MEETING SUMMARY
1. CALL TO ORDER
Chair Gabriel called the meeting to order at 6:08 p.m.

MOTION:
Committee Member Peterson MOVED to re-appoint Committee Member Gabriel as Chair;
Committee Member Reed SECONDED the motion. There were no objections; SO ORDERED.
MOTION:
Committee Member Madrid MOVED to appoint Committee Member Reed as Vice-Chair;
Committee Member Wilson SECONDED the motion . There were no objections; SO ORDERED.
d. Agenda Approval
MOTION:
Committee Member Peterson MOVED to approve the agenda; and Committee Member Madrid
SECONDED the motion. There were no objections; SO ORDERED.

4. APPROVAL OF MEETING SUMMARY
a. October 9, 2018
MOTION:
Committee Member Peterson MOVED to approve the October 9, 2018 meeting summary and
Committee Member Rhyner SECONDED the motion . There were no objections; SO ORDERED.
5. UNFINISHED BUSINESS -None.
6 . NEW BUSINESS
a. Discussion -2019-2020 Goals and Objectives
The Parks and Recreation Director introduced the draft goals and objectives, and reviewed some
additional changes . Ideas or recommendations were requested to be brought forward for
discussion . It was noted that the event park design drawings were brought forward since it was
important to the Parks and Recreation Commission . The Director called attention to the need to
continue building the urban forestry and that the Spruce Bark Beetle infestation was making a
comeback, including on the golf course . A Committee Member inquired about the trees at the
Kenai Golf Course and noted the importance considering many golf courses were open without
much tree coverage .
It was suggested that the blue tarp at the Multi-Use Facility be replaced and a better alternative
was inquired about. The Parks and Recreation Director noted that this fall there was a shrink-
wrap business that was interested in volunteering their service.
The potential future landscaping needs at the Kenai Visitors and Cultural Center was briefly
discussed for inclusion in the goal and objectives.
b . Discussion -Capital Improvement Projects (CIP)
The Parks and Recreation Director stated that the Commission reviewed and modified the CIP
list at a previous meeting and noted that any new ideas should be discussed for consideration to
be included. A Committee Member noted that the benches for the Blue Star Memorial were not in
place from a few years ago, suggesting it be made a priority. It was noted that a hydro-seeder
and electrical upgrades at Leif Hansen Park were previously identified as potential projects .
The timeframe for establishing a projects list was questioned and it was suggested that items be
emailed to the Director if it was not too late.
7. REPORTS
a. Parks & Recreation Director-B. Frates reported the following:
• There were two successful activities over the Holiday Season , Skate with
Santa and Holiday Lights ; and
• The Department was working on a yearly wall calendar that highlighted
department projects, achievements, community events, etc.

b. Committee Chair -L. Gabriel noted the decorations through the town were great and
thanked the Department for contributions this winter and over the holidays.
c. City Council Liaison -J. Glendening reviewed the action agenda of the December
19 Council Meeting and provided a brief update on the sign status for the Wildflower
Garden , specifically noting it would be further considered during budget time.
8. NEXT MEETING ATTENDANCE NOTIFICATION -April 9, 2019
9. COMMITTEE MEMBER QUESTIONS AND COMMENTS
Committee Member Wilson inquired about the no trespassing signs mounted to the fence at the
Sports Complex. Director Frates thought the signs had been relocated off the fence and he would
inquire further.
