TLED WHEREAS, KMC 23.30.010'(1) acts as a barrier to.the employees whose employmebt.at the City may be in theibing.of interest of the City; and.. est WHEREAS, KMC 23.30.020(a)(3) and (4) impose undue hardship administration relative to selection of applicants for future employment slots; and, WHEREAS, it is in the best interest of the City of Kenai to delete KMC 23.30.010(1), KMC 23.30.020 (a) (3�) . and (4) from th CitY's personnel code, e NOW THEREFORE, BE :T ORDAINED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, that KMC 23.30.010 and KMC 23,30.420 are amends +'r as follows: d Section l• 23.30.010 e r authority shall be ed in)thetcr $Ciuitmeilt and appointing v ty - Manager . (b) Applicants must be United States citizens or eligible for employment under existing State and Federal laws and regulations in order to be employed by the''City. (c) Applicants for positions in -the CitY..service need..not reside -within the City Limits. Departmental rules shall establish response times required -by -.that department. (d) Minimum age for City employment shall be -in accordance with State of Alaska laws. (e) Employment of qualified, handicapped.persons shall be encouraged. (f) Employment rights for Veterans shall be in accordanc with applicable State and Federal laws, e (9) Applicants Must possess an appropriate valid Alaska State Driver's License, should empioyment.require operation of a motor vehicle. f (h) Applicants must complete a submit a resume of sufficient detail [(i) PREFERENCE IN APPOINTMENT CITY RESIDENTS.] Section 2l City application form or to equate to a City form. (4) WHENEVER PRACTICAL, THE RESULTS OF A COMPETITIVE WRITTEN EXAMINATION OR DEMONSTRATION TEST, WHICH SHALL BE A FAIR AND VALID TEST OF THE ABILITIES AND APTITUDES OF APPLICANTS FOR THE DUTIES TO BE PERFORMED.] (b) No question in any test or in any application form or by any appointing authority shall be so framed as to attempt to elicit information concerning race, color, ancestry, sex, national origin, or political or religious affiliation for the purposes of discriminating. (c) All statements submitted on the employment application or attached resume shall be subject to investigation and verification. (d) If required by the department, applicants shall be fingerprinted prior to appointment. (e) Any job applicant or employee may be required to take a physical examination. In cases where a physical examination.is deemed advisable, the City shall pay the cost of the examination.
