change in use. This configuration allows for limited combustible contents and will be required to meet the following' · Non combustible construction and contents (as is, no flea market), with exposed wall and roof support beam protection completed to provide the required 15- minute thermal bamer. Beam protection serves a fire safety purpose and should reduce 'the condensation problem. · To meet required exiting, the front of the building remains open. · Seating limited to current capacity and bleachers · Combustibles limited to the two built-in player shacks; the two portable player shacks are to be moved outside of the building. Estimated Costs Required beam protection' Estimated Total' 60,000 $60,000 Alternative II' Facility is used"as a hockey/skate rink for majority of the year, and allows seasonal use that may include limited combustible contents (flea markets, etc), and a variety of other uses. This configuration allows for limited combustible contents and will be required to meet the following' Maintain required fire resistive rating by limiting combustible contents and finishing the beam protection with a 15-minute thermal bamer. Maintaining this rating will permit the from of building to be fully enclosed (permanently or temporarily) for heating & ventilation needs, while maintaining required exits. · Spectator seating may be increased at existing bleachers to between 400 and 500, with the total facility occupant load remaining at less than 1,000. · Install emergency lights, fire alarm system, exit signs and doors with panic hardware (if doors are installed at all) at exits of adequate size for the increased spectator capacity and overall occupant load of nearly 1,000. · Fire alarm system must meet requirements for "A2.1" occupancy (detection in enclosed areas, mimmum quantity of pull boxes, strobe/horn local almms not required to be momtored). · Install a Class III standpipe system: 1. System to be professionally designed for hydraulic reasons; may require a 4- inch supply line to serve the wet system at required capacity. 2. Can remain dry in winter months to prevent freezing (when ice is in), and will be supplied by fire engines in a winter emergency. 3. It will be a wet system in summer months (used as flea market or other than as an ice rink), supplying secure hose cabinets. The wet system is intended for occupant use and is supplied by city water mains. 4. System will require 2.5-inch fire department connections on the Challenger side of the building, with pipes gated down to 1.5-inch pipe to supply secure hose cabinets. 5.If the building is enclosed, the system will become a wet system year rotmd. 6.Hose cabinets will need to provide coverage for the entire facility. · Combustibles limited to the 2 built-in player shacks, the two portable player shacks moved outside of building. This configuration allows for combustible contents and will be required to meet the following: Requirements of Phase II. · Automatic sprinkler system is required throughout due to expanded types of use and because the building is oversized. The standpipe system noted in Alternative II will stay in place and become a component of the fire protection system. · Combustibles limited to the 2 built-in player shacks, the two portable player shacks moved outside of building. Occupant load can be maximized based on a "per square foot" formula. This may be in the range of 1,200 to 1,300 people including vendors, user groups and spectators. Security Camera System: Required beam protection: Seating: Emergency Light~, exits signs: Fire alarm: Standpipe system: Doors/panic hardware: Sprinkler system: Estimated Total: Estimated Cos~ 10,000 60,000 34,000 8,000 20,000 20,000 10,000 75,000 $247,000 Alternative I1 provides the City the most versatile use of the facility at the least expense, with all life safety features capable of being integrated into the Phase III design when the facility is completed as a tree multi-purpose facility and enclosed per conceptual designs. This alternative also eliminates the need for a "dry" sprinkler system as prescribed by code, yet meets the intent of the code to provide a reasonable measure of safety for use beyond that of an ice fink. The dry sprinkler, system would be prone to cold-related failure and vandalism, and it would definitely incur higher costs due to the need for a larger water supply/riser, a back- up generator and an air compressor. Required annual inspections and system certifications would also be required. Alternative H "secure hose cabinets" also require regular inspection and certification, but on a five