Chair Stephens called the meeting to order at 6:05 p.m. Roll was confirmed as follows:

Commissioner Widmayer MOVED to approve the agenda; Commissioner Halstead SECONDED

4. NEW BUSINESS
a. Discussion/Recommendation – Draft Ordinance amending Kenai Municipal
Code Chapter 14.25 – Landscaping and Site Plans for all Retention Basins,
Commercial, Industrial, and Multi-Family Development and Land Clearing in
Certain Zones in the City and Making other Housekeeping Changes.
City Planner, Matt Kelley, presented a staff report outlining goals and timelines. As part of the
process, various city commissions and committees are asked to review and comment on the Draft
Site Plan Ordinance. Mr. Kelley reviewed the existing Site Plan Ordinance noting certain updates
needed; a review of how site plans are currently administered was also explained.
Questions were asked pertaining to contractor notifications, opportunity for public comment,
invasive plant species, fines, fire buffers, fencing, and speculative building. Mr. Kelley provided
explanations and answered questions accordingly.
MOTION:
Commissioner Halstead MOVED to approve a motion between the Beautification Committee and
Parks & Recreation Committee to approve the draft ordinance amending KMC Chapter 14.25 for

possible inclusion of the following considerations: invasive species, privacy fencing, residential
application (spec homes), and firewise compatibility; Commissioner Widmayer SECONDED the

a. Discussion – Fall Pumpkin Festival
Director Frates provided a report that included various feedback from those that assisted with the
activity. Some of the suggestions discussed included adding food vendors; more tent space and
separation between activities; louder music; better crowd control; and different ideas for
distributing pumpkins.
7. NEW BUSINESS
a. Discussion/Recommendation – Change Meeting Time
Director Frates noted that the idea of changing the meeting time from 7 p.m. to 6 p.m. was brought
forward at a previous meeting with a request for further discussion.
MOTION:
Commissioner Sierer MOVED to change the Commission meeting time to 6 p.m. and
Commissioner Canady SECONDED the motion. There were no objections; SO ORDERED.
b. Discussion/Recommendation – Revision to Agenda Order

Director Frates referred to the City Clerk’s memorandum that outlined the proposed revisions to
the agenda order. It was further noted that this was an effort to streamline the format for all
committees and commissions.
MOTION:
Commissioner Reed MOVED to approve the proposed agenda revisions; Commissioner Madrid
SECONDED the motion. There were no objections; SO ORDERED.
c. Discussion – 2018 Volunteer Plant Day
Director Frates noted two possible dates for consideration: Saturday, June 2 and Saturday,
June 9. The Commission discussed the dates proposed.
MOTION:
Commissioner Sierer MOVED to hold the Volunteer Plant Day on June 9, 2018; Commissioner
Canady SECONDED the motion. There were no objections; SO ORDERED.
d. Discussion – 2018 Flower Order
Director Frates reported that the flower order had been placed. He explained that the department
was able to set up an account with a broker and now had access to a wider variety of plant material
and often superior plants, compared to some varieties. Frates further noted that the department
worked with the Soldotna Parks and Recreation on a shared order; providing cost savings on
freight.
8. REPORTS
a. Parks & Recreation Director – Frates called attention to the department’s activity report
provided in the packet and noted the success of the Skate with Santa Activity.
b. Committee Chair – Gabriel welcomed the new committee members, T. Wilson and K.
Reed.
c. City Council Liaison – Boyle reported on the recent actions taken by City Council; next
meeting is January 17.
9. NEXT MEETING ATTENDANCE NOTIFICATION – April 10, 2018
10. COMMITTEE MEMBER QUESTIONS AND COMMENTS
It was noted that the Peninsula Garden Club meets on the 2nd Tuesday but it created a conflict
for some.
Commissioner Reed noted her experience with assembling use of volunteers and offered
assistance.

