CITY OF KENAI
ORDINANCE NO. 3046-2018 SUBSTITUTE
AN ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, INCREASING
ESTIMATED REVENUES AND APPROPRIATIONS IN THE AIRPORT SPECIAL REVENUE
FUND AND IN THE AIRPORT IMPROVEMENT CAPITAL PROJECT FUND FOR THE 2019
AIRFIELD CRACK SEALING, MARKING, AND MINOR PAVEMENT REPAIR PROJECT AND
AUTHORIZING A CONTRACT TO WINCE-CORTHELL-BRYSON CONSULTING ENGINEERS
FOR DESIGN SERVICES.
WHEREAS, the Airport is requesting appropriation of funds for design of the 2019 Airfield Crack
Sealing, Marking, and Minor Pavement Repair Project; and,
WHEREAS, the project will consist of rubber removal, crack sealing, painting of all airfield
markings and minor pavement repair in the runway safety area due to erosion; and,
WHEREAS, Wince-Corthell-Bryson was the highest ranked consultant as a result of the
architectural/engineering & construction management services for Kenai Municipal Airport Capital
Improvement Project Request for Proposals; and,
WHEREAS, City Administration has reviewed the proposal from Wince-Corthell-Bryson and finds
the scope of work to be accurate and the price of $26,000 to be fair and reasonable; and,
WHEREAS, the Federal Aviation Administration has provided their concurrence that these
services will be eligible for 93.75% reimbursement upon completion of the grant application for
the 2019 Airfield Crack Sealing, Marking, and Minor Pavement Repair,
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA,
as follows:
Section 1. That estimated revenues and appropriations be increased as follows:
Airport Special Revenue Fund
Increase Estimated Revenues:
Appropriation of Fund Balance $ 26,000
Increase Appropriations
Transfer to Capital Projects Fund $ 26,000
Airport Improvements Capital Proiect Fund:
Increase Estimated Revenues:
Transfer from Airport Special Revenue Fund $ 26,000

Section 2. The City Manager is authorized to execute a professional services agreement with
Wince-Corthell-Bryson in the amount of $26,000 for the completion of the design to the 2019
Airfield Marking, Crack Sealing, and Minor Pavement Repair Project.
Section 3. Severability: That if any part or provision of this ordinance or application thereof to
any person or circumstances is adjudged invalid by any court of competent jurisdiction, such
judgment shall be confined in its operation to the part, provision, or application directly involved
in all controversy in which this judgement shall have been rendered, and shall not affect or impair
the validity of the remainder of this title or application thereof to other person or circumstances.
The City Council hereby declares that it would have enacted the remainder of this ordinance even
without such part, provision, or application.
Section 4. Effective Date: That pursuant to KMC 1.15.070(f), this ordinance shall take effect
upon adoption.

The purpose of this memo is to correct Ordinance No. 3046-2018 introduced at the December 5,
2018 City Council meeting.
I erroneously reported the appropriation for design costs as $ 89,020 when in fact that was for
both the design and contract administration. The correct cost associated with the design of this
project is $26,000.

SUBJECT: Ordinance No. 3046-2018 — 2019 Airfield Crack Sealing, Marking, and
Minor Pavement Repair
This project will paint all the airfield markings due to fading, rubber, and lack of reflective beads,
seal all pavement cracks, and repair approximately fourteen areas of erosion along the pavement
edge of the runway in the safety area. All these areas must meet the specifications of 14 CFR
Part 139.311.
Wince-Corthell-Bryson submitted a proposal for $89,020 for the design services which was
reviewed and approved by City Administration and the FAA. The FAA concurs with the scope
and the project is grant eligible. The FAA gave Categorical Exclusion Approval on September 1,
2018.
It is recommended to appropriate professional service funds to complete the design and bid
services for this project.
