October 9, 2018 MOTION: Committee Member Peterson MOVED to approve the October 9, 2018 meeting summary and Committee Member Rhyner SECONDED the motion. There were no objections; SO ORDERED. 5. UNFINISHED BUSINESS – None. 6. NEW BUSINESS a. Discussion – 2019-2020 Goals and Objectives The Parks and Recreation Director introduced the draft goals and objectives, and reviewed some additional changes. Ideas or recommendations were requested to be brought forward for discussion. It was noted that the event park design drawings were brought forward since it was important to the Parks and Recreation Commission. The Director called attention to the need to continue building the urban forestry and that the Spruce Bark Beetle infestation was making a comeback, including on the golf course. A Committee Member inquired about the trees at the Kenai Golf Course and noted the importance considering many golf courses were open without much tree coverage. It was suggested that the blue tarp at the Multi-Use Facility be replaced and a better alternative was inquired about. The Parks and Recreation Director noted that this fall there was a shrink- wrap business that was interested in volunteering their service. The potential future landscaping needs at the Kenai Visitors and Cultural Center was briefly discussed for inclusion in the goal and objectives. b. Discussion – Capital Improvement Projects (CIP) The Parks and Recreation Director stated that the Commission reviewed and modified the CIP list at a previous meeting and noted that any new ideas should be discussed for consideration to be included. A Committee Member noted that the benches for the Blue Star Memorial were not in place from a few years ago, suggesting it be made a priority. It was noted that a hydro-seeder and electrical upgrades at Leif Hansen Park were previously identified as potential projects. The timeframe for establishing a projects list was questioned and it was suggested that items be emailed to the Director if it was not too late. 7. REPORTS a. Parks & Recreation Director – B. Frates reported the following: • There were two successful activities over the Holiday Season, Skate with Santa and Holiday Lights; and • The Department was working on a yearly wall calendar that highlighted department projects, achievements, community events, etc. Page 4 of 24 ___________________________________________________________________________________ Beautification Committee Meeting Page 3 of 3 January 8, 2019 b. Committee Chair – L. Gabriel noted the decorations through the town were great and thanked the Department for contributions this winter and over the holidays. c. City Council Liaison – J. Glendening reviewed the action agenda of the December 19 Council Meeting and provided a brief update on the sign status for the Wildflower Garden, specifically noting it would be further considered during budget time. 8. NEXT MEETING ATTENDANCE NOTIFICATION – April 9, 2019 9. COMMITTEE MEMBER QUESTIONS AND COMMENTS Committee Member Wilson inquired about the no trespassing signs mounted to the fence at the Sports Complex. Frates, Parks & Recreation Director DATE: April 2, 2019 RE: 2019 Plant List (to date) Attached is a list of flower plugs ordered for the 2019 growing season along with material grown from seed. This list will expand as we start purchasing flowers locally. One of our goals this season was to scale back the plug order and make the whole process a bit more manageable. Secondly, we have managed to keep the greenhouse about 10 to 12 degrees cooler this spring and will continue with the cooler temps as we transition to using the cold frame. Two Proven Winner series new to us this season will be the Supertunia Super Red and the Supertunia Trailing Strawberry Pink. We also have a good supply of the Picasso, Vista Bubblegum and Vista Fuchsia. Randy will begin designing flowerbeds over the next couple of weeks. If you have a particular area in mind you would be interested in designing, please contact Randy at 283-8261. The foliage is a medium green that is fragrant and the flowers are long lasting. Ageratum Blue Horizon 160 Soil temperature: 72 - 75 degrees Plant spread: 15 - 18 inches Plant height: 30" Plant type: annual Maturation days: 85-105 days Begonia (NS Yellow) 36 Large full double blooms, and bloom nonstop all season from mid spring to frost. They resemble roses with their packed rows of bright yellow petals. The plant does not require deadheading. Fertilize every two weeks. Great for shade containers and beds. Drought resistant and likes part shade/part sun. Bidens Yellow Charm 51 Water Requirements: Drought-tolerant; suitable for xeriscaping Average Water Needs; Water regularly; do not overwater Sun Exposure: Full Sun Foliage: Herbaceous Smooth Cardoon (seeds) Large grayish-green leaves. From the globe artichoke family. The fleshy leaf veins and stalks, along with midrib of cardoon are best when boiled. Cosmos Sonata Mix 160 • Uses: Beds, Border, Cut Flowers, Ornamental, Outdoor • Light Requirements: Full Sun • Moisture Requirements: Dry, Moist, well- drained • Resistance: Drought Tolerant, Heat Tolerant • Soil Tolerance: Normal, loamy, Poor Page 8 of 24 Geranium (Maverick Red) 160 This series is easy to grow and uniform to bloom. Bred for high density, mass production. Kale (Redbor) seeds Cold hardy edible plant is both beautiful and tasty. Mild and crisp tasting with curled leaves, adding a flash of wonderful color to salads. Kale (Nero Di Toscana) seeds Very dark green leaves are 2-3" side and 10" long, with a crumply appearance. A cross between cabbage and kale lends to its unique characteristics; especially sweet after a freeze. Kale (Nagoya White) seeds Cut flower type kales have 24" stems with small round leaf cabbage heads. Heads have greenish