RE: 2018 Plant List (Plugs)
Attached is list of flower plugs ordered for the 2018 growing season along with a short description
and a picture.
The flower list is similar to last year’s order in terms of type and quantity. One change, however,
is the addition of the Proven Winner series. Most notable are the Supertunias, i.e., Picasso, Vista
Bubblegum, Vista Fuchsia and Vista Silverberry.
Randy will begin designing flowerbeds over the next couple of weeks. If you have a particular
design idea in mind for a certain area, please contact Randy at 283-8261. Most, if not all, designs
will be presented at the May meeting.

Plant Name Description Picture
Achillea (M Paprika) Apple-red and paprika colored flowers with
sulfur yellow centers. Tall stems are topped
with flat heads of these flowers.
Achillea (m Summer Pastels) Soft pallet of pastel colored flowers with
masses of long-standing flower clusters. Blooms
from early to late summer. Foliage is aromatic
and resembles a fern.
Ageratum (Blue Danube) A large-flowered, vigorous variety of annual
ageratum with powder-puff flower heads of
soft, lavender blue. The fluffy, weather
resistant blooms are particularly attractive to
butterflies. With a dense, compact habit,
Ageratum houstonianum 'Blue Danube' is
perfect for adding texture and color to bedding,
borders and containers.
Argyranthemum (Butterfly) This plant is a yellow daisy that requires low
maintenance for this hearty plant. The foliage
is a medium green that is fragrant and the
flowers are long lasting.
Begonia (NS Deep Salmon) Large full double blooms, and bloom nonstop
all season. Fertilize every two weeks. Great for
shade containers and beds. Drought resistant
and likes part shade/part sun.
Begonia (NS Pink) Compact, vigorous plants and flowers up to
7cm across. Blooms virtually non-stop through
the summer, Ideal for pots, bedding, containers
and window boxes, height of plants 20cm.

Begonia (NS Red) Big, double, red blossoms on an upright, bushy
plant with bronzed foliage slightly more heat
tolerant that other tuberous begonias
Begonia (NS Yellow) Large full double blooms, and bloom nonstop
all season from mid spring to frost. They
resemble roses with their packed rows of bright
yellow petals. The plant does not require
deadheading. Fertilize every two weeks. Great
for shade containers and beds. Drought
resistant and likes part shade/part sun.
Calendula (Bon Bon Yellow) Early, free-flowering dwarf plants with bright
yellow blooms.
Calibrachoa (Caribbean Cocktail) Small flower that grows and flowers at an
amazing rate. The plant is layered so it
produces three different colors of flowers. It is
perfect for containers or hanging baskets but
also can be tucked into the front of a border.
Requires ample water and fertilizer.
Calibrachoa (Old Glory) Small red, white and blue flower that grows
and flowers at an amazing rate. It is perfect for
containers or hanging baskets but also can be
tucked into the front of a border. Requires
ample water and fertilizer.
Calibrachoa - Superbells Yellow Petite bright yellow long blooming
flowering plant. Does best in beds with
great drainage. This plant reaches heights
of 6-12” and trails up to 24”.

Calibrachoa - Superbells Dreamsicle Abundant, small petunia-like orange
flowers all season on cascading growth, no
deadheading necessary. Great for
attracting hummingbirds. Reaches heights
of 6-12” and trails up to 30”.
Calibrachoa - Superbells Holy Moly Abundant, small pink and yellow petunia-
like flowers all season on cascading growth;
low maintenance. Reaches heights of 6-
12” and trails up to 24”.
Cardoon
Large grayish-green leaves. From the globe
artichoke family. The fleshy leaf veins and
stalks, along with midrib of cardoon are best
when boiled.
Dusty Miller (Silver Dust) This plant has silvery-white color leaves. The
foliage has a fine-texture that contrasts against
other plants' green foliage. Very easy to grow
and withstands heat and drought well.
Geranium (Ivy Contessa Burgundy Bi-color
Picasso)
Grow this Geranium in full to part sun in fertile,
well-drained soil. Excellent for a hanging
Basket. Remove spent flower clusters at the
base of the flower stem where it attaches to
the branch. Let soil slightly dry between
waterings.
Geranium (Maverick Red) This series is easy to grow and uniform to
bloom. Bred for high density, mass production.
Godetia (Satin Mix) Dwarf hybrid, base branching with uniform
flowering; multi-colored.

