AN ORDINANCE OF THE COUNC11 OF THE CITY (IF KFNAI, Al ASKA AMENDING
KMC 7.15.030 AND KMC i.25.050 CONCERNING COUNC11. RATIFICATION ANO
REVIEW OF CITY PURCHASES AND DISI311RSFMFNIS.
WHEREAS, the Charter of tho City of Kenai, Alanka, Section 5-6,
specifies that contracts or purrhaneu excooding on amount to he
established by Ordinance ahall require the prior epproval of the
Council, and
WHEREAS, KMC 7.15.030(a) deals with thin requirement by including
purchaoo� loss than $1,000 as exceptions to purchases requiring
prior app^oval, and
WHEREAS, this procedure, therefore, ineludoo ouch purchosao long
than $1,000 as exceptiona to be ratified by Council purounnt, to
KMC 7.15.030(b), and
WHEREAS, it is not the intent of Council to ratify virtually
every purchase made by the City, and
WHEREAS, it further is not the intent of Council to review
diaburooments by the City in excess of $1,00n, no In required by
KMC 7.25.050, since the purchases requiring such diaburoomentu
would have received prior Council approval under provisions of
KMC 7.15.030.

income tax, F.I.C.A., retirement, and fringe benofito),
Including both employer'o and employeo'e ohare;
(4) Monthly natural qao paymentn under trugl, for Kenai
Utility Service Corporation (i.e., Marathon h Union);
(5) Authorized debt;

SUBJECT: Ordinance # 840-83
A suggestion was made at the February 16, 1983 Council Meeting
that an amendment be prepared to Ordinance # 840-83 that would
eliminate Council approval or ratification of payroll checks.
This will not be necessary, because KMC 7.15.030 calls for
Council approval of purchases of supplies, materials, equipment,
or contractual services. By definition (see KMC 7.15.010), as
it is now written, the ordinance does not require Council
approval of payroll checks.
