PZ2018-14 LANDSCAPE/SITE PLAN PERMIT A RESOLUTION OF THE PLANNING AND ZONING ADMINISTRATION OF THE CITY OF KENAI APPROVING THE ATTACHED LANDSCAPING/S ITE PLAN SUBJECT TO THE FOLLOWING CONDITIONS: WHEREAS, the attached Landscaping/Site Plan Review was: • Received by: Elizabeth Appleby, City Planner • Submitted by: Peter Klauder • Submitted for: L&J Outfitters • Property Address: 14927 Kenai Spur Highway • Legal Description: Lots 1-5. Block 4, Radar Subdivision • Parcel No.: 039-010-10 WHEREAS, the City of Kenai Planning and Zoning Administration finds this plan provides for orderly and safe development within the City commensurate with protecting the hea lth, safety, and welfare of its citizens, and provides adequate and convenient open spaces, lig ht and air, in order to avoid congestion of commercial and industrial areas; and , WHEREAS, the plan provides for landscaping and/or the retent ion of natural vegetation in conjunction with commercial and industrial development within the City, enhances the community environment and visual character, and reduces erosion and storm runoff. NOW, THEREFORE, BE IT RESOLVED, BY THE PLANNING AND ZONING ADMINISTRATION OF THE CITY OF KENAI THAT THE LANDSCAPING/SITE PLAN IS APPROVED SUBJECT TO THE FOLLOWING CONDITIONS OF APPROVAL: 1. All required landscaping as presented in the approved landscaping plan shall be installed within two (2) years of the approved plan. 2. One hundred percent (100%) of ground cover of the lands cap ing beds shall be planted and maintained so that there is no exposed soil w ith in three (3) years of the approved plan. 3. If the project has not started within one (1) year of the approva l of the landscaping/site plan, the approval may be revoked by the Administrative Official after providing at least thirty (30) days' notice unless extended for good cause . Resolu ti on PZ20 18 -1 4 Page 2 4. Snow storage shall be located western edge of the parking lot as indicated on the site plan . No snow may be stored in such a manner that would block vis ibility for ingress and egress to the parcel. 5. Pursuit to Kenai Municipal Code 14.25 .045(f), L&J Outfitters will screen the dumpster using a sight-obscuring structure made of wood or concrete . Othe r screening material may be used if submitted for approval to the City of Kena i. 6 . L&J Outfitters will not plant ground cover or landscaping beds with invasive species and will use plant species appropriate for the climate . The City of Kenai Planning and Zoning Administ ration recommends L&J Outfitters c o ntact the Alaska Cooperative Extension Service for advice on climate-appropriate s pecies .
