KENAI CITY COUNCIL CHAMBERS CHAIR GLENDA FEEKEN, PRESIDING MEETING SUMMARY 1. CALL TO ORDER Chair Feeken called the meeting to order at 6:00 p.m . a . Pledge of Allegiance Chair Feeken led those assembled in the Pledge of Allegiance. b . Roll was confirmed as follows: Commissioners Present: Commissioners Absent: Staff/Council Liaison Present: A quorum was present. G . Feeken, J . Bielefeld , P. Minelga, K. Dodge, J . Zirul, D. Pitts Airport Manager M. Bondurant, Administrative Assistant E. Brincefield, Council Member J. Glendening c. Elections of Cha ir and Vice-Chair MOTION: Commissioner Minelga MOVED to re-appoint Commissioner Feeken as Chair; Commissioner Pitts SECONDED the motion . There were no objections; SO ORDERED. Commissioner Minelga nominated Commissioner Bielefeld as Vice-Chair but he declined noting his future on the Commission was unknown . MOTION: Commissioner Minelga MOVED to appoint Commissioner Dodge as Vice-Chair; Commissioner P itts SECONDED the motion . There were no objections ; SO ORDERED . d. Agenda Approval MOTION: Commissioner Dodge MOVED to amend the agenda by removing Item 6(a) -Special Use Permit to Alaska Challenger Center and approve the agenda as amended ; Commissioner Bielefeld SECONDED the motion. There were no objections ; SO ORDERED . 2. SCHEDULED PUBLIC COMMENT -None . 3. UNSCHEDULED PUBLIC COMMENT -None . 4. APPROVAL OF MEETING SUMMARY a. December 13, 2018 MOTION : Commissioner Dodge MOVED to approve the meeting summary of December 13, 2018 and Commissioner Minelga SECONDED the motion. There were no objections; SO ORDERED. 5. UNFINISHED BUSINESS -None. 6. NEW BUSINESS a . Action/Approval -Special Use Permit to Alaska Challenger Center [Clerk 's Note : This item was removed from the agenda during approval of the agenda.] b. Action/Approval -First Amendment to Agreement for Guard ian Security Systems MOTION: Commissioner Bielefeld MOVED to recommend Council approve the First Amendment to the Agreement with Guardian Security Systems , Inc . and Commissioner Minelga SECONDED the motion . There were no objections; SO ORDERED . 7. REPORTS a. Airport Manager -Bondurant reported on the following : • That all contract towers would remain open during the government shutdown ; • The Terminal Rehabilitation Project temporary sheetrock was up and the Administrative Assistant would be moving to the south end of the terminal; • The budget was due by February 15, 2019; • The Airport Emergency Program was sent to the Federal Aviation Administration (FAA) for review and approval; • She gave a presentation at Kenai Central High School on January 9 to students interested in aviation ; and • She was working on the application to add fleet cards as an accepted method of payment at the floatp lane basin . b . City Council Liaison -Glendening reported on the December 19 City Council meeting actions . 8. NEXT MEETING ATTENDANCE NOTIFICATION -February 14, 2019 Airport Commission Meeting January 10, 2019 Page 2 of 3 9. COMMISSIONER COMMENTS AND QUESTIONS Chair Feeken expressed how she thought the Terminal Rehabilitation project had gone smooth so far. Commissioner Zirul pointed out that people were asking questions about what was going on in the Kenai Airport Terminal when he was there on January 9. He recommended putting up information on the temporary walls throughout the terminal. Commissioner Bielefeld noted he saw a piece of snow equipment in Anchorage specifically designed for plowing/cleaning around runway lights and wondered if Kenai could get one. Commissioner Minelga suggested looking into a lift for users at the floatplane basin and storage for floats . He expressed interest in having a facility . 10. ADDITIONAL PUBLIC COMMENT-None. 11.
