CALL TO ORDER Vice-Chair Widmayer called the meeting to order at 7: 10 p. m. a. Pledge of Allegiance Vice-Chair Widmayer led those assembled in the Pledge of Allegiance . b. UNSCHEDULED PUBLIC COMMENT -None . 4. APPROVAL OF MEETING SUMMARY a . August2 ,2018 MOTION: Commissioner Halstead MOVED to approve the meeting summary of August 2 , 2018 and Commissioner Kisena SECONDED the motion . There were no objections ; SO ORDERED. 5. UNFINISHED BUSINESS -None. 6. NEW BUSINESS Page 3 of 23 a. Parliamentary Procedures and Open Meetings Ac t Training The City Clerk provided an informational handout and provided training regarding matters of parliamentary procedures and Open Meetings Act. Some topics included proper motion process, amendments, and other pertinent and relative matters following Robert's Rules of Order. b. Discussion -Parks Tour The Parks and Recreation Director thanked the Commissioners present for attending the Parks Tour. It was noted due to time constraints, not all the areas were visited but it was reiterated that the tour was helpful for the Commission to gauge condition at park areas and showcase the work of the department. Commissioners expressed thanks to the Parks and Recreation Department and Director for the tour. c. Discussion -Lawton Drive Extension Draft Sign The Parks and Recreation Director noted the department was moving forward with including the Lawton Drive extension route in the City's trail system. Additionally , part of this would be allowing legal all-terrain vehicle (A TV) use. It was clarified the current ATV use was prohibited but damage was being done at the gates caused by A TV's going around them and the fencing . It was noted that good signage was key and Commission members were asked to provide comments and feedback on the draft sign provided in the packet. Several formatting ideas were suggested, including making some of the specific language in larger font as it pertained to possible enclosures , leaving space for additional language in the future , and creating a separate motorized vehicle use sign altogether that listed the specific do's and don'ts. It was the consensus of the Commission that any language used should be consistent with City Code and not convey the message that motorized use was allowed on other trails . MOTION : Commissioner Halstead MOVED to table this item allowing the Director time to make formatting changes, and Commissioner Joanis SECONDED the motion. There were no objections ; SO ORDERED. 7 . REPORTS a. Parks and Recreation Director - B . Frates reported on the following events : • The Community Weed-Pull event scheduled for September 8; • The Kenai River Marathon scheduled for September 30 ; and • The Fall Pumpkin Festival scheduled for October 13. Director Frates reported other projects accomplished included tree planting , seeding and landscaping at Daubenspeck Family Park , Fine Arts Guild, Beaver Creek Park, and recapping trails at the Wildflower Gardens. b. Commiss ion Chair -Vice-Chair Widmayer thanked the Parks and Recreation Director for the Parks Tour. Parks and Recreation Commission Meeting September 6 , 2018 Page 2 of 3 Page 4 of 23 c. City Council Liaison -H. Knackstedt reported on the action agenda of the September 5 City Council meeting , including approval of extension lease agreement of the Golf Course , and a presentation by the Kena i Watershed Forum regarding bacteria testing at the mouth of the Kenai River. 8. NEXT MEETING ATTENDANCE NOTIFICATION -October 4, 2018 9. COMMISSION QUESTIONS & COMMENTS Commissioner Halstead informed members of his resignation from the Parks and Recreation Commission. 10. CALL TO ORDER Chair Stephens called the meeting to order at 7:05 p.m . a. Pledge of Allegiance Chair Stephens led those assembled in the Pledge of Allegiance . b . UNSCHEDULED PUBLIC COMMENT Mark Griffin expressed his interest and support for the City to someday provide lit ski trails at the Kenai Golf Course. He informed the Commission that this project would be mutually beneficial for both the golf course operations and the Nordic ski community. Specifically , the benefit to the golf course would include installing power supply to areas for irrigation purposes . Mr. Griffin explained there were seven pedestrian/cart bridges that needed replaced in upcoming years , particularly the main bridge near the Clubhouse. It was further explained that the new lease required them to put money back into permanent structures at the golf course and a number of improvements were being looked at, including paved cart trails, Clubhouse improvements and new bridges. 