A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, AUTHORIZING A
PURCHASE AGREEMENT CONTRACT EXTENSION FOR THE WATER AND WASTE WATER
TREATMENT PLANTS' CHEMICALS SUPPLY TO UNIVAR USA, INC.
WHEREAS, this Chemicals Supply Agreement was competitively bid in October 2014 with Bids
due on November 3, 2014; and,
WHEREAS, Univar USA, Inc. was found to be the lowest responsive responsible Bidder; and,
WHEREAS, the City awarded an Agreement ti
Water and Waste Water Treatment Plants from
the option to extend two additional years; and,
Univar USA, Inc. to provide chemicals for the
December 1, 2014 to November 30, 2017, with
WHEREAS, this resolution provides for the award of the final year of this agreement; and,
WHEREAS, this last year's agreement completion date shall be June 30, 2019, so the next
Contract award (July 1, 2019 — June 30, 2024) shall run concurrently with the fiscal year to avoid
reissuance of Purchase Orders across fiscal years; and,
WHEREAS, these chemicals are a necessary and required component for the City to safely
operate our Treatment Plants; and,
WHEREAS, extension of this agreement is in the best interest of the City.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA:
Section 1. That the City Manager is authorized to execute a contract extension with Univar
USA, Inc. for Water ($18,000) and Waste Water Treatment ($31,680) Chemicals in the total
amount of $49,680.
Section 2. That this resolution takes effect immediately upon adoption.

SUBJECT: Resolution No. 2018-70 Authorizing the Purchase Agreement
Extension for Water and Waste Water Treatment Plant Chemicals to
Univar USA, Inc.
The purpose of this memo is to recommend passage of Resolution 2018-70; to authorize the
Purchase Agreement Extension for Water and Waste Water Treatment Plant Chemicals to Univar
USA, Inc. in the total amount of $49,680. (Water Treatment Plant for $18,000, Waste Water
Treatment Plant for $31,680)
The City entered into a three year with an additional two years optional Agreement with Univar in
December 2014. This resolution provides for the final year of the current agreement. It should be
noted the amounts are less than a typical year's supply as this agreement will only run through
June 30, 2019. After which time it is the intention of the Public Works Department to issue a new
recurring contract for three years with an optional two year extension, to run concurrently with our
fiscal year to simplify the issuance of Purchase Orders and to standardize our contracting
process.
The chemicals associated with this agreement will be competitively bid in late spring 2019 so a
new agreement can be executed on July 1, 2019. The chemicals being supplied with this
agreement include Sodium Hypochlorite for the chlorination of water, Sodium Bisulfite for the
removal of chlorine from the effluent at the Waste Water Treatment Plant, Lime for adjusting the
PH in our digester at the WWTP, and a Polymer for our sludge press at the WWTP.
Approval of this Resolution will allow the Public Works Department to continue to effectively
manage our Water and Waste Water Treatment Facilities, and remain in compliance with
regulatory agencies.
The administration is in support of this Agreement Extension.
Council's support for Resolution 2018-70 is respectfully requested. I
