MEETING SUMMARY
1. CALL TO ORDER
Chair Stephens called the meeting to order at 7:05 p.m.

Chair Stephens led those assembled in the Pledge of Allegiance.
b. Roll was confirmed as follows:

A quorum was present.

MOTION:
Commissioner Kisena MOVED to approve the agenda as presented; Commissioner Wisniewski
SECONDED the motion. There were no objections; SO ORDERED.
2. SCHEDULED PUBLIC COMMENTS
a. Bike Friendly Community Representative
Matt Pyhala introduced himself as being part of a local bike group working towards promoting
biking in Kenai and Soldotna. Mr. Pyhala explained that the group consisted of approximately ten
members and their goal was to get both communities designated as bike friendly communities
through the League of American cyclists. He added that getting this designation would help the
marketing and tourism industry, and provide great opportunities. Mr. Pyhala noted that the group
was currently coordinating with both Kenai and Soldotna Parks and Recreation Departments on
getting a couple bike repair stations built and assisting with a bike safety event in collaboration
with Wal-Mart. He clarified that both would be small actionable steps to promote biking and safety
in the communities.
Mr. Pyhala reported that the next group meeting would be on May 21 at Kenai River Brewing and
welcomed additional attendance.

MOTION:
Commissioner Kisena MOVED to approve the meeting summary of February 1, 2018 and
Commissioner Perez SECONDED the motion. There were no objections; SO ORDERED.

MOTION:
Commissioner Kisena MOVED to approve the meeting summary of March 1, 2018 and
Commissioner Wisniewski SECONDED the motion. There were no objections; SO ORDERED.
5. UNFINISHED BUSINESS – None.
6. NEW BUSINESS
a. Discussion – 2018 Dip Net Vendor Operation
City Clerk Heinz informed the Commission that during the personal use fishery, vendors had
always been allowed, but the City of Kenai was interested in providing more consistency and
better opportunities. Heinz presented an outline used for gathering vendor information, which led
to the development of a more streamlined approach including location, size of space, and
exclusivity for certain items.
Several questions concerning size, costs, and possibility for local preference were addressed by
Heinz.
7. REPORTS
a. Parks and Recreation Director – Frates reported on the following:
• Temporary Hire interviews were complete and the Department was looking
forward to a busy summer season; and
• The Department would be working with the bike group on the May 12 Bike Safety
Day and anticipated a bike repair station would be complete and used for a static
display.
b. Commission Chair – Stephens thanked everyone for their hard work, including
members of the bike group for promoting biking.
c. City Council Liaison – None.
8. NEXT MEETING ATTENDANCE NOTIFICATION – June 7, 2018
9. COMMISSION QUESTIONS & COMMENTS
Commissioner Perez inquired if the playground equipment at 4th Avenue Park would be replaced
this summer. Director Frates clarified that funds were not allocated for replacement of playground

RE: Municipal Park Trails
Purpose of this correspondence is to review the layout, prioritization and proposed
construction methodology of the trails at Municipal Park.
Attached are some trail maps for Municipal Park along with information on trail design
criteria. In an effort to minimize costs, I am recommending we install Level 2 –
Recreation Corridor type trails.
I would like for us to visit the Tselteshi Trail system immediately following our regular
meeting in order to get a better idea of this type trail. We can utilize the City van for this
purpose.

Description: Construct trail to connect
east and west sides of Municipal Park on the
north end of the ravine. Starting at South
Forest Drive, trail crosses the small drainage
and runs east and then north, meandering
and gradually traversing the slope to the
creek level near Kenai Spur Highway. Trail
crosses the creek as a boardwalk and
meanders back up the east side of the ravine
to connect with the trail at the NW corner
of the ball fields.
Spur option: Trail spur to the pedestrian
walkway along South Forest Street.
Issues: Long term goal -Construct a
tunnel under Kenai Spur Highway to provide
an uninterrupted pedestrian connection
between Municipal Park and the
communities on the north side of the
highway.

Segment 1 -Ball Fields to West Side Trail

Location & Description: Construct Type 4 trail from
the parking lot on the north side of the existing ball
fields, following the western edge of the ball fields and
meandering within the wooded area at the top of the
ravine to the fenced corridor between the southernmost
ball fields and back into the parking lot. Construct a
Level 3 trail from the SW corner of the trail southward
through the wooded area along the top of the ravine and
gradually descend to the creek drainage area. Construct
boardwalk to cross the drainage. Follow the western
edge of the drainage with a Level 4 trail to the existing
trail.
Amenities: Benches and directional signage at trail
intersection. Provide a widened overlook space along
the boardwalk with educational and interpretive
information.
Issues: Wetlands areas may require boardwalk
construction. Public access through private property is
necessary prior to planning and construction of this trail
segment.

Level I -BackcountryTrail
TRAIL DESIGN CRITERIA
Trail Width & Shoulders. 6 • 24 inch wide tread on native soil, or boardwalk. No shoulder necessary.
Surface. Native, with limited grading. Rock. soil, or wood where needed to cross wet areas. Roots, rocks and log
protrusions to 6 inch, steps to 14 inches.
Clearance.
-Vertical clearance -6 feet for hiking, 8 feet for bicycle, I 0 feet for equestrian and snowshoeing.
-Horizontal clearance -Minimum 36 in. width.
Grade
Target grade < 12%, with grade reversals every 20-50 feet.
-Maximum 20% for trails where underlying soils are sand, silt, or clay. 20%-30% for gravel or rock base.
-For grades over 30%, natural trail base and surface
should be composed of angular rock, large rock or
solid rock. Use steps to minimize erosion and
steep grades.
Cross Slope of Trail
-Target cross slope -3-10%. Flowing toward the
down hill side of the tread.
Maximum • up to natural side slope, I 0% for
bicycles.
Signage
-Trail markers, as needed, to navigate trail year
round.
-Resource protection information and trail
identification signs including trail name, length, and
any use restrictions or accessibility warnings posted
at each end of the trail.
-Directional signage with trail name and length, at
all trail intersections.

Level 2 -Recreation Corridor
TRAIL DESIGN CRITERIA
Trail Width & Shoulders 6 -16 foot wide grass corridor for a variety of low volume year-round recreational use. A
worn central tread area may occur naturally over time.
6 foot wide trail in areas with challenging terrain, more cross-slope, wet soils, or other restrictions.
8-12 foot wide corridors are the standard -a mix of hiking, snowshoeing, biking, informal skiing, low volume equestrian.
16 foot wide corridor for ski routes that are groomed for both classic and skate ski.
Surface Native earth or ground cover with limited grading, imported material and/or seeding. Porous pavement panels or turf
reinforcement materials may be used in wet areas. Generally clear, with protrusions <6 inches. No steps or retaining structures.
Clearance
Vertical clearance -12 feet minimum above both trail and shoulders.
-Horizontal clearance -Vegetation clear zone 8-20 feet, depending on use. 2 feet beyond each side of trail.
Grade
-Target grade: <I 0%. Maximum: 15% for distances up to 50 feet.
Cross Slope of Trail
-Target cross slope -5% Maximum, where natural cross slope warrants: 10%
