ORDINANCE NO. 3045-2018
AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, ACCEPTING AND
APPROPRIATING A GRANT FROM THE U.S. DEPARTMENT OF HOMELAND SECURITY
PASSED THROUGH THE STATE OF ALASKA DEPARTMENT OF MILITARY AND VETERANS’
AFFAIRS FOR THE PURCHASE OF PORTABLE POLICE AND FIRE DEPARTMENT RADIOS
AND FOR THE PURCHASE AND INSTALLATION OF VIDEO SURVEILLANCE CAMERAS FOR
THE CITY’S PUBLIC SAFETY BUILDING.
WHEREAS, the City of Kenai received a notice from the State of Alaska Department of Military
and Veterans’ Affairs that it was awarded $120,350 for grant projects under the 2018 State
Homeland Security Program; and,
WHEREAS, the projects that were awarded grant funding were a Public Safety Building Camera
Project for $65,000 and the purchase of Police and Fire Portable radios for $55,350; and,
WHEREAS, the public safety building is critical City infrastructure that houses the police
department, fire department, emergency dispatch center, and the City’s data center and needs
the added protections of a security camera system; and,
WHEREAS, the portable public safety radios used by police and fire are reaching the end of their
maintenance life, and this grant will replace approximately twenty percent of the portable radios;
and,
WHEREAS, the grant does not require a monetary match from the City.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA,
as follows:
Section 1. That the City Manager is authorized to accept a grant from the U.S. Department of
Homeland Security passed through the State of Alaska Department of Military and Veterans’
Affairs for the purchase of portable police and fire radios and for the purchase and installation of
video surveillance cameras for the City’s Public Safety Building.
Section 2. That the estimated revenues and appropriations be increased as follows:
Public Safety Capital Project Fund:

Section 3. That the City Manager is authorized to execute any required grant documents and
expend the funds in accordance with grant provisions and conditions.
Section 4. Severability: That if any part or provision of this ordinance or application thereof to
any person or circumstances is adjudged invalid by any court of competent jurisdiction, such
judgment shall be confined in its operation to the part, provision, or application directly involved
in all controversy in which this judgment shall have been rendered, and shall not affect or impair
the validity of the remainder of this title or application thereof to other persons or circumstances.
The City Council hereby declares that it would have enacted the remainder of this ordinance even
without such part, provision, or application.
Section 5. Effective Date: That pursuant to KMC 1.15.070(f), this ordinance shall take effect
upon adoption.

MEMORANDUM

SUBJECT: Ordinance No. 3045-2018 - Ordinance accepting and appropriating a
grant from the Department of Homeland Security
______________________________________________________________________
Grants were applied for by the police and fire departments, under the 2018 Homeland Security
Program, and two of those grant requests were funded. The City received notice of award of a
$65,000 grant for a security camera system to cover the public safety building that houses the
police department, the fire department, the dispatch center, and the City’s data center. The City
also received notice of award of a $55,350 grant to purchase replacement radios for the police
and fire department. The portable radios currently in use are nearing the end of their maintenance
life, and this grant will replace approximately twenty percent of the public safety portable radios.
The grant does not require a monetary match by the City.
I am respectfully requesting consideration of the ordinance accepting and appropriating those
grant funds for the purpose they were intended.

