Just over 100 years ago, infectious disease used to cause most deaths in the United States, includes infections, tuberculosis, pneumonia, and influenza. The leading causes of death currently include heart disease, cancer, suicide, and other noninfectious diseases. Mortality rates from all causes have declined by 54 percent between 1900 and 2010. Page 4 of 17 Page 5 of 17 Due to changing health outcomes, older adults will compose a higher share of the US population in the years to come, and many health outcomes are tied to behavioral choices. Just as clean water and sanitation systems were designed to prevent infectious diseases over the last few decades, we can design communities to incorporate physical activity, social interaction, and interaction with the natural environment into every day life to prevent illness from mental health, heart disease, and other noninfectious diseases. CALL TO ORDER Chair Williams called the meeting to order at 4:30 p.m. a. Pledge of Allegiance Chair Williams led those assembled in the Pledge of Allegiance. b. Roll was confirmed as follows: Members Present: Chair R. Williams, Vice Chair D. Erwin, V. Geller, A. Weeks, C. Thornton, S. Bise, M. Milewski, L. Nelson Members Absent: B. Modigh Staff/Council Liaison Present: Senior Center Director K. Romain, Council Member J. Glendening A quorum was present. c. Agenda Approval MOTION: Councilor Thornton MOVED for approval of the agenda and Councilor Erwin SECONDED the motion. There were no objections; SO ORDERED. 2. SCHEDULED PUBLIC COMMENTS – None. 3. January 10, 2019 MOTION: Councilor Gellar MOVED to approve the January 10, 2019 meeting summary and Councilor Thornton SECONDED the motion. There were no objections; SO ORDERED. 5. Discussion – Home Meals / Medicare Advantage Plans The Council discussed the Meals on Wheels of America program that is working on bringing about home meals for possible medical health plans. The Senior Center Director added that Medicare Advantage plans were not in Alaska. b. Discussion / Recommendation – Capital Improvement Projects FY20 The Senior Center Director provided a status update of the FY19 Capital Improvement Projects and the Council discussed the projects for FY20 including doorway relocation with entrance to the computer lab; cabinets for the card/game room; and finishing the Senior Center sound system wiring. MOTION: Councilor Nelson MOVED to recommend FY20 Capital Improvement Projects as noted and Councilor Gellar SECONDED the motion. There were no objections; SO ORDERED 7. REPORTS a. Senior Center Director – Romain reported the following: • She was looking at efficiencies with meals/transportation; and • She was working on the FY2019/2020 budget, with a five percent decrease. b. Council on Aging Chair – Williams commended staff for the Senior Center volunteer appreciation luncheon. c. City Council Liaison – Council Member Glendening reported on the actions of January 16 and February 6 Council meetings. He further noted on Kenai Historical Society Photos, the FY18 Comprehensive Financial Report, and the success of the Volunteer Appreciation Luncheon with the Elks Club local Pioneers recognition. 8.