purple outside leaves and white inside leaves. Lamium (Beacon Silver) 36 A tough yet showy perennial groundcover. Forms a spreading patch of small silver leaves with a narrow green edge. Clusters of bright-pink flowers appear in spring, then continue off and on until fall. Fairly tolerant of dry shade, once established. Lamium (Golden Anniversary) 36 A tough yet showy perennial groundcover. Forms a spreading patch of small heart-shaped green leaves, brightly edged in gold, with a silvery stripe down the middle. Clusters of rosy-purple flowers appear in spring, then continue off and on until fall. Absolutely stunning as an accent plant in shady areas, or included in tubs and mixed containers. Fairly tolerant of dry shade, once established. Page 9 of 24 Lobularia - Snow Princess 84 Abundant, highly fragrant small white blooms all season long; vigorous plant that thrives in hot or cold. Grows to a height of 4-8” in height. Lupin (Gallery Mix) seeds Best dwarf strain of lupins for gallon or quart containers, perennials or wind tolerant commercial cut flowers. Lupine Russell Mix 36 Expect these plants to grow 36 to 40 inches tall and 12 to 16 inches wide, flourishing in full sun (in the north) Marigold (Inca II) Yellow seeds Strong flower stems that support fully double blooms of bright yellow flowers. Nasturtium (Alaska Mix) Bicolored foliage is great for hanging baskets and rock gardens. Osteospermum Akila Grand Canyon Mix 36 These flowers to keep coming from early summer all the way into fall, especially if you cut or deadhead the blooms promptly to encourage new bud formation. In bloom these plants measure 18 to 20 inches high, and they grow about 2 feet wide. Sun-loving and very forgiving of harsh conditions, they deserve a place of honor in your garden! Petunia (Night Sky) 51 Starry white-on-purple pattern sparkles like the night sky. Stunning new variety’s heavenly, high-intensity color creates surefire drama in a window box, container, or massed front of the border in full sun/part shade. Petunia, Supertunia Picasso In Purple 84 Bicolor purple flowers with mint green edges on beautifully mounded to trailing plants. It mixes well with many other colors in combination containers, hanging baskets, and your sunny landscape. Petunia, Supertunia Vista - Bubblegum 84 Light pink petunias that are very vigorous, with mounding habits that can reach up to 2 feet in height in the landscape and will trail over the edges of baskets and containers up to 4 feet by the end of the season. Petunia Really Red 84 Cascading habit makes them perfect for hanging baskets, landscaping, window boxes, and pots. They flower all season and tolerate heat well. Petunia Trailing Strawberry 84 Height: 4 - 8 Inches Spread: 8 - 12 Inches Exposure: Full Sun (+6 hrs.) Part Shade (4-6 hrs.) Nature Attractions: Butterflies, Hummingbirds Flower Color: Pink Shades Page 11 of 24 Porto Spinless seeds Plants will produce large purple thistle-like flowers. The sharply lobed and serrated silver-green leaves add a unique addition to flower arrangements. Rudbeckia (Indiana Summer) 36 pkgs Sturdy, wind tolerant plant producing 6-9" single and semi-double golden yellow blooms. Verbena (Red) 84 The plant has dark green foliage showcased with clusters of large, bright red florets. Lanai Verbena is a wonderful all-season annual that looks beautiful in containers, beds and hanging baskets. Lanai Verbena is very easy to grow and is a strong garden performer. The mounding and trailing habit makes them excellent choices for baskets and mixed containers. They are early flowering and have a branched habit. The Lanai performs great in cool weather and will tolerate light frost. They will also excel in high heat and are drought tolerant. Verbena, Scarlet 84 Royale verbenas are vigorous and mounded, but will trail over the sides of containers. Bright red flowers with dark green foliage. This flower grows up to 6-12” and trail up to 24”. Winterbor Kale The plants are tall, growing up to 2-3’. The ruffled blue- green leaves have an attractive curl. Vigorous plants. Kale Nagoya Red Cut flower type kales have 24" stems with small round leaf cabbage heads. Heads have greenish purple outside leaves and purple inside leaves. Page 12 of 24 Nasturtium Whirlybird Mix Bicolored foliage is great for hanging baskets and rock gardens. Silver Cup (Lavatera) Tree Mallows are related to Hibiscus and are quite similar in appearance with single hollyhock, flowers average 4 in/10 cm in diameter. Plants grow about 2 ft/61 cm high and have hairy stems with maple like leaves. They are easy to grow and flourish in ordinary, well drained soils with a sunny exposure. Tree Mallows make fine medium height hedges or wind screens. Blooms provide striking, though short lived cut flowers. Marigold Bonanza Flame Height 10 in/25 cm Transplant outdoors 12 - 14 in/30 - 35 cm apart, when night temps. reach 48?F/9?C. Mature plants can be re- potted in the fall before frost and used as pot plants. Use a systemic spray to prevent red spidermite. Frates, Parks & Recreation Director DATE: April 2, 2019 RE: Wildflower Garden Purpose of this memorandum is to discuss some alternative design ideas for the wildflower garden off Lawton Dr. As you know, the weeds are becoming more prolific with each passing summer making it difficult for the flowers to flourish. One idea is to create “islands” or pockets of wildflowers throughout the garden area. These smaller spaces would be easier to maintain and could to some degree be weeded, if needed. The remaining areas could become turf and placed on a regular mow schedule. Attached is an aerial view of the wildflower garden area. Please sketch in some design ideas that you may have for pockets of wildflowers. Please let me know should you have any questions.
