HomeMy WebLinkAboutResolution No. 2019-05Sponsored by: Administration CITY OF KENAI RESOLUTION NO. 2019-05 A RESOLUTION OF THE COUNCIL OF THE CITY OF KENAI, ALASKA, ADOPTING THE CITY OF KENAI CAPITAL IMPROVEMENTS PLAN PRIORITY LIST FOR STATE FUNDING REQUESTS FOR THE FISCAL YEAR 2020. WHEREAS, the Capital Improvements Plan (CIP) identifies needed capital projects ; and, WHEREAS, the CIP has historically been used to request capital funding from the State of Alaska through their capital budget; and, WHEREAS, the City Council of Kenai , Alaska recognizes the financial challenges facing the State of Alaska , its Governor, and Legislature; and , WHEREAS, the City of Kenai has identified and prioritized capital funding requests, but the City of Kenai is limiting its request for capital funding from the State of Alaska in State Fiscal Year 2020 to the Kenai Bluff Stabilization Project, the City's number one priority; and, WHEREAS, any funding for this project by the State will be eligible for a match from the United States Army Corps of Engineers at 65% Federal I 35% State; and, WHEREAS, $5 ,000 ,000 of State funding for this project would be eligible for over $9 ,200,000 in Federal funding; and, WHEREAS, despite limiting our request for capital funding from the State of Alaska for the upcoming fiscal year to the Kenai Bluff Stabilization Project, it is important to keep the Governor and Alaska State Legislature apprised of the continued capital needs of the City for possible future state capital funding or if unanticipated funding becomes available for State Fiscal Year 2020. NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE CITY OF KENAI , ALASKA: Section 1. That the City of Kenai adopts the attached City of Kenai Capital Improvements Plan Priority List for State Funding Requests for the Fiscal Year 2020. Section 2. That the Council is submitting only one funding request for Fiscal Year 2020 , $5 ,000,000 for the Kenai Bluff Stabilization Project. Section 3. That a copy of this Resolution and attachment be forwarded to Governor Mike Dunleavy and the Alaska State legislature. Secti on 4. That th is resolution ta kes effect immediately upon passage . BRIAN GABRIEL SR., MAYOR PRIORITY NUMBER 1 2 2 CITY OF KENAI CAPITAL IMPROVEMENTS PROGRAM (CIP) PRIORITIES FOR STATE FUNDING REQUESTS FOR SFY 2020 PROJECTS IDENTIFIED AND LISTED IN PRIORITY ORDER PROJECT TITLE DESCRIPTION NEEDED NOTES/COMMENTS FUNDING Kenai Bluff Stabilization Proj ect Construct an approximate 5,000 li neal foot erosion control $5,000,000 T he Army Corps of Engineers is neari ng co mpletion of the structure on the north shore of the m outh of the Kenai River Requeste d for feasibility study for the p roject , paid for th rough $585,000 of funding during federal monies a nd $560 ,000 of local monie s p rovided SFY2020 through a State of A laska grant. T he tota l cost of the project incl uding design and construction is estimated at $32.5 million. T his will require approximately $1 1,375,000 of funding to match Federal funding of $21, 125,000. T o date, $4 ,000,000 of State Grant funds and $585,000 of Fed e ral f un ds have been committed to the proj ect. Additionally, the residents of the City of Kenai approved the issuance of $2,000,000 in general obligation bonds th rough ba ll ot p ro position. Once the Feasibil ity Study is c ompleted , Fede ra l fu nd ing will be needed for design and constructi on of the project. Additional State funding could be used to provide the required match for the Federal funds . Wastewater Treatment Plant Upgrades This pr oject will include improvements to address $ 2,000,000.00 We have approximately $1.4 m illion in place with ADEC deficiencies at the Wastewater Treatme nt Plant. grant 47555 and matching COK funds to complete some Improve ments may include treatment process upgrades to but not all of these important repairs and upgrad es. lower ammonia effluent discharge to meet APDES levels. It may also incl ude replacement of aging and failing equipment. Upgrades to electric-motor-driven compressor systems would lower operational costs by at least $60,000 per year. Paving & Improvements to City Streets The City of Kenai maintains approximately 20 m iles of g ravel $ 1,000,000.00 The ongoing infrastructure improvements funded by past surfaced roadways within its munic ipal boundaries . The cost State of Alaska capit a l grants has improved the safety and of ma intenance of gravel roadways is high, dust from gra ve l operat ional efficiency of the City's road ways. The projects roadways is a health issue for the elder ly & young . The City have been designed and