CALL TO ORDER & ROLL CALL The meeting was called to order at 7:00 p.m. Roll was confirmed as follows: Commissioners present: J. Joanis, S. Kisena, T. Wisniewski, N. Widmayer, J. Halstead Commissioners absent: C. Stephens Staff/Council Liaison present: Parks & Rec Director B. Frates, Council Member T. Navarre A quorum was present. 2. AGENDA APPROVAL MOTION: Commissioner Joanis MOVED to approve the agenda as presented; Commissioner Halstead SECONDED the motion. There were no objections; SO ORDERED. 3. ELECTIONS OF THE CHAIR AND VICE CHAIR Commissioner Joanis nominated to re-appoint Commissioner C. Stephens as Chair and Commissioner N. Widmayer as Vice-Chair. There were no objections; SO ORDERED. 4. APPROVAL OF MEETING SUMMARY a. December 7, 2017 MOTION: Commissioner Joanis MOVED to approve the meeting summary of December 7, 2017 and Commissioner Halstead SECONDED the motion. There were no objections; SO ORDERED. 5. PERSONS SCHEDULED TO BE HEARD – None. 6. UNFINISHED BUSINESS a. Discussion – Pedestrian Trails Parks and Recreation Director Frates asked for consideration be given to three areas for future trail construction plans. Areas previously discussed and needing prioritized included: Municipal Park, East End Trails and Ryan’s Creek North. Frates noted that each area offered advantages and challenges but needed prioritized for future planning considerations. He further noted that some of the important considerations should include: connectivity, high density areas, current Page 3 of 21 Parks and Recreation Commission Meeting January 4, 2018 Page 2 use, and opportunities. Commission members discussed merits of each location. It was recommended to prioritize the Municipal Park as first priority based on the following factors: connectivity to Old Town, historical relevance, proximity to large neighborhood and current opportunities. MOTION: Commissioner Joanis MOVED to place Municipal Park as the top priority; Commissioner Kisena SECONDED the motion. There were no objections; SO ORDERED. 7. NEW BUSINESS a. Action/Approval – Agenda Format Changes Director Frates referred to the City Clerk’s memorandum and noted minor changes that would streamline the format for all committees and commissions. MOTION: Commissioner Halstead MOVED to approve the proposed agenda revisions; Commissioner Wisniewski SECONDED the motion. There were no objections; SO ORDERED. 8. REPORTS a. Parks and Recreation Director – Frates reviewed the Activity Report as provided in the packet; noted the Skate with Santa event; the opening of Daubenspeck Pond for outdoor ice skating; the 2018 flower order; and planning for a Spring Pickle Ball Tournament. b. Commission Chair – None. c. City Council Liaison – Navarre reported on the recent actions taken by City Council and noted the City will be working on its annual budget. 9. NEXT MEETING ATTENDANCE NOTIFICATION – February 1, 2018 10. COMMISSION QUESTIONS & COMMENTS The method of maintaining the outdoor rink was questioned. Director Frates described the process. Please be prepared to discuss and update these recommendations at the February 1st meeting. Engineered Accompanying site amentities would be included, i.e. wood fiber should be utilized for fall protection. 1 benches and swing bench. Equipment installation would be performed in-house. Existing play equipment was removed in summer 2017. Kenai Little League Facility Restroom Project would construct permanent restrooms with attached 75,000.00$ Portable restrooms are rented by several entities for and Storage Space storage space. Storage would be shared by KLL & COK.their respective programs. Additionally, the COK rents 2 units during the PUF. Soccer Field Irrigation The COK maintains four natural turf soccer fields totaling 395,000.00$ approximately 13 acres. Currently, staff waters fields via 3 reel sprinklers which becomes time consuming for staff. Outdoor Event Park Stage - Phase I Project would provide design & construction of an outdoor 250,000.00$ COK has one large park-like setting to stage and associated electrical and lighting needs (Phase I).accommodate large venues (4th July, Industry 4 Appreciation, etc.) and is located on Kenai Municipal Airport land. Due to FAA restrictions, ability to add future infrastructure is limited. Kenai Trails/Signage Project would construct Phase I of trail system and 5,000.00$ Trail construction methods would incorporate 5 associated signage within Municipal Park Boundary.use of D-1 gravel. It is expected Phase I to be partially grant funded (90/10) for estimated total project cost of $30,000.00 6 Dog Park Project provides construction for a fenced in area for $80,000.00 Project would provide agility-type equip. with citizens to exercise, socialize and train dogs.access to Daubenspeck pond.Page 9 of 21 KENAI PARKS RECREATION CAPTIAL IMPROVEMENTS PROGRAM (CIP) PRIORITIES FY2020 PRIORITY PROJECT TITLE DESCRIPTION REQUIRED NOTES/COMMENTS NUMBER FUNDING Playground Replacement Project would replace aging equipment and provide 250,000.00$ Park serves as primarily a small residential area overall renovation to park surrounded by several apartment complexes 1 with multiple family units. It is anticipated that this project could be partially or entirely funded by another entitiy. Large Area Grass Mower Project would provide a large mower to keep up with 30,000.00$ Amount of turf areas continue to expand and turf mowing demand each summer.department needs to acquire another large mower 2 capable of providing efficient turf maintenance. Mower would replace a John Deere Reel mower purchased in 1992. It currently has 1,900 hrs and increasingly difficult finding replacement parts. Adult softball Infield Dirt Replacement Project would replace approximately 6" to 10" of infield New infield dirt would provide increased safety. 3 dirt on Field #1, #2 and #3 25,000.00$ LH Park Electrical Upgrades Funds would be used to bury an overhead power line 15,000.00$ There is an power line directly overhead of a memorial 4 within LH Park and add outdoor lighting to the tree. Kenai Nordic Trail Lighting - Design Project would provide for design & cost estimates for a 50,000.00$ Lighted system would improve general safety lighting system at the Kenai Golf Course.for skiers and maintenance personnel. Project would be phased over several years. Scenic Bluff Overlook Project would provide upgrades to area.Unknown Specific upgrades need to be determined based on use of this area.