Heliotrope (Midnight Sky) Deep purple flowers with light colored centers.
Foliage is a dark green. Grows 8-10” in height.
Great for attracting butterflies.
Hydrangea - Incrediball Deciduous shrub that grows from 48-60” in
height. Large white flowers with dark green
foliage.
Ipomoea (Marguerite) This is a sweet potato vine that that lights up in
the sunlight and looks paler in part shade.
Grows over the edge of a wall or creeping along
the fringes of a border. This vine is heat
resistant.
Ipomoea Sweet Caroline - Green With
Envy
Lime green foliage that grows up to 10-16” in
height and trails up to 28”. Also called sweet
potato vine.
Kale (Redbor) Cold hardy edible plant is both beautiful and
tasty. Mild and crisp tasting with curled leaves,
adding a flash of wonderful color to salads.
Kale (Nero Di Toscana)
Very dark green leaves are 2-3" side and 10"
long, with a crumply appearance. A cross
between cabbage and kale lends to its unique
characteristics; especially sweet after a freeze.

Kale (Nagoya White) Cut flower type kales have 24" stems with small
round leaf cabbage heads. Heads have
greenish purple outside leaves and white inside
leaves.
Lamium (Beacon Silver) A tough yet showy perennial groundcover.
Forms a spreading patch of small silver leaves
with a narrow green edge. Clusters of bright-
pink flowers appear in spring, then continue off
and on until fall. Fairly tolerant of dry shade,
once established.
Lamium (Golden Anniversary) A tough yet showy perennial groundcover.
Forms a spreading patch of small heart-shaped
green leaves, brightly edged in gold, with a
silvery stripe down the middle. Clusters of rosy-
purple flowers appear in spring, then continue
off and on until fall. Absolutely stunning as an
accent plant in shady areas, or included in tubs
and mixed containers. Fairly tolerant of dry
shade, once established.
Lobularia - Snow Princess Abundant, highly fragrant small white blooms
all season long; vigorous plant that thrives in
hot or cold. Grows to a height of 4-8” in height.
Lupin (Gallery Mix) Best dwarf strain of lupins for gallon or quart
containers, perennials or wind tolerant
commercial cut flowers.
Lychnis (a. Orange Gnome) Fiery orange-red flowers over dark, burgundy
colored foliage provide a nice contrast. Good in
shallow, rocky soils with sharp drainage.
Attractive to hummingbirds and butterflies.
Deer resistant. Long blooming. May be short-
lived; good drainage will promote longer life.
May self sow.

Marigold (Durango Flame) Strong stems support 2-2.5" anenome type
blooms.
Marigold (Inca II) Yellow Strong flower stems that support fully double
blooms of bright yellow flowers.
Nasturtium (Alaska Mix) Bicolored foliage is great for hanging baskets
and rock gardens.
Nasturtium (Empress of India) Cascading clumps of single dark scarlet flowers
for hanging baskets.
Pansy (Delta Pre Mix) Flowers held upright on short sturdy stems, this
series is also extremely weather tolerant.

Petunia (Amore Joy) Feature extra-large ruffled pink and white
striped flowers. They are well-known for
earliness, uniformity and weather tolerance
and grow well in hanging baskets.
Petunia (Daddy Sugar) The plum perfect flowers of ‘Daddy Sugar’ are
lavender purple with dark plum veins. The
large, grandiflora-type blooms have wavy
margins and stand up to rain, unlike many
other grandifloras
Petunia (Daddy Orchid) Feature extra-large ruffled flowers with
prominently colored veins. They are well-
known for earliness, uniformity and weather
tolerance.
Petunia (Night Sky) Starry white-on-purple pattern sparkles like the
night sky. Stunning new variety’s heavenly,
high-intensity color creates surefire drama in a
window box, container, or massed front of the
border in full sun/part shade.
Petunia (SW Rose) Produces a mounded, spreading plant that is
easy to manage. They are excellent outdoor
performers offer strong fill and season-long
color. Plants perform equally well in small
spaces, hanging baskets, and containers.

