ORDINANCE NO* 1120-86
AN ORDINANCE OF THE COUNCIL Of THE CITY OF KENAI, ALASKA,
AMENDING THE KENAI MUNICIPAL CODE TITLE 20 BY ADDING CHAPTER
20.10 ENTITLED "ADVISORY TRANSPCITATION COMMISSION" AND REPEALING
KMC CHAPTER 11.10 ENTITLED "ADVISORY HARBOR COMMISSION"
WHEREAS, it hoe been determined that there Is a need for an
Advisory Transportation Commission to plan and correlate the
development of harbor, airport and roads in the City of Kenai;
and,
WHEREAS, the development of such an Advisory Transportation
Commission would encompass the duties and responsibilities of the
Advisory Harbor Commission as stated in KMC Chapter 11.10.
NOW, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
KENAI, ALASKA, that the following changes be made in the Kenai
Muncipal Code.
Section 11
Title 20 of the Kenai Municipal Code be amended by the addition i
of Chapter 20.109 entitled Advisory Transportation Commission,
and enacted in its entirety as attached hereto.
Section 2
Chapter 11.10 of the Kenai Municipal Code, entitled Advisory
Harbor Commission be repealed in its entirety.
PASSED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, this second
day of April, 1966.

20.10.010 Creation: There is hereby created a Kenai
Advisory Tranapor a on Commission, which shell consist of eeMen
members who shall be nominated by the Mayor and confirmed by the
City Council. A chairman and vice chairman of the Commission
shall be selected annually and shall bt olected from and by the - -,
appointive members. The Mayor and one Council member elected by
the Council ae ex-officio membors of the Commission and as „-°•n_
eonsultante, may attend all meetings, but they shall have no
vote.}
20.10.020 Duties: (a) The Commission shall be required to
establish polio es relating to transportation including, but not.
restricted tot seaport, airport and land facilities.
(b) The Commission shall review and advise the City Council
on the following areas of public interest and concbrn:
(1) Kenai Municipal Airport
(2) City Harbor facilities: including tidal and submerged a 4
lands
(3) Roads and highways
(4) Public vehicles: including taxicabs, buses and
limousines
(5) Navigable waters: including Kenai River "--
(5) Integration of systems with the general and industrial
development of the City
(c) The Commission may appoint committees of local citizens
to aid in its duties, includin but not limited to
investigations and reports relating to specific items.
20,10,030 Terms of Commission Memberet The members shall
serve for o to of three years or until a successor is appointed _

and qualified; provided that the terms o' the initial Commission 'Vr,
members shall be staggered so that three members will be
a oi�nted for one ear, two members will be appointed for two
years, and two members will be appointed for three years. Terms
shall commence on 3anuery 1 of each year.
20.10.040 Qualifications: A member of the Commission suet

20.10.050 raoaadin s� of Commissions The Commission shelltk
establish rules of procedure. provided there shall be regularly
scheduled monthly meetings of the Commission, which shell be open
to the public. Permanent records of minutes shall be kept on the
Commission proceedings and such minutes shell record the vote of
each member upon every question. Every decision or finding
shell be filed in the office of the City Clerk and shall be a
public record open to inspection by any person. All acts of the
Irensportation Commission are subject to the paramount authority
of tha Council.