CITY OF KENAI
RESOLUTION NO. 2018-60
A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, DECLARING A
THIRTY-THREE FOOT (33’) WIDE SECTION LINE EASEMENT ALONG THE SOUTHERN
BOUNDARY OF LOT 2, WATERFRONT ESTATES, NOT NEEDED FOR A PUBLIC PURPOSE
AND CONSENTING TO THE VACATION OF THE SECTION LINE EASEMENT AS SET FORTH
IN THE ATTACHED EXHIBIT “A”.
WHEREAS, the section line easement listed below is no longer needed for a public purpose
because Royal Street and Dunes Road have been developed to provide superior and safer
access to the public beach; and,
WHEREAS, Dragseth Subdivision 2016 Addition, Plat No. 2016-22, dedicated a 60 foot right-of
way, expanding that portion of Royal Street to an 85 foot right-of-way to provide access from Old
Cannery Road to the public beach; and,
WHEREAS, Royal Street has been constructed and provides better access to the beach than the
public access via the section line easement, with improvements including a turnaround area and
during the dipnetting season portable bathrooms, waste removal, and fee shacks; and,
WHEREAS, nearby Dunes Road also provides access to the public beach and includes a small
parking lot; and,
WHEREAS, the City of Kenai and the Kenai Peninsula Borough maintain roads on Royal Street
and Dunes Road and do not maintain the road on the section line easement; and,
WHEREAS, access to adjacent parcels would not be impacted by the vacation of the section line
easement and the vacation would limit illegal trespassing on adjacent parcels; and,
WHEREAS, on August 23, 2017, by Resolution PZ2017-28 the Planning and Zoning Commission
of the City of Kenai recommended that the Kenai Peninsula Borough Planning Commission
approve the Preliminary Plat of COOK INLET SHORES – 2017 ADDITION AND SECTION LINE
EASEMENT VACATION; and,
WHEREAS, on October 8, 2018, the Kenai Peninsula Borough Planning Commission met and
approved the Preliminary Plat COOK INLET SHORES – 2017 ADDITION AND SECTION LINE
EASEMENT VACATION, consistent with the recommendation of the Planning and Zoning
Commission for the City of Kenai; and,
WHEREAS, on October 22, 2018, the Kenai Peninsula Borough Plat Committee met and
approved the Preliminary Plat COOK INLET SHORES – 2017 ADDITION AND SECTION LINE
EASEMENT VACATION, consistent with the recommendation of the Planning and Zoning
Commission for the City of Kenai; and,

WHEREAS, the Council for the City of Kenai may declare an easement not needed for a public
purpose by resolution, pursuant to Kenai Municipal Code Section 22.05.110(b) – Determination
as to Need for Public Use states, “Whether land previously dedicated to a public use should be
dedicated to a different public use or should no longer be needed for public use shall be
determined by the City Council by ordinance, except in cases of vacation of rights-of-way or
easements which may be determined by resolution, either of which shall contain the new public
use for which the property is to be dedicated or the reason the land is no longer needed for public
use, the legal description of the property, and the address or a general description of the property
sufficient to provide the public with notice of its location”.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA:
Section 1. That the thirty-three foot (33’) wide Section Line Easement, along the southern
boundary of Lot Two (2), Waterfront Estates, within the City of Kenai is no longer needed for a
public purpose and that the Council of the City of Kenai consents to the vacation.
Section 2. That this resolution takes effect immediately upon passage.

SUBJECT: Resolution 2018-60 – Consenting to the Vacation of a Section Line
Easement
The preliminary plat of Cook Inlet Shore – 2017 Addition and Section Line Easement Vacation
vacates a thirty-three foot (33’) section line easement lying between Sections Seven (7) and
Eighteen (18), Township Five (5) North, Range Eleven (11) West. The section line easement is
located along the southern boundary of the property described as Lot Two (2), Waterfront
Estates. The total width of the section line easement vacation is sixty-six feet, with the northern
33 feet being within the City of Kenai and the southern 33 feet being within the Kalifornsky area
of the Kenai Peninsula Borough.
Vacation of the section line easement would remove public access to the beach by continuing
straight on Old Cannery Road. Access to the public beach via the section line easement
continuing on Old Cannery Road is problematic because vehicles often get stuck and require
assistance to be removed and it causes trespass issues with adjacent privately-owned parcels.
The road within the section line easement is not maintained by the City of Kenai or the Kenai
Peninsula Borough. Royal Street and Dunes Road provide superior access to the public beach.
Royal Street is approximately 400 feet to the north of the section line easement and contains a
turnaround, flat access with gravel to the beach, and is without visual obstructions. The Royal
Street right-of-way expands from 60 feet to 85 feet just before reaching the public beach. During
dipnetting season, there are portable bathrooms, waste removal, and fee shacks at the Royal
Street beach access. Dunes Road is approximately 1,300 feet south of the section line easement
proposed to be vacated and has a small parking lot. The City of Kenai maintains Old Cannery
Road and the portion of Royal Street that heads north to the public beach. The Kenai Peninsula
Borough maintains Dunes Road. Access to parcels adjacent to the vacated section line
easement would not be impacted.

