I am forwarding this letter of interest for appointment to the vacancy existing on the
Council with the Mayor's election to office. As most of you know, I am presently serving
the city on the Kenai Harbor Commission, the Planning and Zoning Commission and most
recently on the Kenai Economic Development Strategies Group as the city representative
from the above Commissions. My interest in serving the city goes back many years, I was
appointed to the Harbor Commission in 1987 and have served as chairman and presently
as vice chairman during the past 17 years. I have served on the Planning and Zoning
Commission since early last year. I have campaigned for election to city council as long ago
as 1988 and then again over the past 4 or 5 years. I did not campaign this year since I had
made plans to go back to New England to enjoy the fall foliage and would not be here for
the better part of the campaign.
In addition to my direct service to the city I have also been active in many community
groups being a member, director and past president of the Kenai Rotary Club, member
and past director of the Kenai Chamber of Commerce, founding director of the Central
Peninsula Habitat for Humanity, public member of the PROPS Committee of the Cook
Inlet Regional Citizens Advisory Council, serving as an elder at Kalifonsky Christian
Center and as Hospital Chaplain at CPGH and Heritage Place.
Although I am mostly retired, I still have a consulting business and serve as relief
captain on the M/V Rainbow Connection during the summer season and we operate a small
Bed and Breakfast year round. Enclosed is my resume listing my management experience
during 27 years of US Coast Guard service and as manager of an oil spill response
organization in Cook Inlet. I believe my decision making skills and management
background will be helpful in serving on the city council. From the harbor commission I
bring a desire to see the Kenai Coastal Trail/Bluff Erosion Project continue as a means of
protecting the downtown area and provide the community with access to the riverfront.

Over 35 year's experience in training, marine, regulatory and environment managemem disciplines with over
twenty four year's experience in alaska including nineteen years in Cook Inlet.

My recent mn for City Council was based on a desire to serve the community
where I live. Giving back to the community of which I am a pan has always been
important to me as a citizen.
It is my opinion, based on the vote count I was able to acquire within the city of
Kenai, that there is an adequate voter support to warrant an appointment to finish
the term to be filled.

I am applying for the Council, because I believe the city and I will benefit each other. I want to be
able to give back the city tbr which I have grown to love. I have lived and worked in the Kenai area
since 1994. I have two children and plan raising them in this great city of ours. I have family that
reside here in Kenai and have nephews and nieces that attend local schools.
I believe that my experience working in the legislature will be beneficial to the Council and the City
of Kenai. While working for the Legislature I have worked with various state agencies, other
legislative offices as well as the operating and capital budgets. Part of my job as a legislative staffer is
to help draft bills and follow them through the legislative process. I have testified in committees on
various issues and subjects. I was in charge of my boss's legislative billing and office accounts.
I have also served for the past two years on the Industry Appreciation Day Committee. Most recently
I was appointed to the Hospital Service Area Board in May 2004 and elected to that board this pass
Municipal Election on October 5,2004.

Dear Carol:
Please accept this letter as my formal request to be considered for the appointment
to fill the vacant City Council position on the City of Kenai City Council.
As a 27 plus year resident, husband and parent of three small children and local
business owner in the City of Kenai, I believe I have the necessary skills and
experience to contribute to the Council and residents of the City. I have included
a brief one page resume that briefly summarizes my education and experience as
requested in the Public Notice for this position. After careful consideration, I
believe it would be an honor to serve my neighbors and community in the
capacity of City of Kenai Council Member.

The Kenai City Council will meet in a work session in the Kenai City
Council Chambers at 210 Fidalgo Avenue, Kenai on Wednesday,
November 3, 2004 beginning at 5:00 p.m. The purpose of the work
session is to interview candidates to be considered for appointment to a
vacant council seat. Appointment of a candidate will take place during the
November 3, 2004 council meeting, to begin at 7:00 p.m.
