1. CALL TO ORDER
Vice-Chair Widmayer called the meeting to order at 7:00 p.m.

Commissioner Joanis MOVED to approve the agenda as presented; Commissioner Kisena

MOTION:
Commissioner Joanis MOVED to approve the revised meeting summary of November 1, 2018

Commissioner Joanis MOVED to approve the meeting summary of December 6, 2018 and
Commissioner Dennis SECONDED the motion. There were no objections; SO ORDERED.
5. UNFINISHED BUSINESS – None.
6. NEW BUSINESS
a. Discussion – 2019 - 2020 Goals and Objectives
The Parks and Recreation Director noted the 2019 - 2020 Goals and Objectives were reviewed
and it was requested that any goals and objectives needing added should be brought forward and
discussed.
Some of the highlighted pointed out by the Director included:
• Strong health and safety commitment;
• Implementation of an annual calendar;
• Continuance of trail construction;
• Support of bicycle infrastructure; and
• Continue enhancing City’s urban forestry.
The Director stated a concern for resurgence of Spruce Bark Beetle and noted some areas
already affected, including areas around the golf course. The Director noted he wanted his office
to implement better tracking of trees removed on the golf course. A Commissioner noted interest
in legal cutting and harvesting of trees on certain properties, in addition to offering assistance with
future tree planting projects.
It was recommended to publicize a list of projects that the Parks and Recreation needed volunteer
assistance.
7. REPORTS
a. Parks and Recreation Director – Frates reported on the following:
• The Daubenspeck Park was getting close for maintenance and opening for
skating;
• Grooming at the Kenai Nordic Trails was ongoing; and
• Skate with Santa and Holiday Night Lights were a success and staff was
pleased with the attendance for both events.
b. Commission Chair – No report.
c. City Council Liaison – H. Knackstedt reported on the action items of the December
19 City Council meeting and additionally noted the following:
• There was an introduction at the City Council meeting of the new Human
Resources Director, Stormy Brown;
• A presentation was provided by representatives of Biking in Kenai & Soldotna
(BIK&S); and
• He provided an update on the Airport Terminal upgrades.

Council Member Knackstedt further praised the Parks and Recreation staff for the Community
Skate with Santa success.

Commissioner Joanis thanked the Department for grooming the ski trails.

a. Bicycle Friendly Community – Kenai, AK
The City Planner noted the City of Kenai Bicycle Friendly Community Bronze level status and
steps needed to achieve Silver status. She further noted that the list included items that crossover
between the Parks and Recreation Department and Planning Department functions.

March fills the air with anticipation of spring and summer
and is a busy time of year for your Kenai Parks &
Recreation team. The greenhouse gets fired up and staff
patiently awaits the arrival of flower plugs, seeds get sown
and hanging baskets planted. Besides ongoing routine
maintenance, the department often finds itself removing
snow off two ball diamonds in preparation for Kenai
Central High School Baseball and Softball. It is also time
to turn your attention to the City of Kenai’s YouTube
channel in order to watch our Kenai eagle family hatch and
grow. It’s amazing how much life blossoms in the spring.

Promoting opportunities for physical activity and play is part of our mission at Kenai
Parks & Recreation. Playgrounds are a great opportunity for children to foster their
physical, social and cognitive abilities in a fun and safe environment. Kenai Parks &
Recreation provides and facilitates many recreational options for children of all ages.
From scheduled activities at the Kenai Recreation Center or Kenai Multi -Purpose
Facility (ice rink) to free time at our many playgrounds, our beaches, or skate park.

Summer sporting events are the heartbeat of Kenai’s recreation. The City
of Kenai provides several sports fields accommodating a variety of out-
door sports and our staff work hard coordinating and providing safe,
playable fields each season. Many of the local schools and various youth
and adult organizations utilize the City’s fields for their programs. Some
of the schools and organization include: Kenai Little League, Kenai Soft-
ball Association, KCHS Baseball and Softball, American Legion Post 20
Baseball, Kenai Wolfpack Rugby Team, Kenai Peninsula Soccer Club, Boys
& Girls Club and Cook Inlet Academy.

Getting close to nature is easier than you might think in the
City of Kenai. Right outside your back door is nature waiting
to be viewed.
Here are some spur-of-the-moment recreational activities for
your whole family to enjoy: take the binoculars and a trail guide,
head out to the trail nearest you and see how much wild life you
can see in 30 minutes, pause for a few moments at one of the
mini-libraries along the way to read a book with your children,
go biking with your best friend and take in the views.

People who ride mountain bikes it bikes in general are a target here .... many bikers a year are
killed to motorists not looking for us, I was born and raised here. It was better in the ?O 's and 80's

dangerous, add trail off the highway for those who commute to Soldotna v ia bike 3-Link trail
between Kenai and Nikiski
Connect bike paths where possible to increase safety
Protected bike path beach access to connect the loop . Penalties fit drivers running red lights
Let the bike paths n the winter more
Make areas CLEARLY bike lanes . More signage stating no motorized vehicles on or parked on
bike lanes. We have too many people rid ing four wheelers and ATVs on those lanes and have run
many cycl ists off the path or the A TVs leave rocks and ruts on the path making it unsafe to ride
bikes on in some areas.

There is a design for a separated path along Bridge Access and across the bridge. This design
needs to be strongly encouraged by the City and the public
Keep the Unity Trail plowed in the winter for fat bike users.
Clear the damn sidewalks and shoulders of gravel and sand by the middle of May so people and
ride.
Plow in the winter sweep in the summer
I think Kenai has a good base, and is prime for strides in bicycle use. People want to see it here!

Ski Kenai
Kenai’s Nordic Ski Trails are
suitable for all levels of skiers. The
terrain is predominately flat with a
variety of landscapes such as hills
and passages through trees. The sce-
nic views are beautiful, particularly
at sunset.
Kenai’s trails are home to both the
Kenai Central High School & Kenai
Middle School Nordic Ski Teams.
Both teams are hosting a meet on
January 25th. This will be a perfect
day to head out to the trails to cheer
on the home team.

Over the Holidays, your Kenai Parks & Recreation team were fortunate to
partner with three separate organizations (KCHS Hockey Teams, Kenaitze
Indian Tribe and Wildwood Correctional Facility Workers Program), 58
individuals (including Vice Mayor Tim Navarre) and 4 separate businesses to
bring you “Skate with Santa” and “Holiday Night Lights”. Together we estimate
160 of us came together to enjoy the music, games, hot chocolate
and each other’s company.
Please help us thank the following businesses for joining in
presenting these events: Three Bears, Walmart, Big John’s Kenai
Chevron and Redline Sports.
