ORDINANCE NO. 1129-86
AN -ORDINANCE OF THE COUNCIL OF THE CITY OF KENAI, ALASKA*
AMENDING ORDINANCE NO. 1121-66 RELATING TO THE SOURCE OF
FINANCING FOR ADDITIONAL IMPROVEMENTS TO THE HIGHBUSH, ALIAK,
SHIRES CAPITAL PROJECT.
WHEREAS, Ordinance No. 1121-86 appropriated $153,568 from the
General Fund for additional improvements to the N.A.S. Capital
Projeot, end,
WHEREAS, Ordinance No. 1096-05 set aside $410,000 of the 1985
Municipal Grant for assessment districts petitioned by April it
1986, and
WHEREAS, only $26,500 hoe been used for such assessment
districts, leaving a balance from the 1985 Municipal Grant of
$3839SOO for other road projects, and
WHEREAS, the council desires to use the grant funds rather then
General Fund monies.
NOV, THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
KENAI ALASKA, that Section 1 of Ordinance No. 1121-86 be amended
by deleting the General Fund appropriation and by substituting
01985 Municipal Grant" for "Transfer from General Fund" as the
revenue source for the Highbush, Aliak, Swiree Capital Project.

WHEREAS,.the State of Alaska has awarded the City of Kenai a

grant in the amount of $2t300,000 for roads and related
" Improvements; and

WHEREAS, the Council has held work sessions regarding the use of
this grant and has decided on four specific road projects

estimated at $1,740p000l and
WHEREAS, the Council desires to appropriate $1509000 of this
grant for rights -of -way purchases for future roads in Old Towni
and the Council understands that none of this money may be used
for purchases of properties or rights -of -way that are not

expected to be in future roadways; and

WHEREAS, the Council desires that $4109000 of this grant be left
unappropriated at this time to be avallablR.for the uneseeseed
portion of spacial assessment districts properly petitioned by
benefited property ownersi and
WHEREAS, the Council's intention is that the special assessment`
monies be available on a 50% assessment basis only for proposed
districts petitioned prior to April It 1986, and that they be
used for paving projects for existing City -accepted streets that y
either already have water and sewer available or are in an area
where water and sewer is not anticipated to be extended in the 7 r;
near future.

SUBJECT: Ordinance 1132-66 Substitute
OATEt August 28, 1986
On July 15, 1986, the Landscaping Review Board, the Planning b Zoning
Commission, Councilman Hall, and Councilman Wise met jointly to discuss the
proposal by Council to combine the duties of the two bodies.
It was the concensu$ of the two.bodies that.#e.intereste of the public and
developers would be,best served if the two bodies remained separate and
that the Landecapino Review Board absorb the, -duties of to Site Plan
Ordinance and the review of the Towns#e Historic Zone op recommended by
the Old Town Committee.
Since that tin, Section ,14.25-concerning the Landocaping Regulations have
been redrafted and a public hearing held. The result of these efforts
appears before you as the Substitute Ordinance.. It should also be noted
that the new draft includes the suggestio" of the Building Inspector.

techniques for achieving the Intent of this ordinance. The
appropriate placement or retention of vegetation in sufficient
mount will provide the best results. Perimeter, interior, and
parking lot landscaping should be included as components of the
overall landscaping plan.
(b) Perimeter Landecapingt
Perimeter landscaping Involves the land areas adjacent to lot