Resolution 2018-60
The preliminary plat was submitted to the City of Kenai in August 2017 by Integrity Surveys,
Incorporated. It was approved by the City of Kenai Planning & Zoning Commission on August
23, 2017 with Resolution PZ17-28. On October 8, 2018, the Kenai Peninsula Borough Planning
Commission approved the plat and on October 22, 2018 the Kenai Peninsula Borough Plat
Committee approved the plat. The approvals were made with an exception to the block length
requirement. The two blocks affected by the platting action are both longer than allowed, but the
Borough agreed to the exception request for longer block lengths. In addition, the Borough stated
a condition of approval would be to grant utility easements as requested by utility providers,
including a request for an easement centered on their existing facilities from Alaska
Communications (ACS). The section line easement vacation must also be approved by the State
of Alaska Department of Natural Resources. The State has expressed verbal support, but not
yet issued a written preliminary finding. The State assigned EV-3-278 to this section line
easement vacation plat. The Borough normally limits vacation approval to one year from the
request, but grants a four-year approval time period for any plat requiring approval from the State
of Alaska.

KENAI RECOMMENDING THAT THE ATTACHED SUBDIVISION PLAT BE APPROVED

WHEREAS, the attached plat of COOK INLET SHORES — 2017 ADDITION AND
SECTION LINE EASEMENT VACATION was referred to the City of Kenai Planning and
Zoning Commission on August 23, 2017, and received from Integrity Surveys, Inc.; and,
WHEREAS, the City of Kenai Planning and Zoning Commission finds:
1. Plat area is zoned Rural Residential and therefore subject to said zone conditions.
2. Plat does not subdivide property within a public improvement district subject to special
assessments. There is not a delinquency amount owed to the City of Kenai for the
referenced property.
3. Installation agreement or construction of improvements is not required.
4. Status of surrounding land is shown.
5. Utility easements, if required, shall be shown.
6. Surveyor shall verify that no encroachments exist. If an encroachment exists; the plat
does not create nor increase the encroachment.
7. Street names designated on the plat are correct.
8. CONDITIONS:
a. Further development of the property shall conform to all Federal, State and local
regulations.

Dave Martin, President of United Cook Inlet Drift Association, noted Department of Fish & Game
data showed that, since statehood, the Upper Cook Inlet fishery has been an economic benefit to
the state; further noted the 2018 season fell on hard times with thousands of small businesses,
from processors to truck drivers being affected.

Clarification was provided that it was the role of the Kenai Peninsula Borough Mayor to request
the Governor for the declaration, the declaration provided an opportunity to delay a payment on
revolving loans, preventing defaults which assisted a newer generation of fisherman, and funded
research, and action plans.
Mayor Gabriel declared a conflict, that he was a commercial fisherman and could benefit if he
were to apply for assistance after the declaration had been made. It was ruled that Mayor Gabriel
had a conflict; the gavel was passed to Vice Mayor Navarre

traffic laws into City code, which would allow the attorney to represent the officer in court, and any

It was suggested the fine amount for property destruction was too low.

Council Member Knackstedt MOVED to amend the fine amount for number 6 under off-road
vehicle operation from $100 to $300 and Council Member Pettey SECONDED the motion.
There was discussion regarding the fine amount and civil action as an option for restitution.

Clark Whitney, Jr., spoke in opposition of adoption of the resolution noting the long list of streams
in the United States that no longer have salmon runs; two of which were in Alaska.
Duane Cramer spoke against adoption of the resolution suggesting the City continue projects in
a way that wouldn’t affect salmon; pointed out the decline in salmon in Slidecock Creek and
encouraged protection of our fish sanctuary.
Steve Stunemaker spoke in favor of the City remaining neutral suggesting leaders will have input
in the future on the regulations.