year cycle. The fire department will test and document the adequacy and readiness of the fire hose in the cabinets on an annual basis. The fire department will also train on-site managers to use these systems properly. Proposed Capital Improvements 2006 AWG Kenai Ice Multi-Use Facility October 22, 2004 Mandatory Upgrades: * Radiant Heating, specific to covered team benches and/or spectator bleachers * Lighting in compliance to City & AWGIC standards * Move two existing team rooms outside structure * Construction of two additional heated team rooms.. * Compliant, completion of existing structural shell * Expanded / additional Girls & Guys Washrooms · Portable shower facilities placed outside structure. Add four more sets of bleachers inside structure. ( Possible movement from Softball Fields ) Note: The ( * ) denotes permanent improvements to the overall complex. Ancillary Upgrades: + Snack Bar + Skate Sharpening ( Rental ) Pro Shop Foyer/Lobby + Ticketing Office + Facility Office Note: The ( + ) indicates usage of portable trailer per temporary upgrade. At this point in preparing for the 2006 Arctic Winter Games it appears a c.~nm~ed effort be initi~ed and made in finalizing all designs, plans, timelines and' construction phases for this venue in order to facilitate "test events" in it's complet~l form for SI~~ Skating and Hockey no later than O~tober, 2005. Test Events are an AWGIC requirement for any venue which has to be c.,ons~~~, or altered in order to me~t ~tandards of expedition for any particular sport or competition. Preliminary review and examination of this facility will come via AWGIC in Mar~ 2005, and Jur~ 2005. A firml m~q~v of the completed venue, and the other capital projects listed in the Kenai Peninsula /~'~ic ~inter Games 200~ will oemr in Oclol~r of 2005. The only ancillary upgrade I believe to be paramount to the facility for the Games is the Sna~ Bar. Or we can discuss about shipping them later. Some helpful information about our shower trailers: The all shower trailer has two 1300 gallon bladders for gray water. These trailers can be directly plumbed into a sewer system if available, which is ideal and more cost effective for you. Otherwise, it is, your responsibility to fred a way to have the bladders emptied. The fresh water tank on the all shower holds 1300 gallons. Each shoWer head uses about 2 gpm. It is your responsibility to fred a suitable water source. We do have an on board pump that can be used to · pull water into the boiler system. There are several water soumes that we can use: fire hydrant, garden hose, holding tank, water trucL..we can adapt to about anything. The boiler system (which provides hot water in two minutes and guarantees hot water the entire time) mm on propane. There are three '80 gallon tanks on board each trailer. If the tanks nm out of propane during ~e rental, you will be responsible to refill them. Finally, the miler runs on 60-amp 220V single phase. The 16 stall shower trailer has an on board generator which can be rented for an additional cost plus the diesel fuel. Re: Kenai Multi-Purpose Facility The 2006 Host Society for Arctic Winter Games ( AWG ) appreciates the gracious consideration of the City of Kenai and it's Council in regards to the use of the facility for Hockey and Speed Skating competitions. These competiti°ns will occur between March 5-11, 2006. In order to create the best Possible opportunity for these competitions to be held at the Kenai Multi-Purpose Facility, specific short term, temporary adjustments as well as possible long term permanent upgrades will be necessary. This is due in direct compliance with the Arctic Winter Games International Committee's ( AWGIC ) Staging Manual. The vast majority of these adjustments are temporary and will need to be in accordance with and confirmed by the Kenai City Council and overseen by their designee(s) with consideration to the Kenai Fire Department, Public Works and Parks Department. ( See Memorandum per Linda Snow, December 1, 2004 ) AWG Recommitment to the Goal As noted/n the Constitution of AWG we are committed to doing as much permanent work as may be warranted and practical for the legacy of the community's Multi-Purpose Facility. This commitment would not exceed the bounds outlined in any of the proposals set forth in the original Bid Package of the AWG Host Society and/or the Alternatives set forth in the aforementioned Memorandum from Ms. Snow. However, adjustments not previously identified by either of these docUments would be considered primary if they are to meet the goals and objectives of the AWGIC.