4. APPROVAL OF MEETING SUMMARY a . October 4 , 2018 MOTION: Page 7 of 23 Commissioner Wisniewski MOVED to approve the meeting summary of October 4 , 2018 and Commissioner Widmayer SECONDED the motion . There were no objections ; SO ORDERED. 5. UNFINISHED BUSINESS a. Discussion -Lawton Drive Extens ion The Parks and Recreation Director presented the new trailhead sign for the Lawton Drive extension area . It was noted that recommendations from the previous meeting were incorporated and that Joe Halstead assisted with the design . It was pointed out that the Commission previously suggested the language specific to All-Terrain Vehicle (ATV) use should be a separate sign and would be completed in a couple weeks . The Director clarified the sign wou ld be located near the end of the gate, close to the access point. It was suggested that a dog waste disposal station also be included at the trail heads. 6. NEW BUSINESS a. Discussion -Capital Improvement Projects (CIP) Gratitude was expressed for the work session discussion prior to th is meeting and reviewing the CIP list. The Chair opened the floor to more discussion and recommendat ions . It was clarified that the CIP list were recommendations only meant to help guide future planning . Interest was noted in establishing places for people to gather and recreate , for example , the Event Park and lit ski trails . It was further noted that some that enjoy skiing do not get off work until after dark and having an area to ski in a lit area would be beneficial. It was added that the Kena i Central High School ski team would appreciate it as well. Other Commiss ion members concurred noting that the events in Soldotna on Wednesdays, for example , were great and thought that Kenai could provide some of the same activities, outdoor music, plays, etc. The Director clarified that because the Old Town playground project had more momentum due to potential involvement of the Kenaitze Indian Tribe , the 4th Avenue Park upgrade from FY19 was not carried forward . Interest was noted in the possibility of lighting the ski trails and suggested it be moved to position number two on the list, moving the cemetery fence replacement project down on the list. MOTION: Commissioner Kisena MOVED to make the Outdoor Event Park (Phase 1) as Priority No . 1 and the Kenai Nordic Trail Lighting (Design fee and construction) as Priority No . 2 on the CIP list; and Commissioner Widmayer SECONDED the motion . There were no objections ; SO ORDERED. b . Discussion -Commission Meeting Time The Chair noted that changing the meeting time to 6 p.m . warranted discussion and asked for comments. It was noted that one of the commissioner's had difficulty attending due to work schedule , but a 6 p.m. start time would allow attendance. Parks and Recreation Director -Frates reported on the various activities of the Fall Pumpkin Festival and the following : • The department recently had a voluntary Occupational Safety and Health Administration (OSHA) inspection ; • A Parks and Recreation Labor position was currently open (closes Nov. 5); and • Renovation work occurring at the adult softball field. b . Commission Chair -No report. c . City Council Liaison -No report. 8. NEXT MEETING ATTENDANCE NOTIFICATION -December 6 , 2018 Chair Stephens will not be in attendance and Commissioner Wisn iewski may not be either. 9. COMMISSION QUESTIONS & COMMENTS Commissioner Kisena inquired about how best a member of the public can go about presenting or sharing an idea. It was noted that any individual can address any of the Commissions/Committees at any meeting , either scheduled or unscheduled . It was added that individuals may also work through respective chairs or contact Admin istration . 10. ADDITIONAL PUBLIC COMMENT-None. 11. INFORMATION -None . 12. This is a project that Carol has been working on intermittently for the past couple weeks. We see this as an easy and low cost approach to highlighting your work and marketing the department as a whole. Attached is a very rough draft along with some sample pictures . We are continu ing to gather and review photos for inclusion and request that you share any photos for consideration that you may have. If you have any particular ideas on formatting or style, please be prepared to discuss this at our next regular meeting on December 6, 2018.