Linda Hutchings spoke in favor of adoption of the resolution noting her family had homesteaded
in the area and she has watched responsible development over the years with the regulations as
they are. She suggested a better way to protect salmon would be to look at warming and illegal
salmon fishing by other countries.
Matt Schmidt spoke in opposition of adoption of the resolution noting habitat needed to be
protected. He pointed out Beaver Creek and Slidecock Creek had king salmon runs in the past,
as did Cooper Creek, which was de-watered, for a hydroelectric project. He noted he understood
the desire to not pay more for the projects than necessary, but suggested doing it in a way that
supported salmon habitat.
Mike Dye spoke in support of adoption of the resolution noting he was supportive of protecting
salmon but through the legislature where laws can be developed and evolve.
John Hammilman spoke in opposition of adoption of the resolution, encouraging the City to remain
neutral and not influence voters.
Bob Shavelson spoke in opposition of adoption of the resolution suggesting Alaska shouldn’t
make the same mistakes made elsewhere with protection of fish habitat.
Owen Phillips spoke in support of adoption of the resolution noting the City cares about its fish
and also cares about land use rights, and projects. He added the lack of a grandfather clause
had the potential to stall or shut down economic growth.
Laura Rhyner spoke in opposition of the adoption of the resolution questioning if people truly
cared about protection of salmon if laws weren’t passed to protect them. She encouraged
refraining from taking a stance and letting the voters make the decision.
Caitlyn Vadla spoke in opposition of the adoption of the resolution noting the current law was old
and vague whereas the new law came from sustainable fish policy developed by the Department
of Fish & Game.
Johna Beech spoke in support of the adoption of the resolution suggesting the ballot measure
was harmful due to loss of jobs and the effects on the Liquefied Natural Gas project.
Paula Murray spoke in opposition of adoption of the resolution suggesting that development can
happen sustainably and sustainable development is difficult to achieve without standards.
Clark Whitney, Jr. spoke again noting the City received economic benefit from salmon and
questioned why the City didn’t come out in favor of the ballot measure.
There being no one else wishing to be heard, public comment was closed.
Gratitude was expressed for the testimony. There was discussion about the ballot measure
impacting not only the Bluff Erosion Project but the sewer treatment plant, docks that need
maintenance, any airport projects due to wetlands surrounding it, and road projects due to their
filtering to river systems. Concerns were expressed regarding what would and wouldn’t happen,
the fact that all waters would be deemed anadromous until proven otherwise which may or may
not be easy to do, and whether or not the ballot measure was in the best interest of salmon.

It was pointed out that both residents and businesses benefitted from fisheries as well as oil and
gas production.

Mayor Gabriel reported on the following:
• Jointly proclaimed October as Domestic Violence Awareness Month with Mayor
Anderson; thanked Vice Mayor Navarre for presenting on his behalf;
• Attended the annual Chamber of Commerce Beer & Wine Experience;
• Noted he had been appointed by the Governor to a task force that was looking at
Cook Inlet fisheries issues that divided user groups;
• Attended the Fall Pumpkin Festival and started the pumpkin races.
J. ADMINISTRATION REPORTS
1. City Manager – P. Ostrander reported on the following:
• Welcomed Council Member Peterkin;
• The City would be partnering with Soldotna on a salary survey for police officers;
• A property owner in the Bluff Erosion Project had issues with granting easements
for the project if the project included trails;