Petunia (SW Volt Mix) Popular, low growing, widely spreading series
that has been bred for abundant flowering,
easy care and versatility. Use in hanging
baskets, window boxes, containers or as a
ground cover.
Petunia Supertunia Charm - Daybreak
Charm
Vibrant sunshine yellow and watermelon
pink flowers are eye-catching and
unique. Small to medium size flowers are
abundant on a really densely branched
plant. It is great in both landscapes and
containers. Grow to 8-12” in height. Petunia Supertunia - Latte Silver white petunia with brown to purple
veins. Grow to a height of 6-12” and trail up to
30”. Supertunia petunias are vigorous with
slightly mounded habits that function as
both fillers and spillers in containers. They
are also excellent landscape plants, best
suited to be placed near the front of
beds. They have medium to large sized
flowers. Petunia, Supertunia Picasso In Purple Bicolor purple flowers with mint green
edges on beautifully mounded to trailing
plants. It mixes well with many other colors
in combination containers, hanging
baskets, and your sunny landscape.
Petunia, Supertunia Vista - Vista
Bubblegum
Light pink petunias that are very vigorous,
with mounding habits that can reach up to
2 feet in height in the landscape and will
trail over the edges of baskets and
containers up to 4 feet by the end of the
season.

mounding habits that can reach up to 2

Silverberry
Medium-sized white flowers with bright
pink veins. They are very vigorous with
mounding habits that an reach up to 2 feet
in height. Provide considerable trailing and
perfect for containers.

Petunia (Surfinia Deep Red Trig) Cascading habit makes them perfect for
hanging baskets, landscaping, window boxes,
and pots. They flower all season and tolerate
heat well.
Petunia (Surfinia Giant Blue Trig) The compact, upright, spreading habit of this
petunia is unique; blue-purple flowers all
season and tolerates heat well.
Petunia (Tidal Wave Cherry) Tidal Wave takes its "hedge" name from the
outstanding shrub-like shape that continues to
hold its form all season. "Flora" refers to the
amazing number of 2 in./ 5 cm blooms that
cover the plants.
Rudbeckia (h Cherokee Sunset) Colorful mid-sized strain that produces large
double daisy flowers for months on end.
Shades vary from yellow through gold, orange,
brown and bronzy-red. An outstanding cut
flower. Removing faded blossoms regularly will
greatly increase the flowering time. Seed heads
have good winter interest, and can be used in
dried arrangements. Fairly drought tolerant,
once established.
Rudbeckia (Indiana Summer) Sturdy, wind tolerant plant producing 6-9"
single and semi-double golden yellow blooms.
Rudbeckia (H Toto Mix) Similar to other variations of Rudbeckia, but
produces shorter plants with larger flowers.
The flowers range from bright yellows to
oranges with dark centers looking similar to a
daisy.
Salvia (S Vista Mix) The plant has large, toothy green foliage below
the 4- to 5-inch flower spikes.
Snapdragon (Rocket Mix) Edible flower that stands at the top of a straight
stalk with very little foliage. The flower
bunches come to a point. The shades include
cherry, pink, orchid, red, golden, lemon and
white. This plant can tolerate light frost.

Verbena (Lanai Dark Red) The plant has dark green foliage showcased
with clusters of large, bright red florets. Lanai
Verbena is a wonderful all-season annual that
looks beautiful in containers, beds and hanging
baskets. Lanai Verbena is very easy to grow
and is a strong garden performer. The
mounding and trailing habit makes them
excellent choices for baskets and mixed
containers. They are early flowering and have a
branched habit. The Lanai performs great in
cool weather and will tolerate light frost. They
will also excel in high heat and are drought
tolerant.
Verbena, Superbena Royale - Royale Red Royale verbenas are vigorous and
mounded, but will trail over the sides of
containers. Bright red flowers with dark
green foliage. This flower grows up to 6-
12” and trail up to 24”.

