Chair Hutchison called the meeting to order at 6:35 p.m.

MOTION:
Vice-Chair DuPerron MOVED to approve the agenda and Commissioner Crandall SECONDED

2. SCHEDULED PUBLIC COMMENTS
a. David Chessik, Private Fisherman – Public Access to the City Dock
David Chessik spoke in regards to the lack of public access to the City Dock this year and noted it
was the only dock within 80 miles. He added he was unable to unload fish from the City Dock, as
the cranes were not available. Mr. Chessik reiterated the need of the Kenai City Dock for public
use. He suggested making it an open infrastructure, similar to the Homer harbor with a card access
system. He further suggested to obtain funding from the State of Alaska, Kenai Peninsula Borough
and local cities to provide a better service for the Kenai City Dock.

5. UNFINISHED BUSINESS
a. Discussion – No Wake Signage
A list was requested of the commercial anglers, permit holders, drifters, and dipnetters to invite to
the next Harbor Commission meeting for discussion of No Wake signage.
MOTION:
Vice-Chair DuPerron MOVED to postpone this discussion item until the November Commission
meetings and Commissioner Crandall SECONDED the motion. There were no objections; SO
ORDERED.
6. NEW BUSINESS
a. Discussion – Harbor Commission Sub-Committee Update
It was noted the next Sub-Committee meeting was tomorrow, October 9 at 6:00 p.m.
b. Discussion – Harbor Commission Focus for Coming Year
The Public Works Director advised the Commission to determine three to five projects to focus on
for the coming year. Topics of interest discussed included wake signage, dredging of the Kenai
River, and development of a five-year plan.
It was requested to continue this discussion in the upcoming Harbor Commission meetings with
the intent to make a recommendation to City Council in January.
7. REPORTS
a. Public Works Director – S. Curtin thanked Mr. Chessik for his discussion and input
on the viability of the Kenai City Dock in the summer. Director Curtin reported the
Dock was shutting down for the winter and the cathodic protection bid was planned
for Spring 2019. He added that the status of the Army Corp of Engineers and Bluff
Stabilization was the same as previously reported.
b. Commission Chair – None.
c. City Council Liaison – Council Member Glendening reported on the October 3
Council Meeting actions.

The Chair and Commissioners thanked the guest speaker for the discussion and information
provided regarding the necessity of the Kenai City Dock.

Commissioner Greenberg suggested advertising soon for staff to operate the cranes at the City
Dock or a concessionaire for next year.
Commissioner DuPerron expressed congratulations to the new City Council member.

The Sub-Committee reviewed the remaining sections of Title 11 and confirmed all of the
recommended edits. It was agreed the emphasis would be a Harbor Economic Development Plan,
a Personal Use Fishery Report, and Bluff Erosion. It was further recommended to change the
number of Harbor Commission meetings to eight meetings in 2019.
6. NEW BUSINESS – None.
7. DISCUSS PURPOSE OF NEXT MEETING
The Sub-Committee members agreed that no future meetings were necessary.

Subject:Boat Wakes in the Kenai River

Dear Ladies and Gentlemen of the Kenai River Harbor Commission;
My name is Walter Page (Wally), and I am a Cook Inlet Commercial Fisherman. I own and operate the
42' - F/V PEREGRINE. I fish and Home Port out of the Kenai River, - for the past 45 years.
As previously discussed to the City Counsel in the Spring of 2018, (May or June?) I explained the velocity
of the water at mouth of the Kenai River reach's in excess of 7 knots - on an outgoing tide. Heavy laden
vessels upon entering the river, have to use full power to overcome this speed of water and sometimes
large waves and narrow channels, to maintain steerage which is critical for safety of all.
Upon entry of the mouth of the river, (most) commercial fishermen reduce the power of their vessels
whereas upon reaching the first buoy in the river, the vessel is able to call on CB Radio, their designated
cannery to secure a position for unloading their vessel. There is currently a NO WAKE ZONE labeled in
large red letters, written upon the first canneries wall entering the river. (Pacific Star Seafood's)
Most (if not ALL) Commercial Fishermen honor this No Wake Zone, whereas fellow fishermen are
unloading their vessels at various canneries and safety is an important issue for those of us who work on
the water.
The underlying issue derives from uneducated fishermen (sport or recreational) who overload their
vessels and pay no attention to their wakes. A LARGE sign at the Kenai City Dock explaining the Rules
of the Water, and stating that "UPON ENTERING THE KENAI RIVER, THIS IS A NO WAKE ZONE."
It is also my suggestion, that beginning the month of July, additional signage should be placed upon the
banks of the Kenai River where dip-netting is allowed in sport boats, stating NO WAKE ZONE.
I would also suggest, that one or two anchored rafts with signage - at key locations within the well
used channels, that remind ALL boaters that they are in a NO WAKE ZONE. This would alleviate
violators who express; "I did not see the signs!"

My name is Steve Tvenstrup and I have commercially fished salmon in Cook Inlet since 1975.
In 1986 I purchased a boat and a drift permit and I’ve made salmon delivery’s in the Kenai
River almost exclusively since 1986. I presently have a 41 foot boat and still enter and leave
the Kenai River. When the no wake signs were first introduced I was concerned that it would
make it very difficult entering the river with a load of fish and an out going tide, making it
almost impossible for my boat to make it in with no wake. The commercial vessels have a no
wake zone already in place which starts at the first set of boats moored down river from
Pacific Star Seafood. I don’t know why there needs to be signs at the (jaws), which is the
narrow point at the mouth of the river. If it’s about safety, I would suggest it goes all the way
to the Warren Ames Bridge, and to place “no-wake” signs from the City Dock up river, that’s
where the safety issues are. Another suggestion would to be to place a floating platform in the
river with a sign on it, I’ve fished the P/U Fisherys and it’s not a very safe place to be in a
small boat in late July. Thanks for bringing this Issue to the attention of UCIDA as they have
many members that transit this area!