SUBJECT: Purchase Orders over $15,000
The purpose of this memo is to request approval for the purchase of a 79” Snow Blower
attachment, model XX79 Snoquip, for the City’s existing Trackless Municipal Tractor. The
Street’s Department current budget has $24,907.00 in account 8064 Machinery & Equipment,
which was the estimated cost at the time the Budget was created. Actual cost to order the
equipment in November 2018 is slightly higher at $25,543.00. We are proposing to transfer
$636.00 from account 4538 Repair & Maintenance to cover the additional costs. New funding
will not be required for this purchase.
This is an essential piece of equipment for the Streets Department to effectively maintain our
roadways, parking areas and sidewalks. Use of the this equipment minimizes damage to existing
concrete curbs and sidewalks, and during heavy snow falls allows personnel to place the snow
further from the roadways than a plow.
This piece of equipment is specific to the City’s Trackless Tractor, and as such is only available
from one Manufacturer. Yukon Equipment, Inc. is the only in State distributor for this unit, and
as a result a Sole Source purchase request has been submitted to the Administration.

The purpose of this memo is to request approval to issue Amendment No. 5 to our Professional
Services Agreement with CH2M Hill Engineers, Inc. for Design Services at our Waste Water
Treatment Plant. The existing Agreement to date is $326,902.73. The costs associated with
this Amendment include the following:
• $62,000 Completion of 100% Design Documents for the Aeration and Digester Blowers
• $4,000 Bid Phase Services
• $24,000 Construction Admin Services during Construction
The total cost of Amendment No. 5 will be $90,000. The new Total Cost of CH2M Agreement to
date will be $416,902.73. The additional costs associated with this Amendment are eligible
under DEC Grant #47555. Additional funding for this work will not be required at this time.
Approval of the is Amendment will allow the Waste Water Treatment Plant to issue an Invitation
to Bid in late November to replace the existing 40+ year old blowers. The blowers are the largest
consumer of electricity at the facility, and there will be immediate utility cost savings upon their
replacement.

regulations;
• The Kenai City Council shall declare the twenty-five (25) foot alley not needed for a public
use and approve the vacation of the alley as shown on the preliminary plat;
• A signature line and notary block shall be added to the plat for the beneficiaries of the
Deed of Trust encumbering the property to approve the plat; and
• The twenty (20) foot building front setback shall be delineated on the plat.

a. City Council – Council Member Knackstedt reviewed the action agenda from the
October 3 City Council Meeting. He specifically noted there was an executive session
to discuss financial renegotiation of the bowling alley with more information to come
February 3, 2019; and the certification of the elections would occur at the October 17
City Council meeting.
b. Borough Planning – Fikes reported the Commission met on October 8; nine plats were
reviewed and eight of them were approved, and one was postponed; specifically
approved in Kenai was the vacation of a portion of a section-line easement off Cannery
Road, near Dunes Road Access. She further reported that the Material Site Plan
Committee was starting back up and planned to meet in November.
c. Administration – City Planner Appleby reported on the following:
• The Planning and Zoning Department approved a Landscape Site Plan to Kenai
Mini-Storage for an addition to the building;
• The last TRASHercize event was spent at Millennium Square Park in preparation
for the Pumpkin Festival on October 13;
• A Kenai Area Start-Up Week Event was developed to support and celebrate local
businesses as well as encourage new businesses, and scheduled for the week of
November 11. The City of Kenai planned to sponsor an event, discussing City-
owned lands and City land policies, themed Policy with a Pint; and
• She attended a meeting this week for a potential Kenai Area Coordinated
Transportation Plan and she would provide more information as it comes available.
The City Planner also provided an update on the Kenai Code enforcement cases from this
summer through September.

