Wince-Corthell Bryson Representative, Kirk Hollingsworth provided an update on the Terminal
Rehabilitation Project, specifically noting the project commenced today, and provided the
opportunity for a questions and answers session with the Comm ission.

a. Airport Manager -Bondurant reported on the October activities happen ing at the
Kenai Airport, and noted she had an interview with Channel 11 regarding the Terminal
Rehabilitation Project.

Concession Agreement
On January 1, 2015 the City of Kenai entered into a vending machine concession
agreement with Tyler Distributing Company, Inc. for beverage/food items in the Airport
terminal building for a period of three years with the option to extend for an additional two (2)
years if the City and concessionaire mutually agree in writing.
Tyler Distributing Company, Inc. is current in all fees owed to the City and a current
certificate of insurance is on file.
Attached for your review and recommendation is the Second Amendment to the Concession
Agreement which shall be effective January 1, 2019 .

SECOND AMENDMENT TO KENAI MUNICIPAL AIRPORT VENDING
MACHINE CONCESSION AGREEMENT
This Second Amendment to the Kenai Municipal Airport Vending Machine
Concession Agreement is made as of of January 1, 2019, by and between the City of
Kenai (City), a municipal corporation whose address is 210 Fidalgo Avenue, Kenai,
Alaska 99611, and Victor G . Tyler d/b/a Tyler Distributing Company, Inc. (Lessee),
an Alaska corporation whose address is P.O . Box 96, Kenai, Alaska 99611.
RECITALS
Effective January 1, 2015, the City entered into a Concession Agreement for
vending machine concessions with Victor G. Tyler, d/b/a Tyler Distributing
Company, Inc., of Kenai for bill and coin operated devices for selling nonalcoholic
beverages or food items in the Kenai Municipal Airport terminal building.
The City and Tyler Distributing Company, Inc. wish to amend the Concession
Agreement to extend under the same terms and conditions.
The City and Victor G Tyler agree as follows:
I. Pursuant to Article II, of the Concession Agreement, Term, providing
the option of the parties to extend the Concession Agreement by mutual written
consent, the Concession Agreement term is extended so that the Lease will end on
December 31, 2019.
2 . The parties agree that this Second Amendment to the Concession
Agreement and all obligations under this amendment shall be effective as of January
1, 2019 , regardless of the date of signatures indicated below.
3. Except as expressly modified or stated herein, all other terms and
conditions of the Lease remain in full force and effect.

October Mid-month Report
2018 Terminal Rehabilitation Project-Construction: The FAA grant offer was received
on September 19, 2018. The project should start in October 2018 with a completion
date of December 1, 2019 .
2018 Fencing Rehabilitation -Options are still being discussed with the FAA on how to
proceed with this project in FY19 .
In-house Activities -
Winter Season Recruiting/Hiring -The Airport has hired two seasonal equipment
operators for the 2018-2019 winter season . The seasonal positions are for five months
from November 1, 2018 through March 2019. The Airport is also establishing a call out
list of temporary equipment operators for additional manpower over the season .
October 9, 2018 -OSHA representatives will be conducting on-site visits at the Airport
Terminal and Operations Facility.
October 11-12, 2018 -The SOA/DOT will be at the airport to evaluate all airfield pavement
and provide a pavement condition report that will assist us in evaluating the pavement
needs of the airfield . The SOA/DOT includes the Kenai Airport every three years and at
no cost.
October 12, 2018 -A meeting for terminal tenants has been scheduled at the Kenai City
Council chambers on Friday, October 12 from 9.am to 11am. Wince-Corthell-Bryson will

be updating terminal tenants on the phasing plan and p roject schedule for the
rehabilitation project.
October 17, 2018-The Quarterly Airport Tenant meeting has been scheduled for 3:00pm
on Wednesday, October 17 at the Kenai Operations Facility.
October 24, 2018 -Annual pre-season Snow and Ice Control Committee meeting will be
held from 9am-11am in Council Chambers . All airport staff, equipment operators, airport
tenants, contract snow plowers, Kenai Police and Fire Department personnel should plan
on attending . Agenda items will cover the annual 139 training requirements for airtield
driving, familiarization, self-inspection, etc . Representatives from the Tower, Flight
Service Station, and Airway facilities will speak to their respective responsibilities .
October 30, 2018 -Airport, KPD , and KFD will hold the annual tabletop review of the
Airport Emergency Control Plan with an airport security readiness exercise . The tabletop
exercise is a FAA 139 requirement and the readiness exercise is a tri-annual TSA
requirement. Three representatives from the Anchorage TSA office will be in attendance.

November Mid-month Report
2018 Terminal Rehabilitation Project-Construction : The project started in October with
outside ground utility work . Construction meetings are being held every Tuesday with
contractor, city and airport staff. ·
2018 Fencing Rehabilitation -Options are still being discussed with the FAA on how to
proceed with this project in FY19 .
In-house Activities -

out list of temporary equipment operators . Terry Russ will start full-time November 19,
2018 , in the Airport Operations Specialist position which was recently vacated.
The Airport will not have holiday window painting, lighting, or the annual Christmas tree
decorating contest due to the terminal rehabilitation project. Interior terminal work will be
starting shortly.

This letter provides awareness of and guidance on handling the inadvertent use of Diesel
Exhaust Fluid (DEF) instead of Fuel System Icing Inhibitor (FSil) in aircraft.
Background
In August 2018, the Federal Aviation Administration (FAA) identified five aircraft at an
executive airport as being serviced with jet fuel containing DEF. During the same period, the
FAA identified nine additional aircraft as being serviced with refueling equipment that had
been exposed to DEF. The fueling agent inadvertently used DEF instead of FSII on a
refueling truck and injected into the fuel with the truck's FSII injection system.
DEF is a urea-based chemical and is not approved for use injet fueJ . When mixed with jet
fuel, DEF will react with certain chemical components in the jet fuel to form crystalline
deposits in the fuel system. These deposits will flow through the aircraft fuel system and
may accumulate on filters, fuel metering components, other fuel system components, or
engine fuel nozzles. The deposits may also settle in the fuel tanks or other areas of the
aircraft fuel system where they may dislodge over time and accumulate downstream in the
fuel system.
All of the aircraft identified in August did have documented cases of clogged fuel filters and
fuel nozzle deposits that led to service difficulties and unplanned diversions .
Recommendations
Bulle fluids are generally stored in hangars or storage areas. Both DEF and FS II are clear and
are usually stored in large milky white plastic tanks ranging from 55 gallons to larger cube
storage tanks. If stored close to each other, they are very hard to differentiate from each
other without very pronounced markings . To prevent confusion, we recommend:
(1) Airport operators and fueling agents do not store DEF and FSII fluids in close proximity
to each other;
(2) Airport operators and fueling agents clearly mark bulk storage tanks or barrels with
4-inch or larger stenciled letters visible from all sides . Use "DIESEL DEF" for all DEF
fluid and "JET FUEL SYSTEM ICING INHIBITOR" for FSII storage containers; and

(3) Fueling agents or operators should remove jet fuel suspected of being contaminated with
DEF from aircraft and discard it Do not attempt to repurpose DEF-contaminated fuel to
other aircraft or vehicles.
