The work session was opened at 7:00 p.m. by Mayor Porter. Acting City Manager
reported Candidate David Thompson contacted him and requested his name removed
from the list of candidates.
MOTION:
Council member Molloy MOVED to convene in an executive session of the Council of
the City of KenaJ, to discuss and review personal characteristics of the City Manager
applicants, including review of references. Council Member Ross SECONDED the
motion.

MOTION PASSED UNANIMOUSLY.
A brief discussion followed in which Council discussed a tentative schedule for
conducting interviews, preparation of interview questions, etc. Consensus was
reached as follows:
* Tentative date for holding interviews' Friday, January 13 and Saturday,
January 14.
· Tentative interview schedule' Rick Koch, Friday morning; Dennis Packer,
Friday afternoon; Mike Miller, Saturday morning.
· Spouses will be invited to travel to Kenai at the city's expense.
· Kopp is to further investigate the candidates, i.e. credit checks, etc. The
information search should be completed within a week and the supplemental
information should be forwarded to Council by the end of the year.
· A list of questions will be forwarded to Graves to review. The list of
questions will be forwarded to Council to review. If there are additional questions
Council would like asked, they should be submitted for review.
Council also considered whether the candidate should be requested to reimburse
travel costs if the applicant has traveled to Kenai for an interview (at city's expense),
offered the position, and then turned the position down. Consensus was no.
Council also Considered whether several of the council should travel to the towns
where the candidates currently live to ask questions of townspeople, etc. Consensus
was no, they were satisfied with the information received from the reference checks.
The work session ended at approximately 8:44 p.m.

I spoke with Mr. David Thompson this morning. He confirmed his below email note of withdrawal from our City Manager selection process. David
said that he and his wife were not comfortable "pulling up stakes and heading to Alaska". I thanked him for his participation in the process.
We still have Rick Koch, Mike Miller, Dennis Packer and Ron Singel in the process.

I have completed 32 job reference interviews for the five finalists' Rick Koch, Michael
Miller, Dennis Packer, Ron Singel and David Thompson. I used the identical question
format for each interview. Responses to questions were documented as close to verbatim as
possible.
In preparation for the December 13, 2006 work session, please review the attached Kenai
City Manager Background interview forms for each candidate. You will find the information
helpful in making your finalist selection(s). Information brought out by the .job reference
interviews includes candidate personality, relationship skills with individuals and groups,
work style, character traits, management abilities and effectiveness with policy-making
bodies.
Once the finalist(s) are selected, we will proceed to scheduling interviews. The interview

Interview: Jeff Taylor, City Engineer, City of Burlington, N.J.
Q 11' Describe a situation that should have been handled differently. This is a
continuation of Mr. Taylor's response concerning a situation involving David Thompson.
The City of Burlington bid a water meter contract for all business and residential
customers. The next to the lowest bidder sued the City for improper and incorrect bid
specifications and language. They won their suit. The City was directed to rebid the job.
The contractor who now came in as the low bidder was the same contractor who suet~ the
City.
A job meeting was scheduled to begin the project. The contractor failed to show for the
meeting. David was upset with the contractor and wrote a terse letter reprimanding him
for failing to attend the meeting. The meeting was rescheduled. David and the contractor
both had a chip on their shoulder and "the meeting got ugly", with both David and the
contractor going after each other verbally.
Unfortunately, the entire job was a hostile experience with this contractor. The
contractor was very difficult to deal with, and very antagonistic. I believe David's
assessment of the contractor being a negative person who the City should not be doing
business with was entirely correct. I think David's approach/responSe to the contractor's
behavior was not productive.