The City Planner reviewed the staff report as provided in the meeting packet and specifically
noted the reason for the subdividing of Tract 3, Anglers Acres Subdivision Lowe Subdivision into
Tract 3A and Tract 3B was to allow the property owners to sell Tract 3B to the State of Alaska for
habitat protection. It was further noted on September 19, Kenai City Council approved the City
Manager to sign a letter of support for this purchase. The City Planner clarified that if Tract 3A
would be developed, the property owners would be required to obtain additional permits form the
City.
The City Planner reported that staff recommended approval of this preliminary plat, subject to the
following conditions:
• Further development of the property shall conform to all federal, State of Alaska, and local
regulations; and
• That the word “Owners” be changed to “Owner” below the signature line for property
owner, Curtis C. Shuey.
MOTION:
Commissioner Askin MOVED to approve Resolution No. PZ2018-26 with staff recommendations
and Commissioner Halstead SECONDED the motion.
Chair Twait opened the floor for public testimony.
Owner, Curt Shuey clarified the pedestrian access easement was a public access easement. He
added that Tract 3A was not planned for development and he intended to conserve the wetlands.
Mr. Shuey noted he did not expect any change to the neighborhood except possibly preserving
the natural setting around the other properties. He clarified that the dock was not suitable for boat
launch and not highly desired for public access shore fishing.
Mr. Shuey expressed appreciation for the attention by the City Planner and other Administration
that visited the property, noting the thoroughness and professionalism.
There being no one else wishing to be heard, public comment was closed.
Additionally, it was clarified it was designated as a pedestrian access to deter off-road vehicles
for habitat conservation and road access to the property would be via Angler Drive, a paved and
City-maintained road.

c. Administration – City Planner Appleby reported on the following:
• A reminder that the early registration deadline for the Alaska Chapter of the
American Planning Association (APA) Conference was October 31, if any
members were interested in attending let staff know;
• A reminder to complete the survey that was emailed to determine potential
businesses and industries that were suitable and desirable in the City of Kenai, the
deadline is October 31;
• There was a recent article in the Peninsula Clarion of the Kenai Area Coordinated
Transportation Plan, regarding public transportation in the Kenai; if interested,
contact the City Planner for additional information; and
• A flyer was posted for Start-Up Week happening on November 11 - 16, and the
events specifically in Kenai were on November 13, a morning event at Veronica’s
Café while the Policy with a Pint event with City Administration would be in the
evening at Main Street Tap & Grill to discuss recent change to the airport land use
and answer questions.

Attached is a relatively easily produced quarterly financial report for the General Fund, Personal
Use Fishery Fund, Airport Fund, Water/Sewer Fund, and Senior Fund as of September 30, 2018.
This report is essentially on a cash basis, so there are accounts that may not look reasonable. In
the General Fund for example, sales and property tax revenue only includes payments made to
the City by the Borough through August. The third calendar quarter 2018 sales tax filings and
tax payments are not in at this point and we will not be received for this quarter until the end of
October or early November.
State and Federal is below budget in all funds because of PERS aid. The State doesn’t actually
give us any money. Instead they make an ‘on-behalf’ payment to the pension system. Similarly
we have not booked expenditures for the PERS the State is covering, so the Non-Departmental
department is way under budget. At year-end we will record revenue and expenditures for these
items.

City of Kenai Investment Portfolio
At September 30, 2018 the City had investments with a market value of $22,219,299 that is up
from $20,753,883 at June 30, 2018. The City’s portfolio is yielding 1.89% that is up from 1.66%
at June 30, 2018. The Federal Reserve (Fed) increased the Federal Funds Rate again in
September, the third rate hike in 2018 and fourth in the last year, which has pushed the portfolio’s
yield higher but devalued many of the assets held in the portfolio. There is an inverse relationship
between bond values and interest rates meaning when interest rates increase, bond values
decrease. Fair market value adjustments to the portfolio through September 30, 2018 are a
negative $260,273. The relative short duration of the portfolio has limited the negative adjustment
and rising interest rates are a welcome event and should increase the City’s investment revenues
in years to come.

Permanent Fund Investments
The third quarter 2018 saw significant volatility in the equity markets fueled by U.S. trade war
concerns and the fourth increase in the Federal Funds Rate in less than a year. Current
projections show a 72% chance of another short term interest rate increase in December 2018.
Equities rallied in the third quarter and propelled the portfolio which had a return of 2.21% for the
third quarter 2018 and a year to date return of 2.53%. Since inception the portfolio has returned
8.36%. As of September 30, 2018 the portfolio value was $28,450,719, comprised of $25,156,764
(88.42%) Airport Land Sale Permanent Fund, $3,146,501 (11.06%) General Land Sale
Permanent Fund monies, and $147,454 (0.50%) Kenai Community Foundation holdings.

