MEETING SUMMARY
1. CALL TO ORDER
Vice-Chair Widmayer called the meeting to order at 6:00 p .m.
a. Pledge of Allegiance
Vice-Chair Widmayer led those assembled in the Pledge of Allegiance.

Commissioner Joanis MOVED to approve the agenda as presented; Commissioner Kisena
SECONDED the motion . There were no objections ; SO ORDERED.

4. APPROVAL OF MEETING SUMMARY
a. November 1, 2018
MOTION:
Commissioner Joanis MOVED to approve the revised meeting summary of November 1, 2018
and Commissioner Dennis SECONDED the motion . There were no objections; SO ORDERED.
b. December 6, 2018
MOTION:
Commissioner Joanis MOVED to approve the meeting summary of December 6, 2018 and
Commissioner Dennis SECONDED the motion. There were no objections; SO ORDERED.
5. UNFINISHED BUSINESS -None.
6. NEW BUSINESS
a. Discussion -2019 -2020 Goals and Objectives
The Parks and Recreation Director noted the 2019 -2020 Goals and Objectives were reviewed
and it was requested that any goals and objectives needing added should be brought forward and
discussed.
Some of the highlighted pointed out by the Director included :
• Strong health and safety commitment;
• Implementation of an annual calendar;
• Continuance of trail construction;
• Support of bicycle infrastructure; and
• Continue enhancing City's urban forestry.
The Director stated a concern for resurgence of Spruce Bark Beetle and noted some areas
already affected, including areas around the golf course. The Dire ctor noted he wanted his office
to implement better tracking of trees removed on the golf course. A Commissioner noted interest
in legal cutting and harvesting of trees on certain properties, in addition to offering assistance with
future tree planting projects.
It was recommended to publicize a list of projects that the Parks and Recreation needed volunteer
assistance.
7. REPORTS
a. Parks and Recreation Director -Frates reported on the following:
• The Daubenspeck Park was getting close for maintenance and opening for
skating;
• Grooming at the Kenai Nordic Trails was ongoing; and
• Skate with Santa and Holiday Night Lights were a success and staff was
pleased with the attendance for both events.
b. Commission Chair -No report.
c. City Council Liaison -H. Knackstedt reported on the action items of the December
19 City Council meeting and additionally noted the following:
• There was an introduction at the City Council meeting of the new Human
Resources Director, Stormy Brown;
• A presentation was provided by representatives of Biking in Kenai & Soldotna
(BIK&S); and
• He provided an update on the Airport Terminal upgrades.

Council Member Knackstedt further praised the Parks and Recreation staff for the Community
Skate with Santa success.

9. COMMISSION QUESTIONS & COMMENTS
Commissioner Joanis thanked the Department for grooming the ski trails.
10 . ADDITIONAL PUBLIC COMMENT-None.
11. INFORMATION
a. Bicycle Friendly Community -Kenai, AK
The City Planner noted the City of Kenai Bicycle Friendly Commun ity Bronze level status and
steps needed to achieve Silver status. She further noted that the list included items that crossover
between the Parks and Recreation Department and Planning Department functions.