provides many of the flowers utilized in city landscapes and
allows staff to choose from a wide variety based on color,
height and texture . In addition, community volunteers assist
with selection, design and maintenance of various flowerbeds.
The City ofKenai's Beautification Committee members,
volunteers and staff continue to be instrumental to the success
of our program.
The Beautification Committee also assists in community
programming for local youth including the new Annual
Pumpkin Festival that began in 2016. Local youth are given
personal pumpkins to take home and have opportunities to paint
pumpkins, listen to story time with the Kenai Public Children's
Librarian, decorate cookies, and take advantage of photo
opportunities at the Wildflower Garden on Lawton Street. In
addition to participating in this event the youth are helping to
spread the flower seeds as they wander through the garden .

2018 City Flowers
How many flowers can you identify? The following is a list of flowers
you will find throughout gardens in and around Kenai. Beautifying our
surroundings, creating eye pleasing landscapes and promoting the
quality of life are major attributes of the beautification program.
ACHILLEA-Apple-red and paprika yellow centers. 24", tall stems
are topped with flat heads of these flowers .
AGERATUM-Blue Danube, 8'', a large-flowered, vigorous vari ety of
annual ageratum with powder-puff flower heads of soft lavender-blue.
ARGY ANTHEMUM-Butterfly, 14-18", a white daisy that requires low
maintenance .
BEGONIA-Red, 6-10", big, double, red blossoms on an upright, bushy
plant with bronzed foliage .
BEGONIA-Yellow, 6-10", large full blooms, and bloom non-stop all
reason from mid-spring to frost.
CALENDULA-Bon Bon, 12", Bright Yellow early, free-flowering dwarf
plants with bright yellow blooms .
CALIBRACHOA-Mixed, 5-17" small flower that grows and flowers at
an amazing rate . The plant is layered so it produces three different colors of
flowers.
CALIBRACHOA --Superbells , Petite bright colored long blooming
flowering plant. Does best in beds with great drainage. This plant reaches
heights of6-12" and trails between24-30".
CARDOON-Porto Spineless, 3-4', large grayish-green leaves from the
globe artichoke family . Edible plant with fleshy leaf veins and stalks, along
with midrib of cardoon are best when boiled.
DUSTY MILLER-Silver Dust, > 3 'x2 ', this plant has silvery-white
leaves . The foliage has a fin e-texture that contrasts against other plants '
green foliage .
GERANHJM-Maverick Red, 14", full and rounded 4" blooms held just
above foliage .
HELIOTROPE-Midnight Sky, Deep purple flowers with light colored
centers . Foliage is a dark gre en. Grow s 8-1 O" in height. Very fragrant and
great for attracting butterflies
HYDRANGEA-lncrediball , Deciduous shrub that grows from 48-60" in
height. Large white flowers with dark green foliage
IPOMOEA-Marguerite, 6-12", lime green sweet potato vine that lights up
in the sunlight and looks paler in part shade . It grows over the edge of a wall
or creeping along the fringes of a border.
lPOMOEA, Sweet Caroline, Lime green foliage that grows up to 10-16"
in height and trails up to 28 ".
KALE-Redbor, 18-24", cold hearty edible plant is both beautiful and
tasty. Mild and crisp tasting with curled leaves, adds color to salads.
KALE-Nagoya White & Red , 24 ", heads have greenish purchase outside
leave and white & red inside leaves. Edible plant that is great addition to
salads .
KALE-Nero Di Toscana, 24", very dark green leave are especially sweet
after a freeze. This is a cross between cabbage and kale .
LAMIUM-Beacon Silver, 6-8", a tough yet showy perennial groundcover.
Cluster of bright-pink flowers appear in spring .
LAMIUM-Golden Anniversary, 6-8'', a tough yet showy perennial
groundcover. Cluster of rosy-purple flowers appear in spring.
LAVA TERA-Silver Cup, 24'', flowers are 4" with distinct waxy sheen,