RE: Letter of Concern, Inpatient Psychiatric Care in Alaska
Dear Mayor Gabriel,
I am writing to express my grave concern regarding the current issues surround ing inpatient p sychiatric care
in the State of Alaska. Peninsula Community Health Services is the la rgest p sychiatri c provider on the
Kenai Peninsula , serving over 3,000 individual s a nnually. Further, we are the Psych i atric Emergency
Services provider for this area and perfonn a ll psy chiatric evaluations for the purpose of detennining the
need for inpatient psychiatric care. Ov er the last year, the lack of available beds for care for this most
critical population has become a daily barrier to care and beco me significantly worse over time. It is not
unusual for an indi v idual that has been declared "a danger to themsel ves and others" to sit in the Emergency
Department for days waiting for the appropriate level of care to be available. While waiti ng, they expose
themselves, other patients , and s taff in local faci lities, to potential danger and do not receive the care they
need.
Alaska P sychiatric In stitute has been plagued with the clo sure of beds, and the only other beds in the system
of care (those at Des ignated Evaluation and Treatment locations li ke Fairbanks Memorial Hospital) are no w
threatened with the same instability. The State of Alaska i s statutoril y an d m orall y obligated to care for
those who require inpatient psychiatric care and is failing in its resp onsibi lity. Please consider all owing
local ho spitals to upgrade small units of inpa tient care to a lev el safe for psychiatric need s, allow them to
bill their day rate for services, and allow them to care for these patients in local hospitals for stabili zation
near friends and family. This course of action would both decrease th e cost of care to the stat e, and increase
accessibility to care for this critical population.

Preserving History
The Society was asked by Phil Morin if we could assist them in locat-
ing photos, news articles, and historic information on some of the
characters and events depicted in their upcoming production of “The
Ballad of Kenai”. After reading the script to get a sense of what would
be portrayed in the production, we began to pull information from
our files about the building of Wildwood, the history of the oil indus-
try, the formation of the City of Kenai, and information on Joe Con-
ciel, Eadie Henderson, and Bertha Porter. Our files did reveal some
information and photos, which will be used as a historic display in the
lobby of Kenai Central High School during the November perfor-
mance.
This has presented us with an opportunity to move forward on a pro-
ject that I have had in mind for some time, that of doing an interview
with the descendants of Bertha and Morris Porter. Bertha is the basis
of the character of “Gert” in The Ballad of Kenai who is the pro-
vider of local taxi service. My interest in Bertha and Morrie has been
from researching local business history and learning of the numerous
enterprises that were developed by the Porters.
Years ago, I had the pleasure of interviewing Eadie Henderson for
Once Upon the Kenai. The character of Kitty is based on Eadie.
While I never had the pleasure of meeting Joe Consiel (who is the
basis of “Joe” in the play), his history of commercial enterprise in Ke-
nai is well known, having started the first Roadhouse in the area.

“The Ballad of Kenai”

Kenai Performers will be presenting “The Ballad of Kenai” November 15-18th at the Ke-
nai Central High Auditorium. This play, written by Lance Petersen, tells a story of our
local history. The story includes characters based on composites of local homesteaders,
fishermen, and Native Alaskans. “The Ballad of Kenai” examines the notion of
‘progress’ and how people and cultures are affected by the changes incurred as places
are populated by different groups. The play has music and song to better communicate
certain aspects of the play, particularly the local Natives’ history. The songs were com-
posed by Bob Richardson and lyrics were written by Frank Malone with contributions
by Pat Malone, Peter Kalifornsky, Don Nickel, Doug Capra and Bunny Swan. This up -
coming show will feature a song by Bunny Swan titled, “Where are the Drums” that re-
inforces the existing story’s observation of the Dena’ina’s perspective of Kenai’s history.
“The Ballad of Kenai” was originally conceived by Jean Mc Master in 1969 as a dance-
drama. Lance Petersen, Jean’s son, developed the original concept into a two-act play
with music in 1975. In 1981, Petersen re -wrote the play into a one-act play for the Alas-
ka State Community Theater Festival competition. The play won both the state and re-
gional competition that year winning the right to represent our state and the North -
West region at the national Festival of American Community Theater competition in
Kalamazoo, Michigan. “The Ballad of Kenai” earned second place in the National com-
petition and received the only standing ovation of the festival. “The Ballad of Kenai”
was last performed here in Kenai in 1991 when Petersen again re -wrote the play into an
up-dated two-act version. This year, the Kenai Performers are pleased to produce this
award-winning play to share with our community and to explore and re -examine our
past, understand our present and consider our future as a community.

