HomeMy WebLinkAboutResolution No. 2019-01Sponsored by : Administration C ITY O F K ENAI RESOLUTION NO. 2019 • 01 A RESOLUTION OF THE COUNCIL OF THE CITY OF KE NAI, ALASKA, SUPPORTING THE BIKING IN KENAI AND SOLDOTNA CITIZEN GROUP APPLICATION TO THE ALASKA DEPARTMENT OF TRANSPORTATION AND PUBLIC FACILITIES FOR USE OF TRANSPORTATION ALTERNATIVES PROGRAM FUNDS FOR A PEDESTRIAN PATHWAY ALONG PART OF BRIDGE ACCESS ROAD IN THE CITY OF KENAI. WHEREAS, the City of Kenai received a request from Biking in Kenai and Soldotna (BIK&S) to support a grant application to nominate a project for inclusion in the Alaska Transportation Alternatives Program funds as outlined in Alaska Department of Transportation and Public Facilities (ADOT&PF) application packet for 2018-2020; and, WHEREAS , a pedestrian path along Bridge Access Road extending from the intersection of Bridge Access Road with Beaver Loop Road to the intersection of Bridge Access Road with the Kena i Spur Highway combined with the existing path along the Kenai Spur Highway and the planned path addition along Beaver Loop Road would create an important connecting loop along main transportation corridors in the area; and , WHEREAS, a pedestrian pathway along Bridge Access Road meets grant application criteria to improve the health and quality of life, safety, intrinsic qualities related to scenic beauty, removes barriers and gaps in the network , and would be a regional amenity; and, WHEREAS, fede ra l monies are available under a Transportation Alternatives Program, adm inistered by ADOT&PF , for the purpose of creating and promoting the planning and development of active transportation facilities and programs in Alaska ; and WHEREAS, the City of Kenai commits to fund the required match of no less than 9.03 % of the total project costs . NOW , THEREFORE , BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA: Section 1. That the Council of the City of Kenai supports the Biking in Kenai and Soldotna application to the Alaska Department of Transportation and Public Facilities for use of Alaska transportation alternative program funds for a pedestrian pathway along part of bridge access road in the City of Kenai. Sect ion 2. That the City of Kenai hereby assures the Alaska Department of Transportation and Public Facil ities that sufficient funding for the local governmental agencies matching contribution for a pedestrian pathway along part of Bridge Access Road in the Ci ty of Kenai is available. This group envisions bike-friendly communities where bicycling is a convenient, routine, safe, and healthy transportation option that contributes to the high quality of life for Kenai Peninsula residents and visitors. BIK&S identified the Moving Ahead for Progress in the 21st Century Act (MAP-21), which authorized the Transportation Alternatives Program (TAP) to provide funding for programs and projects defined as transportation alternatives as a potential source of funding to construct a pedestrian bike path along Bridge Access Road . The attached Exhibit A shows existing bike paths, proposed bike paths, and the route under consideration in this grant application. Constructing this pathway along Bridge Access Road extending from the intersection of Bridge Access Road with Beaver Loop Road to the intersection of Bridge Access Road with the Kenai Spur Highway combined with the existing Unity Trail along the Kenai Spur Highway and the planned pedestrian path with the forthcoming Beaver Loop Road Project construction would create an important connecting loop along main transportation corridors in the area. It would improve safety, health , and quality of life, and would become a regional amenity. If approved by the Kenai City Council, the resolution would state the City of Kenai 's support of BIK&S application for MAP-21 funds to construct a path along Bridge Access Road .
