Pledge of Allegiance Commissioner Peters led those assembled in the Pledge of Allegiance. b. SCHEDULED PUBLIC COMMENTS-(10 minutes) None scheduled. 3. UNSCHEDULED PUBLIC COMMENT David Chessik spoke in regard s to the need of the Kenai City Dock for pub li c use . Mr. Chessik suggested obtaining funding from the State of Alaska and Kenai Peninsula Borough to keep the dock infrastructure open for the public. He expressed the importance of having the crane at the dock available at the end of May or early June until September 20. 4. APPROVAL OF MEETING SUMMARY a. October 8, 2018 Page 2 of 13 MOTION: Commissioner Crandall MOVED to approve the meeting summary of October 8, 2018 ; and Commissioner Dunn SECONDED the motion . October 23, 2018 (Sub-Committee) MOTION: Commissioner Crandall MOVED to approve the Harbor Comm ission Sub-Comm it tee meeting summary of October 23, 2018; and Commissioner Dunn SECONDED the motion. There were no objections; SO ORDERED. 5. UNFINISHED BUSINESS a. Discussion -No Wake Signage It was noted there were two letters in the Commission packet associated to this agenda item . There were comments in support of reduce wake signage, to lessen b luff erosion, and the need was expressed for having even slower speeds by the canneries. It was suggested to have the U .S . Coast Guard present for three weeks to enforce the reduce wake signage . Further discussion included ideas of sign placement, and development of a resolution and an ord inance . MOTION: Commissioner Crandall MOVED to have the Public Works Director draft an ordinance for signs on the river and provide it at the December Harbor Commissio n meeti ng for review ; and Commissioner Desimone SECONDED the motion . There were no objections ; SO ORDERED. It was also decided that the Public Works Director would draft a se parate resolu tion to update the Kenai Municipal Code, signs, and buoys, and provide it the December Commission packet for review . [Clerks Note : Vice-Chair DuPerron arrived at 6:50 p.m. and there was no objection to him presiding over the remainder of the meeting.} 6. NEW BUSINESS a. Discussion -Harbor Commission Sub-Comm ittee Update The Vice-Chair reported that the Sub-Committee had their final meeting in October and recommended eight (8) Harbor Commission meetings a year, with no meet ings in January, July, November, and December. It was noted that a special meeting cou ld be called in December or January if needed . The details of the Harbor Commission roles and responsibilities would be provided at the December 1 O Commission meeting. b. Discussion -Harbor Commission Focus for Com ing Year The Commission determine the following projects as priority focus for the com ing year: Bluff Erosion , cranes and fuel at the Kenai Dock, economic development of the Kenai Do c k, drift boat Harbor Commission Meeting November 13 , 2018 Page 2 of 3 Page 3 of 13 pull-out and dredging of the Kenai River. 7. REPORTS a . Public Works Director -S . Curtin reported the City Dock was closed for the winter and signs were put up on October 30, while the floats closed on November 6 . He further reported that the new Council Liaison for the Harbor Commission was Robert Peterkin II. b. Commission Chair -Vice-Chair DuPerron reported that Commissioner Crandall submitted his application for renewal on the Commission . c . City Council Liaison -No report. 8. NEXT MEETING ATTENDANCE NOTIFICATION -December 10, 2018 9. COMMISSIONER COMMENTS AND QUESTIONS Commissioner Desimone expressed apology for not attending the last meeting and Commissioner Peters wished everyone Happy Thanksgiving. 10. The greatest difficulty I have experienced regarding wakes in the City of Kenai Harbor has been associated with the Personal Use Dip Net Fishery. I am the owner/captain of a 36'x12' LaConner fi shing vessel which utilizes the city's harbor as a base of operations for most of the UCI Central District Commercial Drift Gil Net Salmon Fishery season. The commercial vessels (gill netters and tenders) adhere to "no wake" rules for the most part, but there is of course the occasional individual who needs to be reminded they are not the only ones in the river. These occasional incidents are usually resolved as soon as the captain of the offending vessel is made aware of his offending wake via VHF radio or other communications. Sadly, the private vessels utilizing the harbor have a much higher rate of violation, often flagrant, pertaining to "no wake" rules. This is true to such an extent that there have been times when it has been safer and more comfortable to prepare my vessel's fish hold for the day 's catch whi le underway in Cook Inlet rather than on the vessel's mooring in the river. This is not the best way to work below deck (on a moving vessel in a somewhat crowded and unpredictable body of water), but the speeding boats full of dip netters rushing in and out of moored vessels to make their next drift on the Kenai River have made it the safest way to work below deck. Efforts to communicate with said speeding boats concerning violation of "no wake" rules or general safe boating practices are nonnally met with obscene gestures and/or shouted profanity. I pray the city can resolve this issue as I find it troub ling to have crew below deck while we are underway because the noise of operation and requirement to maintain helm watch makes it very difficult to monitor their activity/safety below deck. I am owner/First Mate/deckhand on our commercial drift gill net fishing boat. Our boat is 36' x 12'. We moor up in the Kenai River during July and August each year during the commercial sockeye salmon fishing period . During the time that the personal use dip net fishery is taking place in July, it becomes very difficult to work safely on and below deck on our boat. This is mostly due to the personal use dip net fishers racing their boats up and down the Kenai. The wakes have been so bad in the river due to boats not abiding the no wake zone, that I have gotten motion sick on our boat while trying to get work done. I've also had periods where I've had to stop what I'm doing to brace myself as the boat rocks back and forth from these wakes to prevent me from falling or banging my head while in our fish hold. I've felt like I was going to be tossed into the river while on the processor's dock due to the wakes causing the dock to undulate so bad it was hard to keep my balance. When we've yelled at them to slow down (you have to yell to be heard), we are usually greeted with responses of profanity and obscene gestures . I know there are processor skiffs, set net skiffs, and commercial fishing boats that also cause wakes as well. However, they are not as bad as the personal use boats . Before and after the personal use dip net fishery, we rarely have any problems with wakes while w e are moored or while at the processor dock. We witnessed a personal use dip net boat capsizing one year in front of the old Wards Cove processing plant. Luckily, a couple of the commercial fisherman moored close to us had a skiff and were able to quickly get to the boat and help rescue the fishermen. Unfortunately, their dog wa s not so lucky. There have been times where it has be en worse in the river than out on the inlet due to the wake s caused by boats. I dread the personal use dip net fishery because of the greater risk to those of us trying to get things done on our boat while moored in the harbor. As I stated above, this is the time period when we experience the worse wakes the whole time we are moored in the Kenai harbor. All boats need to abide to no wake zones for the safety of all fisherman -both personal and commercial. Thank you for considering my comment.