Having the opportunity to play the same part my Mom played in Ballad of Kenai is
truly special. My mom played Gert three different times in this production. I have
such fond memories of practicing lines with her when I was a little kid and she was in
the show in 1975. Theater and the arts were an outlet for my Mom to tell stories, be
creative and be part of something in the community. When Phil announced that he
was going to direct Ballad, my brother Sean, sister Patty and I decided this was some-
thing we want to do. The time together working on this production has been fabu-
lous. I’m looking forward to a terrific show and an opportunity to tell the rich story of
Kenai to old timers and Cheechackos!

ABBREVIATED MINUTES *** SEPTEMBER 2018
On Sunday, September 9, 2018, the Kenai Historical Society met at the Kenai Visitor ’s and Convention
Center in Kenai. President June Harris opened the meeting at 1:52 p.m.
April 2018 minutes were reviewed and approved with a minor correction. A treasure report showed a
checking balance of $11,817.08, a Money Market balance of $10,311.26 and the Edward Jones Account
balance at $26,865.. The Kenai Community Foundation balance is $58.860.23. This financial report
was accepted unanimously.
Old Business:
June Harris reported a Cabins Park Fund Balance of $11,258.30 , with $3,233.25 paid for cabin guide
salary through July. Our current docent will be leaving, so will be hiring a new docent for next sum-
mer. The 3 Scandinavians cabin had broken windows this summer, and the young culprits have been
identified.
Dr. Peter Hansen will be building his Medical History Cabin on the grounds of the KVCC. The small
cabin next to Veronica’s is being “rebuilt”, thanks to Tim Wisnewski.
New Business:
An issue with the Civic League Building was addressed and will be taken up by the Board of Directors
before January. The issue required that keys to the building be changed.
The Moosemeat John cabin has received a donation of a carving of Moosemeat John Hedberg, which
was donated by Marv Hedbert of Minnesota. This scupture resides in the main room of the MMJ cab-
in. The Columbia Ward Cannery dismantle by Robert Peterkin resulted in a donation of several
“signed” boards and a window. Plans are being made to use these materials in a display of cannery
history. The Kenai Peninsula Builders have indicated a possible interest in assisting us in a building
project. Sharon Fisher will follow up on a proposal to them regarding the cannery boards.
The membership approved two $2000-scholarships for this next year. Money is to be taken out of the
checking/savings account, allowing our investments to grow for another year.
Our meeting next month is November 4, 2018, since the Kenai Peninsula Historical Association will be
holding their semi-annual meeting on October 6, hosted by the Soldotna Historical Society.

KENAI HISTORIC SOCIETY
Our Organization
There has been a Historic Society
since the days before Kenai becom-
ing a city. The Society was formed a
few years before Statehood in 1959,
and then went inactive in the early
60’s. It restarted in the latter part of
the 60’s and has met regularly since.
The Society had a museum in Fort
Kenay for some years, and then
continued to meet after that closed.
The non-profit Society implemented
and operates the Kenai Historic
Cabins Park, open for tours in the
summer months. We have office
space at the Moosemeat John cabin,
but are not open to the public in
that building. Our member meetings
are Sept., Nov., Dec., Jan., Feb.,
Mar., and April at the Kenai Visitor
Center. For Oct. and May, we meet
with the Kenai Peninsula Historical