constructed by local consultants maintains an ongoing Local Improvement District (LID) and contractors providing further economic benefits to the program to pa ve local s treets and roads with the City area . providing a 50% cost share fo r the improvements. PRIORITY NUMBER 3 CITY OF KENAI CAPITAL IMPROVEMENTS PROGRAM (CIP) PRIORITIES FOR STATE FUNDING REQUESTS FOR SFY 2020 PROJECTS IDENTIFIED AND LISTED IN PRIORITY ORDER PROJECT TITLE DESCRIPTION NEEDED NOTES/COMMENTS FUNDING Improvements to the City of Kenai This project would repair/replace aging , outdated and failing $ 750,000.00 The Kenai Recreation Center is housed in a building that Recreation Center components of the facility. PRIORITY NUMBER CITY OF KENAI CAPITAL IMPROVEMENTS PROGRAM (CIP) PRIORITIES FOR STATE FUNDING REQUESTS FOR SFY 2020 PROJECTS IDENTIFIED BUT NOT LISTED IN PRIORITY ORDER PROJECT TITLE DESCRIPTION NEEDE D NOTES/COMMENTS FUNDING Kenai -Old Town Pedestrian Wal kway This project would construct approximately 2,000 lineal feet $ 370,000.00 Old Town Kenai is heavily traveled by pedestrian t raffic, System of 4' wide sidewalk@ $185/lf adjacent to roadways . consisting of local residents , and during the summer approximately 50,000 tourists . Because there are no sidewalks pedestrians share the traveled roadways with vehicles creatina an unsafe condition. City of Kenai Indoor Turf Field Fa cility This project would construct a 1 OO 'x200' indoor turf field , $ 4 ,000,000.00 This project has been discussed by the Parks & Recreation possibly as an addition to the existing Kenai Multi-Purpose Commission and it is my understanding they w ish to Facility. The facility would be used by area schools, pre-continue d iscussion on the subject. This project is ce rtainly schools, soccer and other org an izations. worthy of d iscussion but significant work needs to be a ccomplished to determine its feasibi lity. Public Safety Build ing, This project would remodel existing facilities and create an $ 450,000.00 The east w ing of the pub lic safety building is comprised of renovate/reconstruct/ build addition for addition to the east wing of the public safety building in order small rooms , with l imited efficient use. One of the rooms is evidence room/safe to construct a larger, secure evidence safe to meet the needs an evidence safe, and over time evidence has taken over of the Kenai Police Department. two more rooms and one garage bay. The overall volume of items requiring storage in an evidence safe is continuall y growing . The size of the present evidence safe is inadequate to the Departments's needs Public Safety Buildi ng , Replace exterior This project would replace 17 existing windows in the Police $ 50,000.00 T his improvement is a normal safety precaution for Police windows with ballistic windows (17) Department. The City has previously replaced the windows in Departments throughout the Ubited States and should be the dispatch area with ballistic windows to provide safety accomplished at the Kenai Pubic saftey Building . Because from gun shots. these w indows are non-openi ng it would be essential that HVAC improvements be accomplished prior/during then installation of ballistic windows. Lower Kenai River Drift Boat Pull-Out Project would provide lower river access point for pull-out of Unknown -ADNR was supposed to accomplishing a "Needs drift boats only. Greater than Assessment Study" in 2011 . The study that was performed $3,500,000 did not include a needs assessment or address ca r rying capacity . It's doubtful any fu nd ing would be available for this project in advance of a study identifying the "carry ing capacity" of the Kenai River, and that State/federal funding would be appropriated to a State Agency that would be responsible for the construction and operation of the facilitv. Access Road. This area is heavily trav eled by pedestrians, This is a safety concern and certainly discourages use of sight seer's, bicyclists, etc. This project is approximately 2 this stret ch of the Unity Trail. In recognition of the financial difficulties that the State of Alaska is currently facing, this Resolution specifically states that the City of Kenai is limiting our request for capital funding from the State of Alaska to the Kenai Bluff Stabilization Project, which is our number one priority. However, this Resolution also directs administration to provide the Priority List to both the Governor and the State Legislature to keep them apprised of the continuing capital needs of the City as well as allow for consideration of the City's capital needs should an unforseen funding source become available .
