A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AUTHORIZING THE
USE OF THE EQUIPMENT REPLACEMENT FUND TO PURCHASE A FIRE ENGINE AND
AWARDING A CONTRACT FOR THE PURCHASE OF THE FIRE ENGINE TO THE HIGHEST
RANKED PROPOSER.
WHEREAS, the City formally issued a Request for Proposal on August 28"', 2018, with Proposals
due on September 10th, 2018 for the purchase of a Fire Engine; and,
WHEREAS, Hughes Fire Equipment, Inc. was found to be the highest ranking proposer with an
amount of $544,365; and,
WHEREAS, this new Fire Engine replaces the existing 1983 E -One Fire Engine; and,
WHEREAS, the City has received a State of Alaska Grant in the amount of $400,000 to assist in
the purchase of the Fire Engine; and,
WHEREAS, the City's Equipment Replacement Fund will provide the estimated $581,000 for the
total project which includes $27,218 in contingency funding and $8,600 for engine build design
and inspection travel; and,
WHEREAS, maintaining the City's fire apparatus is vital to daily operations of the City and is in
its best interest.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA:
Section 1. That the City Manager is authorized to purchase a fire engine for the total
approximate cost of $581,000 utilizing the City's Equipment Replacement Fund.
Section 2. That the City Manager is authorized to execute a contract with Hughes Fire
Equipment Inc. for the purchase of a fire engine in the amount of $544,365 and authorize the
issuance of a purchase order in the amount of $571,583 to Hughes Fire Equipment for the
proposed price of the equipment plus $27,218 in contingency funding for which the City Manager
is authorized to execute change orders during the equipment's construction.
Section 3. That this resolution takes effect immediately upon passage

SUBJECT: Ordinance No. 2018 — 64 Authorize the Purchase of a New Fire Engine
from Hughes Fire Equipment, Inc.
The purpose of this memo is to recommend passage of Resolution 2018-64; to authorize a
Proposal Award to Hughes Fire Equipment, Inc. for the purchase of a new Fire Engine in the
amount of $544,365. In addition, this resolution establishes 5% contingency funding in the
amount of $27,218 to execute change orders during the equipment's construction and $8,600 for
engine build design and inspection travel.
The City formally issued a Request for Proposal on August 28th, 2018, with Proposals due on
September 10th, 2018 for the purchase of the Fire Engine.
This is a planned replacement, and is included in the City's current Annual Budget, as indicated
within the Equipment Replacement Fund. This new Fire Engine shall replace the existing 1983
E -One Fire Engine.
$400,000 of the purchase of this Fire Engine will be reimbursed through a State of Alaska Grant
15 -DC -080. The State of Alaska DCCED has indicated their support for an advance in excess of
the normal 20% and approval of an extension of the grant performance period.
$540,000 was the projected replacement cost for the fire engine. KFD Squad 1 is to be removed
from the equipment replacement schedule and the funds needed for its replacement will be used
to supplement the engine replacement.
Approval of this Resolution will allow the Fire Department to continue to effectively respond to
emergencies within the City of Kenai and eliminate the expenses that are common with
maintaining a thirty five year old piece of equipment.
