Discussion – Draft FY2019 / 2020 / 2021 Capital Improvement Projects The Capital Improvement Project list was presented and reviewed for FY2019, 2020 and 2021. Page 3 of 26 Parks and Recreation Commission Meeting February 1, 2018 Page 2 Director Frates explained that some of the projects requested were carryovers from previous requests, specifically the Little League restrooms, soccer irrigation, and 4th Avenue Park. The focus of the discussion was on FY2019 and establishing priorities. Projects were reviewed and prioritized. Brief discussion followed regarding the Kenai Sports Complex - Soccer Fields. It was noted that a playground area was something that should be looked at in the near future along with a layout design for future fields. Director Frates stated that a work session is an option for some long-term master planning for that area. The commission prioritized FY2019 projects as follows: 1) Kenai Trails/Signage, 2) Kenai Little League Restrooms/Storage Facility, 3) 4th Avenue Park Playground, 4) Outdoor Event Stage Design Work, 5) Soccer Park Irrigation, and 6) Dog Park. It was recommended that a work session be held at 6 p.m. in advance of the next meeting to further discuss the FY2020 and FY2021 Capital Improvement Projects list. 7. REPORTS a. Parks and Recreation Director – Frates reported on the following: • There were some addendums to the cemetery RFP but otherwise moving along as planned; • Consideration was being given to a possible pond hockey tournament sponsored by the Kenai Brown Bears hockey; • Grooming of the ski trails continued to be unpredictable; the Tsalteshi youth program is scheduled to utilize the course Saturday, February 3, pending conditions. • Summer positions would be opening soon for recruitment; • The department recruited help by a Kenai Central High School (KCHS) student in building a bike repair station; the first one would serve as a prototype with others to possibly follow. b. Commission Chair – None. c. City Council Liaison – Navarre reported on the recent actions taken by City Council; noted that Council would be considering an ordinance by Administration to replace five spectator heaters at the multi-purpose facility; and provided an update of the policy regarding the student representative’s role on the Parks and Recreation Commission. 8. NEXT MEETING ATTENDANCE NOTIFICATION – March 1, 2018 9. COMMISSION QUESTIONS & COMMENTS It was requested that when Council discussed Airport lands, trails, connectivity and quality of life issues were a part of those discussions. Commissioner Joanis spoke to the Beaver Loop Pedestrian project and noted the path was scheduled for the south side of the road. She added that a flashing safety light (similar to KCHS, off Lawton Dr.) would hopefully be installed to assist users coming across Beaver Loop Road to access the Unity Trail. Page 12 of 26 MEMORANDUM TO: Chair Stephens and Parks & Recreation Commission Members FROM: Jamie Heinz, City Clerk DATE: April 25, 2018 SUBJECT: Dipnet Vendors At their meeting on 12/06/2017, Council asked Administration to address mobile vendors during the dipnet fishery. While the City has always allowed vendors to operate in the parking areas during the fishery, treating them the same as any other vehicle parking in the area, we decided the dipnet vendors could be addressed by providing consistency to the dipnet fishery users while at the same time providing an opportunity for local businesses to expand their business. Feedback from the industry showed that most vendors felt the venue could be better, wanted to see some sort of exclusivity, easier access, a specific vendor area, and suggested on-site electric and potable/grey water dumping and refill site nearby. While the electricity and dumping/refilling site will need to be accomplished in future years, we felt that we could accomplish some of the suggestions in the near term and, combined with more consistency the fishery users could depend on, the venue would improve for them. To accomplish our goal and requests from the industry, we’ll be developing a simple application for the vendors to complete and will encourage local businesses to apply. The applications will ask for brief information about what the vendor offers, days and hours they will operate, where they are based out of, and their facilities, which will then be ranked. Additional points will be given to applicants that currently operate in the City of Kenai. We have