CALL TO ORDER Chair Gabriel called the meeting to order at 6 :05 p .m . a. Pledge of Allegiance Chair Gabriel led those assembled in the Pledge of Allegiance. b. Roll was confirmed as follows: Committee Members present: Committee Members absent: Staff/Council Liaison present: A quorum was present. c . Agenda Approval MOTION: Chair L. Gabriel, K. Reed, T. Wilson, M. Rhyner T . Canady, B. Madrid Parks and Recreation Director B. Frates, Council Member T . Navarre Committee Member Rhyner MOVED to approve the agenda as presented; and Committee Member Wilson SECONDED the motion . There were no objections; SO ORDERED. 2. SCHEDULED PUBLIC COMMENTS -None. 3. UNSCHEDULED PUBLIC COMMENT -None. 4. APPROVAL OF MEETING SUMMARY a . January 8, 2019 MOTION : Committee Member Reed MOVED to approve the January 8, 2019 meeting summary and Committee Member Rhyner SECONDED the motion. There were no objections ; SO ORDERED. 5. UNFIN ISHED BUSINESS -None. 6. NEW BUSINESS a. Discussion -2019 Plant List The Parks and Recreation Director discussed the partial plant list as provided in the packet. Included were all of the flower plugs purchased, and it was noted that flowers purchased locally would be added as they were purchased. It was clarified that the cascading red petunias were new this season and the Department would be using the dinosaur kale again this year, while the red poppies were not purchased yet but the Department would start looking for a source. b. Discussion -Wildflower Garden Design Ideas The Parks and Recreation Director noted the significant weed problem continuing to overtake the wildflowers in some locations. Next to treating with herbicides, the Director mentioned planting in smaller, manageable areas might help with the weed problem . Committee members discussed ideas to mitigate the weed problem. The consensus of the Committee was that the beauty and attractiveness of the wildflower garden was the large area. The Director stated he would continue seeking suggestions from one of the local landscapers. 7. REPORTS a. Parks & Recreation Director -B. Frates reported the following : • The City of Kenai 's Parks, and Beautification webpages were coming along nicely and the Administrative Assistant had put a lot of time and effort into revamping them; • He assigned a staff person to inspect specific parks and public space areas for syringe needles a couple t imes per week; and • Staff was busy removing beetle kill trees in several areas throughout town, including the Municipal Park and Elson Park. b. Committee Chair -No report. c. City Council Liaison -T. Navarre noted he was available for any questions the Committee members might have. 8. NEXT MEETING ATTENDANCE NOTIFICATION -May 14, 2019 Committee Member Rhyner noted she would not be attending the next meeting. 9. COMMITTEE MEMBER QUESTIONS AND COMMENTS Committee Member Wilson inquired about the dog park. The Parks and Recreation Director provided an update . 10. ADDITIONAL PUBLIC COMMENT -None. 11.
