November 8, 1994 Kenai Airport City of Kenai 210 Fidalgo, Kenai. Alaska Commission Suite 200 99011 5ub3ect: Kenai Civil Air Patrol Taxiway Request for Funding for Taxiway ImprovemenCs Commissioners: The Kenai Civil Air Patrol the paving of taxiway "F" hangar. The CAP hangar is reserved for CAP use. See Kenai Airport land Ilse Map. The CAP is an emergency response resource which helps support city, borough, state & federal emergency .organizations. We a.re probably best known for our search and rescue efforts in locating downed or missing aircraft, but we also search fior lost or missing hunters, hikers, fishermen and most recently have been working in support of the Alaska State Troopers. To succeed in our missions, it is imperative that we be able to launch our aircraft immediately since life and property may be in ,jeopardy. We believe the City of Kenai has a first class airport. however, we have the only taxiway on the airport which is not usable year round. Por several weeks during the spring, we are unable to use our taxiway due to extreme muddy conditions. During muddy but marginally usable times we taxi our .aircraft through the mud which causes some damage to propellers and other aircraft components. During dry times of the year, windy conditions prevail which tend to blow dust and sand from the CAP ramp area into the runway and taxiway system. Aocording to the City Engineer it would be a very good idea to reduce the wind blown dust that is generated from our area. • • s t;l v it_ SIR I~A~ tlu~. In our opinion it is in the City's best .interest to fund this pra,~ect for the betterment of the airport and the cgmmunity CAP squadron. An engineer and a surveyor i,n our squadron have produced a preliminary design of Che taxiway {attached). The taxiway will be 30 '. across and approximately 4b0' long with a small staging pad in firont of the hangar. Our engineer member is willing ,to donate his time to work with the City Engineer and produce ready to bid plans and specifications. The design is already about 70~ complete so little additional effort is needed. We estimate the construction cost to be approximately $b 0,000. This figure could vary depending on the final design. In donating our time. approximately X5,000 will be saved in design and survey fees. Please consider our request for present it to the City Council. Council meeting to discuss any may have.