outlined what we feel to be the safest area, facing the beach, where two food vendors, one specialty coffee vendor, and one ice vendor will be situated and the highest ranking applications of each type will be the vendors chosen to operate. The outlined area has enough space for the vendor’s ‘facility’ and at least one support vehicle; we will be giving the vendors vendor specific parking passes to come and go as they need. With this plan, we’ve provided an opportunity for local businesses to expand their business, exclusivity, easier access, and a specific vendor area. By also selecting vendors that will commit to operating for the most amount of time, we hope that over time, the fishery users see this consistency and will utilize these vendors instead of bringing loaded coolers from their hometowns. Page 13 of 26 Page 2 of 2 Dipnet Vendors In the case that we did not have enough of the specific vendors apply, we would allow another vendor to come in by the day. For instance, if we did not have a specialty coffee vendor apply to operate the entire time, we would allow a specialty coffee vendor to operate on a day by day basis or, if we only had one food vendor apply, we would allow another food vendor to operate on a day by day basis but we would never allow a third food vendor operate in a specialty coffee vendor slot or visa versa. We are doing this as a pilot project for this season and once we have more insight in how well it works we will make changes to the code as necessary. Tall stems are topped with flat heads of these flowers. Achillea (m Summer Pastels) Soft pallet of pastel colored flowers with masses of long-standing flower clusters. Blooms from early to late summer. Foliage is aromatic and resembles a fern. Ageratum (Blue Danube) A large-flowered, vigorous variety of annual ageratum with powder-puff flower heads of soft, lavender blue. The fluffy, weather resistant blooms are particularly attractive to butterflies. With a dense, compact habit, Ageratum houstonianum 'Blue Danube' is perfect for adding texture and color to bedding, borders and containers. Argyranthemum (Butterfly) This plant is a yellow daisy that requires low maintenance for this hearty plant. The foliage is a medium green that is fragrant and the flowers are long lasting. Begonia (NS Deep Salmon) Large full double blooms, and bloom nonstop all season. Fertilize every two weeks. Great for shade containers and beds. Drought resistant and likes part shade/part sun. Begonia (NS Pink) Compact, vigorous plants and flowers up to 7cm across. Blooms virtually non-stop through the summer, Ideal for pots, bedding, containers and window boxes, height of plants 20cm. Page 17 of 26 Begonia (NS Red) Big, double, red blossoms on an upright, bushy plant with bronzed foliage slightly more heat tolerant that other tuberous begonias Begonia (NS Yellow) Large full double blooms, and bloom nonstop all season from mid spring to frost. They resemble roses with their packed rows of bright yellow petals. The plant does not require deadheading. Fertilize every two weeks. Great for shade containers and beds. Drought resistant and likes part shade/part sun. Calendula (Bon Bon Yellow) Early, free-flowering dwarf plants with bright yellow blooms. Calibrachoa (Caribbean Cocktail) Small flower that grows and flowers at an amazing rate. The plant is layered so it produces three different colors of flowers. It is perfect for containers or hanging baskets but also can be tucked into the front of a border. Requires ample water and fertilizer. Reaches heights of 6-12” and trails up to 30”. Calibrachoa - Superbells Holy Moly Abundant, small pink and yellow petunia- like flowers all season on cascading growth; low maintenance. Reaches heights of 6- 12” and trails up to 24”. Cardoon Large grayish-green leaves. From the globe artichoke family. The fleshy leaf veins and stalks, along with midrib of cardoon are best when boiled. Dusty Miller (Silver Dust) This plant has silvery-white color leaves. The foliage has a fine-texture that contrasts against other plants' green foliage. Very easy to grow and withstands heat and drought well. Geranium (Ivy Contessa Burgundy Bi-color Picasso) Grow this Geranium in full to part sun in fertile, well-drained soil. Excellent for a hanging Basket. Remove spent flower clusters at the base of the flower stem where it attaches to the branch. Let soil slightly dry between waterings. Geranium (Maverick Red) This series is