WHEREAS, the City of Kenai has completed a Phase I environmental site assessaent of the shop maintenance yard; and WHEREAS, Phase I results indicate that a Phase II environmental investigation is necessary; and WHEREAS, a Phase II investigation is estimated to cost $32,716, of which approximately $4,000 has already been performed; and WHEREAS, an optional Phase I written report will cost `i~ approximately $3,395; and WHEREAS, for many years, the Airport has been the lessor of these lands,~and the 'General Fund has been the lessee of these lands; and WHEREAS, the City administration believes that it is appropriate to split L•hese costs between the General and Airport funds. City of Kenai Engineer 210 Fidalgo Kenai Alaska 99671 Subject: City Malntenanc® Shop Site Assessment Status Report and Revised Phase It Cost Estimate Mr. LaShot: 94133 On Juiy i 9, 1994 we submitted a proposal for a site investigation of the City Maintenance Shop after petroleum products were discovered at the old Carver Drilling Company, (currently the Kenai Airport Fuel Sarvicel. The project was to be divided into three phases, with a repoR at the conclusion of the project. The City of Kenai requested that NTL initially conduct only a Phase t site assessment. After completing our initial interviews, air photo acquisition, interpretation, mapping, Brad geophysical investigstion, we have delinested =even areas of potential contamination, both on and off site. Wa have prepared a series of maps and aerial photographs depicting our intQrpretation of the data. With the compilation of the historical informatton we are prepared to focus our field investigation on the identified areas. Our effort to date has gone over budget approximately 54000 (current statement attached), dus to exterliivs invsstigation of the site hi8tory, including a large volume of infomtation gathered, extensive mapping, unanticipated status meetings with the City and ADEC. extra time involved with utility clearances, and a geophysical survey, which was not included in the Phase !proposal. We conducted the geophysical survey to delineate an area of buried drums reported to contsin fuel and oil. The surv®y delineated an area that corresponded to the drum disposal area described in an interview. Much of this work was not part of the Phase i work and we were a bit over-zealous in proceeding as far as wo did. However, the effort was timely and efficient Leg. the geophysiaat work was performed when the investigator was in the area, and before significant snowfall), and we request that this Phase It work be approved by the City. Our Phase i proposal did not include preparation of a report, which was to be included Aa a final product, offer the drilling end site assessment work were completed. Jack 1.4Sho;R Roche! Clark and Gisry Graven have been given verbal status reports of our findings. In order for the Mayor and Clty Council to decide how to proceed with further investigationsii, we could preitdnt our findings to Council as an Interim written report of the information gathered to date to document the facts and sources of information for future r®ference end provide a bi~iaiit to deteirtnine the scope of Phase 11 work. As presented in our origins! work plan, Northern Test Lab intends to approach this project in s phiii:ed approach. Phase i of the site assoiiisment has boon compietvci, whsr• background information was gathered through the use of aerial photograph interpretation, mapping, r®cords research, irsterviews and site inspection. Our origins! work plan was written without a report after the Phase t investigation. We have presented the costs of preparing an interim report. After careful evaluation of the facts gathered in Phase 1, we have discovered seven areas of oonoerrt, both on site end off sits. Areea identified for further investigation include: • two tomner drum storage arena • buried drum are• • current fuel island • abandoned fuel island • ~ reed oil storage pit Because of the potential of contamination, ws recommend drilling in the next phsaa of the investigation. Wo had initiatty thought that teat pica with a baokhoe would be a viable option, but there appear to bs several areas of potential contamination, where contaminated solid; if encountered, would have to be atookpiled for remedistion. Thin would present health end safety hazards from unidentified contamination, and potential contaminated soil and water management problems of an unidentified magnitude and nature. ADEC regulations require stoakpifing exoavated contaminated material. In our opinion it is more practicsi to utilize soli borings and monitor walla to identify the crass and types of contamination, as a bads for developing management plans. The proposed Phase it Investigation time includes approximeteiy 84,000of time and expenses to date on investigation, meetings, mapping, and geophysical work.
