ORDINANCE NO. 1149•86
AN ORDINANCE Or THE COUNCIL OF THE CITY OF KENAI, ALASKA,
AMENDING KENAI MUNICIPAL CODE SECTION 14.25 ENTITLED "LANDSCAPING
REGULATIONS."
WHEREAS, problems have arisen implementing requirements of the

WHEREAS, the Planning and Zoning Commission, at their June 11,
1966 meeting, approved the attached amendments to KMC 14.2S.
NOW* THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF
KENAIg ALASKA, that KMC 14.25 entitled "Lersdecaping Regulations"
be amended as defined on the attached Exhibit "A."
PASSED BY THE COUNCIL OF THE CITY OF KENAI, ALASKA, this second
day of July, 1986.

14:25.100 Definitions

14.25.010 Intents It is the intent of this section to
provide for lands, ping and/or the retention of natural
vegetation in conjunction with commercial and industrial
development within the City of Kenai. The general purpose of
landscaping is to visually enhance the city's appearance,
maintain or increase property values, and reduce erosion and
storm runoff. (Ord 1094)

commercial and industrial development within the City of Kensi.
"Commercial development" shall be defined as any improvements
requiring a building permit for construction of $10,000 a more

14.25.040 Landscaping Plan - Performance Criteria$
(a) Object ves:
An effective landscaping plan should utilize a variety
of techniques for achieving the intent of this
ordinance. The appropriate placement or retention of
vegetation in sufficient amount will provide the best
results. Perimeterp interior, end parking lot
landscaping should be included as components of the
overall landscaping plan.
(b) Perimeter Landscaping$
Perimeter landscaping involves the land areas adjacent
to lot lines within the property boundary. This buffer
landscaping serves to separate and minimize the impact
between adjacent land uses. Buffer landscaping may be
desirable along the perimeter of the property to
shield vehicular or building lights from adjacent
structures and to provide a visual separation between
pedestrians and vehicles.
(a) Interior Landscaping$
Interior landscaping involves those areas of the
property exclusive of the perimeter and parking lot
areas. Interior landscaping is desirable to $operate
uses or activities within the ovoroll development.
Screening or visual enhancement landscaping is
recommended to accent or complement buildings, to
identify and highlight entrances to the sites and to
provide for attractive driveways and streets within the
site.
(d) Parking Lot Landscaping:
Parking lot landscaping involves the land erase
adjacent to or within all parking lots and associsied
access drives. Parking lot landscaping serves to
provide visual relief between vehicle perking arose and
the remainder of the development. It also is desirable
for the purpose of improving vehicular and pedestrian
circulation patterns.

The Landscaping Review Board shall consist of not lose
than five members who shall serve without pay. Members
shell be appointed by the Mayor end confirmed by the
Council. Members shell be appointed for a term of
three years, excepting the initial me%bilre whp,ahall be

Board shall elect a chairman, vice-chairman, and ol%tr-k--

for the purpose of transacting business.

(b) Meetings and Proosedinges

The Board shall meet to review and take action on a
landeceping plan within fourteen (14) days of