easy to grow and uniform to bloom. Bred for high density, mass production. Godetia (Satin Mix) Dwarf hybrid, base branching with uniform flowering; multi-colored. Page 19 of 26 Heliotrope (Midnight Sky) Deep purple flowers with light colored centers. Foliage is a dark green. Grows 8-10” in height. Great for attracting butterflies. Hydrangea - Incrediball Deciduous shrub that grows from 48-60” in height. Large white flowers with dark green foliage. Ipomoea (Marguerite) This is a sweet potato vine that that lights up in the sunlight and looks paler in part shade. Grows over the edge of a wall or creeping along the fringes of a border. This vine is heat resistant. Ipomoea Sweet Caroline - Green With Envy Lime green foliage that grows up to 10-16” in height and trails up to 28”. Also called sweet potato vine. Kale (Redbor) Cold hardy edible plant is both beautiful and tasty. Mild and crisp tasting with curled leaves, adding a flash of wonderful color to salads. Kale (Nero Di Toscana) Very dark green leaves are 2-3" side and 10" long, with a crumply appearance. A cross between cabbage and kale lends to its unique characteristics; especially sweet after a freeze. Page 20 of 26 Kale (Nagoya White) Cut flower type kales have 24" stems with small round leaf cabbage heads. Heads have greenish purple outside leaves and white inside leaves. Lamium (Beacon Silver) A tough yet showy perennial groundcover. Forms a spreading patch of small silver leaves with a narrow green edge. Clusters of bright- pink flowers appear in spring, then continue off and on until fall. Fairly tolerant of dry shade, once established. Lamium (Golden Anniversary) A tough yet showy perennial groundcover. Forms a spreading patch of small heart-shaped green leaves, brightly edged in gold, with a silvery stripe down the middle. Clusters of rosy- purple flowers appear in spring, then continue off and on until fall. Absolutely stunning as an accent plant in shady areas, or included in tubs and mixed containers. Fairly tolerant of dry shade, once established. Lobularia - Snow Princess Abundant, highly fragrant small white blooms all season long; vigorous plant that thrives in hot or cold. Grows to a height of 4-8” in height. Lupin (Gallery Mix) Best dwarf strain of lupins for gallon or quart containers, perennials or wind tolerant commercial cut flowers. Lychnis (a. Orange Gnome) Fiery orange-red flowers over dark, burgundy colored foliage provide a nice contrast. Good in shallow, rocky soils with sharp drainage. Attractive to hummingbirds and butterflies. Deer resistant. Long blooming. May be short- lived; good drainage will promote longer life. May self sow. Page 21 of 26 Marigold (Durango Flame) Strong stems support 2-2.5" anenome type blooms. Marigold (Inca II) Yellow Strong flower stems that support fully double blooms of bright yellow flowers. Nasturtium (Alaska Mix) Bicolored foliage is great for hanging baskets and rock gardens. Nasturtium (Empress of India) Cascading clumps of single dark scarlet flowers for hanging baskets. Pansy (Delta Pre Mix) Flowers held upright on short sturdy stems, this series is also extremely weather tolerant. Page 22 of 26 Petunia (Amore Joy) Feature extra-large ruffled pink and white striped flowers. They are well-known for earliness, uniformity and weather tolerance and grow well in hanging baskets. Petunia (Daddy Sugar) The plum perfect flowers of ‘Daddy Sugar’ are lavender purple with dark plum veins. The large, grandiflora-type blooms have wavy margins and stand up to rain, unlike many other grandifloras Petunia (Daddy Orchid) Feature extra-large ruffled flowers with prominently colored veins. They are well- known for earliness, uniformity and weather tolerance. Petunia (Night Sky) Starry white-on-purple pattern sparkles like the night sky. Stunning new variety’s heavenly, high-intensity color creates surefire drama in a window box, container, or massed front of the border in full sun/part shade. Petunia (SW Rose) Produces a mounded, spreading plant that is easy to manage. They are excellent outdoor performers offer strong fill and season-long color. Plants perform equally well in small spaces, hanging baskets, and containers. Small to medium size flowers are abundant on a really densely branched plant. It is great in both landscapes and containers. Grow to 8-12” in height. Petunia Supertunia - Latte Silver white petunia with brown to purple veins. Grow to a height of 6-12” and trail up to 30”.