grow on upward stems. Blooms provide striking but short lived cut flowers.
LOBULARIA -Abundant, highly fragrant small white blooms all season
long; vigorous plant that thrives in hot or cold . Grows to a height of 4-8" in
height.
LUPINS-Russell Mix 20", abundance of bi-colored flower spikes.
L YCHNIS--Orange Gnome, 12-18", fiery orange-red flowers over dark,
burgundy colored foliage provide a nice contrast.
MARIGOLD-Inca II, 12-14", yellow follow with strong stems that
support fully double blooms.
NASTURTIUM-Alaska Mix, 12", marbled leaves striped with cream
against bright color range of flowers.
NASTURTIUM-Express of India, 2 ', cascading clumps of single dark
scarlet flowers.
PANSY-Delta Formula Mix, 8-1 O'', extremely weather tolerant multi-
colored flowers held upright on sturdy stems .
PETUNIA-Amore Joy, 10-12", extra-large ruffled pink and white
striped flowers .
PETUNIA-Daddy Orchid, 4.25 " extra-large ruffled light orchid flower
with prominently dark veins.
PETUNIA-Daddy Sugar, 10'12", large grandiflora-type lavender
blooms with dark plum veins.
PETUNA-Night Sky, I 0-13" starry white-on-purple pattern sparkles
like the night sky.
PETUNIA, Supertunia, Supertunia petunias are vigorous with slightly
mounded habits that function as both fillers and spillers in contain-
ers. Available in many vibrant colors.
PETUNIA-SW Rose , 7-1 O", produces a mounded, spreading bright
pink plant that is easy to manage.
PETUNIA-SW Volt Mix, 7-10", popular low-growing, widely spreads
series of mixed colors that has be en bred for abundant flowering, easy
care and versatility.
PETUNIA-Surfinia Deep Red Trig, 5-7", bright red flower with a
cascading habit makes them perfect for hanging baskets , landscaping ,
window boxes & pots.
PETUNIA-Surfinia Giant Blue Trig, 6-1 O", compact, upright , spread-
ing habit of blue-purple flowers that will bloom all season.
PETUNIA-Tidal Wave Cherry, 2", reddish pink shrub-like shaped
plant that continues to fold its form all season .
RUDBECKIA-Goldilocks,
RUDBECKIA-h Cherokee Sunset, 27-29", colorful mid-sized strain
that produces large double daisy flowers for months on end . Shades from
yellow through gold, orange, brown and bronzy-red. *
RUDBECKIA-lndian Summer, 3 ', Sturdy wind tolerant plant produc-
ing 6-9 " single and semi-double yellow blooms. *
RUDBECKIA-H Toto M ix, 8-10", shorter plants than other variations
with flowers ranging from bright yellows to oranges with dark centers
looking similar to a daisy.
SALVIA-Nemorosa, 22", perennial plant with bountiful mass of vivid
violet flower spires from late spring to early summer.
SAL VIA-Horminum, 27'', tri-color late summer/fall cut flower for
fresh or dried arrangements of intense pastel colors.
SALVIA-Vista Red, 10-12 ", the plant has large , toothy green foliage
below the 4-5" flower spikes of mixed colors.
SNAPDRAGON-Rocket Mix, 24-36", Edible fl ower that stands at th e
top of a straight stalk with very little foliage . The flower bunches come
to a point.
VERBENA-Lanai Dark Red , 8-12", the plant has dark green foliage
showcased with clusters of large, bright red florets.
VERBENA -Superbena--Royale Red, Royale verbenas are vigorous
and mounded, but will trail over the sides of containers. Bright red flow-
ers with dark green foliage. This flower grows up to 6-12" and trail up t<
24".

RE: Street Pole Decorations - 8’ Falling Stars
Attached is a picture of an 8’ Falling Star for use on the street poles during the winter months.
My recommendation is we purchase these to replace the old wreath displays along Willow
Street.
A number of these same displays were purchased this past fall for Airport Way and we received
favorable comments. Going with the same displays would provide more continuity between
the two prominent streets (Airport Way and Willow St.). There are also some new LED bulbs
(color changing) that I think would provide a nice affect.
