Williams, Mayor City of Kenai DATE: September 26, 1990 RE: SC101~01~IC D,RVBLOPI~lBN3' C~DI~I!lISSYON CITY OF 1C~aI' As indicated to you in a previous meeting, I called a spec3,al meeting of the Economic Development Commission. The meeting was held on Thursday, SQptexaber 20, 19.90. Prior to the meeting, I sent a letter to all the Comntisaion members,..along with copies of all meeting minutes for the past several months. I asked each Commissioner to be present as the future of the Economic Development Commission would, in ail likelihood, be decided that evening. I am sorry to say that only three of the remaining. six members were present. our discussion regarding the history and productivity of the Commission lasted about one and one-half hours. It was decided to sunset the Commission. I have enclosed for your review, the minutes of the September 20, 1990 meeting of the Economic Development Commission. One .member of the. CoYna-issi,on, Mr. Jim Elson, is a member of the Economic Development District {formed after our Commfssion~. Therefore, Mr. Elson is still in a position to represent the City. I have included in this packet an ordinance to amend the Code and sunset the Commission. Thank you for your indulgence kith regard to this matter. • JJW/alf 1 ~ .. ~. .. ~~ti M ~. ECONOMIC DEVELOPMENT COMMISSION September 20, 1990 HEA Conference Roam Mayor Bohn Williams, Chairman 1• The meeting was not called to order because of the lack of quorum, but diacuss~ton followed regarding the mission and a future of the Connmissf on. Commissioners present were: Elaon, O'Reilly, and Belluomini. Ad Hog member Mayor John Williams was also present and chaired the meeting. Re informed the Commission of the resignation of Chairman Thomson and cited some possible reasons for it. Mayor Williams also informed the Commission of the preamur• he is receiving from the City Council to sunset the Como~ai,asion~ A general discussion regarding this issue followed. Council feels lack of direction of the Commission and views its work as a duplication of effort with the Economic Development District. Elson felt with the Conectisaion meeting once a month and with no administrative support, there is no way the Commission can do any market research to determine the types of businesses, or new projects that need to be encouraged to develop riea, within the community. He did not feel the Commission should just be a review board for the Council. Commissioner O'Reilly noted the Commission originated during an econond,c decline and gathered necessary data to assist the City is turning around that crisis. Commissioner O'Reilly suggested having a committee on an ae-needed basis or blend the membership into other Commissions so that growth could still be encouraged. Commissioner Belluomini agreed that there appears to be duplication with EDD. Commissioner Elson related that small manufacturers are looking for plBCes Such as the Kenai area fn which to re-locate. followed regarding the need to market the small manufacture by advertising in their various trade journals to entice the manufacturer to the Kenai area. This too may be something the EDD could do with monies pooled in from surrounding communities. With virtually alt the big projects now behind the Commission, there was a genera! consensus to sunset the Commission and have Ad Hoc Committees when the need arises.
